HomeMy Public PortalAbout02-17-2016 Minutes Tree Board Regular MeetingPage 1 of 2 MINUTES Hillsborough Tree Board Wednesday, February 17, 2016 9:00 AM, Town Barn 101 East Orange Street Present: Chairman Andrea Lewis, George Campbell, Phil Ray, Bryan Stuart, Ex Officio – Karen MacAulay, Ex Officio – Liz Waters, Ex Officio – Greg Yavelak Absent: Vice Chairman Frances Harris, Danna Dannehower Staff: Stephanie Trueblood Item 1: Call meeting to order, roll call, and confirm presence of a quorum Chairman Lewis called the meeting to order at 9:10 a.m. Ms. Trueblood called the roll and confirmed the presence of a quorum when Mr. Stuart joined the meeting a moment later. Item 2: Consideration of changes or adjustments to the agenda Added item after updates on list of available arborists. Item 3: Approval of minutes from November 18, 2015 Motion: Mr. Ray made a motion to approve the minutes. Second: Mr. Stuart seconded. Vote: Unanimous Changes: None Item 4: Review Tree Board priorities list from 2015, discuss new projects and priorities, make updates to list The board discussed the possibilities of creating a tree inventory together with Ms. Trueblood versus contracting out the work. The discussion also covered accepting donations from citizens for tree plantings and possibly choosing the Cