A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
AN AGREEMENT FOR SPECIAL ADVISORY SERVICES WITH ROSENOW
SPEVACEK GROUP, INC. (RSG) TO PROVIDE ADVISORY SERVICES RELATED
TO THE NORTHGATE PROJECT (GONZALEZ MARKET)
WHEREAS, RSG has provided community and economic development services
to several local public agencies for over 30 years. These services include market
analysis, economic development, business development and business retention,
advisory committee and community outreach, and project and program implementation;
and
WHEREAS, the Northgate Project — Gonzalez Market (the 'Project') is the
subject of a Memorandum of Understanding ( "MOU "). between the City and the
Developer for the development of a Gonzalez Market in an area of the City that would
benefit from the Project; and
WHEREAS, the MOU anticipates the development and execution of a
Disposition and Development Agreement (the "DDA ") between the City and the
Developer to move the Project forward once a multitude of issues including property
acquisition and remediation work at the site; and
WHEREAS, the terms and conditions for a DDA must include -financial
undertakings on the part of both parties and the City wishes to carefully weigh and
evaluate commitments on its part and identify the source of funding for those
commitments; and
WHEREAS, the proper evaluation of elements of a DDA require professional
guidance beyond the capability of City staff; and
WHEREAS, the City wishes to engage the services of RSG to provide the
necessary consulting services to properly evaluate any commitments or undertakings
that may be part of the DDA.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council of the City of Lynwood authorizes the Mayor to
approve the Agreement in a form acceptable to the City Attorney authorizing RSG to
provide special advisory services to the City to negotiate a Development and
Disposition Agreement with the Developer of the Northgate Project — Gonzalez Market.
Section 3. This resolution shall become effective immediately upon its
adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
