Mayor Yu called the City Council Regular Meeting to order at 7:32 p .m . in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

3. INVOCATION
Pastor Frank Wang , Pastor of Bethlehem Lutheran Evangelical Church ,
provided the Invocation and invited the public to the Church's celebration for the
High School graduates on May 19 at 7 :00 p .m .
4. PLEDGE OF ALLEGIANCE
Mayo r Pro Tern Sternquist led those present in the Pledge of Allegiance to the
Flag .
5. CEREMONIAL MATTERS -PRESENTATIONS
A. PRESENTATION-Poppy Week
Mayor Yu presented the 2012 Poppy Week Proclamation to Ms. Margaret
Mcintosh of American Legion Auxiliary, Arcadia Unit 247, District 18.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA -
Jin Kim , International Youth Fellowship Representative, request City Council to
consider co-sponsorship of their numerous events and programs.

Jack Zhao , EDI Multi-Media General Manager, gave a brief presentation of their
13th year Asian Moon Family Festival and requested City Council to consider co-
sponsoring this event.
Melodi Ramquist, representing American Cancer Society, spoke to Council about
the work and mission of the American Cancer Society and requested Council to
consider co-sponsoring the upcoming Relay for Life of Temple City, a 24-hour
event on July 28 -29 , 2012 , at the Temple City High School from 10 :00 a.m . to
10:00 a.m.
Jonetta Green, representing American Cancer Society and also a cancer patient
survivor, invited the public to come out to the fundraising event "Gospel for Life",
sponsored by the Golden West Baptist Church, to help raise money for the
American Cancer Society. Date of the event not yet determined .
Catherine Seneris, Temple City Librarian, announced up coming library events for
ch ildren and teens . All programs and materials are free .

Recommended Action: accept the Engineer's Report and adopt
Resolution No. 12-4820
H. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 71529
AT 9345 PENTLAND AVENUE
Recommended Action:
1) make findings as enumerated in the attached letter from the Los
Angeles County Public Works Department;
2) approve Parcel Map No. 71529 ;
3) approve and accept the work agreements and improvement
securities as enumerated in the attached letter from the County of
Los Angeles Department of Public Works ; and
4) instruct the City Clerk to endorse on the face of Parcel Map No.
71529 the certificate that embod ies the approval of said map.

Councilmember Blum moved to accept the bid submitted by Camino Real
Chevrolet for one 2012 Chevrolet Silverado 1500 Hybrid truck and
approve the related purchase order, seconded by Councilmember
Vizcarra and unanimously carried by the following roll call vote:

acting City Clerk compensation for the Deputy City Clerk, seconded by

A. GASB 54 FUND BALANCE POLICY

The City Council was requested to adopt a policy to classify current fund
balance categories to be in accordance with the fund balance
classifications contained in the reporting requirements of Statement 54 of
the Government Accounting Standards Board (GASB) effective June 15,
2010 .
Administrative Services Director Hause gave a brief summary of GASB 54
Fund Balance Policy.
Mayor Yu opened public comments.

B. INTRODUCTION OF ORDINANCE NO . 12-953, AN ORDINANCE
ADDING A NEW CHAPTER 10 "BUDGET RESERVE FUND BALANCE
REQUIREMENTS" TO TITLE 2 "ADMINISTRATION" OF THE TEMPLE
CITY MUNICIPAL CODE
The City Council was requested to consider first reading of an ordinance
adding a new Chapter 10 "Budget Reserve Fund Balance Requirements"
to Title 2 "Administration" of the Temple City Municipal Code .
Administrative SeNices Director Hause gave a brief overview of
Ordinance 12-953.
Mayor Yu opened public comment.
Mayor Yu closed public comment.
At the request of Council, Deputy City Clerk Kuo read the title of
Ordinance No . 12-953.
Councilmember Chavez moved to adopt a motion waiving further reading
of proposed Ordinance No. 12-953 and adopt a motion introducing on first
reading, by title only, proposed Ordinance No. 12-953, adding a new
Chapter 10 "Budget Reserve Fund Balance Requirements" to Title 2

Jerry Jambazian, Temple City Business Owner, expressed that it would be
a good idea for Council to observe the attendants of this season's concert
and gather more information before deciding about the project.
Gino Brunengo, Temple City Resident, suggested roping off the grass
area where concrete would be expanded to get public's reaction.
Mayor Yu closed public comment.
Councilmember Vizcarra motion to approved the concrete artwork as
proposed by the Public Arts Advisory Committee and delay additional
concrete work to the Performing Arts Pavilion in Temple City Park until
after the completion of the summer concert series in August, seconded by
Mayor Pro Tern Sternquist and unanimously carried by the following roll
call vote:

RECESS/RECONVENE
The City Council meeting was recessed at 8 :57 p.m. and reconvened at
9:06p.m. with all Councilmembers present.
E. CITY COUNCIL COMPENSATION
City Council compensation was last adjusted on January 21, 2003. The
City Council was requested to consider the options provided by the City
Attorney regarding City Council Compensation and select one of the
options.
Administrative Services Director Hause presented Council with a survey of
surrounding cities.
Mary Kokayko, Temple City Resident, spoke in favor of City Council
compensation increase.
Mathew Wong, Temple City Resident, spoke in favor of City Council
compensation increase and thought it was a great way to encourage civic
minded people to come forward to volunteer their time and be
compensated for their time away from their families.
Ed Chen, Temple City Resident, spoke in favor of City Council
compensation increase . Felt this increase is proportionally appropriate .

change to Section 2570(a)(2).
C. ECONOMIC DEVELOPMENT ORDINANCE
The City Council was requested to consider first reading of an ordinance
to set forth framework to stimulate economic growth, invigorate the city's
business sector, revitalize neighborhoods and generate new tax revenues .

At the request of Council, Deputy City Clerk Kuo to read title of Ordinance
No. 12-955.
Mayor Pro Tern Sternquist moved to adopt a motion waiving further
reading of proposed Ordinance No. 12-955, adopt a motion introducing on
first reading by title only proposed Ordinance No . 12-955, establishing the
City's economic development authorities and schedule time for the second
reading and adoption of the Ordinance, seconded by Councilmember
Vizcarra and unanimously carried by the following roll call vote :

D. CONSIDERATION OF INSTALLATION AND FUNDING FOR
ADDITIONAL CONCRETE ADJACENT TO THE PERFORMING ARTS
PAVILION IN TEMPLE CITY PARK
The City Council was requested to approve additional concrete work
adjacent to the Performing Arts Pavilion in Temple City Park and approve
the use of $10,000 of the $15,000 Fiscal Year (FY) 2011-12 City Budget
appropriation for the Public Arts Advisory Committee .

Patrick Horton , Temple City Resident , spoke in favor of City Council
compensation increase.
Jerry Jambazian, Temple City Resident, spoke in favor of City Council
compensation increase .
City Attorney Vail stated that the increase in Council compensation will not
take effect until after the 2013 Municipal Election.
Councilmember Vizcarra moved to adopt a motion introducing on first
reading, by title only, proposed Ordinance No 12-954 to proceed with the
statutory allowed compensation increase from $480 to $720 per month,
seconded by Mayor Pro Tern Sternquist and carried by the following roll
call vote:

12. UPDATE FROM CITY MANAGER
City Manager Pulido invited the public to participate in the Neighborhood Watch
meeting for Area 10 on May 18 {Neighborhoods bounded by Olive St., Arden Dr .,
Lower Azusa Rd ., and Baldwin Ave.) and the City Council's Special Budget
Session meeting for Fiscal Year 2012-13 on May 31. City Manager Pulido also
announced that the Community Emergency Response Team (CERT) training will

be held on June 3, City 's Connect magazine will be delivered by the post office
starting June 9, City Hall will be closed on May 28 in observance of Memorial
Day and May 31 is the application deadline for commission seat openings.

14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS
Councilmembers reported on recent meetings of the Council Chamber
Renovation Ad Hoc, Mosquito Vector Control and Foothill Transit Board meeting .
15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR
AGENDA
A. COUNCILMEMBER BLUM
Announced that the first session of the Citizen's Academy will start on May
24. There is a need for Council to form an Ad Hoc committee to help staff
drive the sessions' curriculum . Mayor Yu appointed Councilmember Blum
to the Ad Hoc committee to meet with staff on May 16 and if another
Councilmember becomes available, to inform Councilmember Blum .
B. COUNCILMEMBER CHAVEZ
Announced there will be a Director's Facilities Tour of the County
Sanitation District on Wednesday, June 6. He extended the invitation to
the public, but reservations must be made by May 25 .
Councilmember Chavez reported on the class he attended last Friday at
the University of Southern California, School of Policy.
C . COUNCILMEMBER VIZCARRA
Requested staff to give an update on the Gateway Project at the next City
Council meeting .
D. MAYOR PRO TEM STERNQUIST
Reported on the same class she attended with Councilmember Chavez at
the University of Southern California, School of Policy.

Thanked Councilmember Chavez and Mayor Pro Tern Sternquist for
attending the University of California class on their own time and City
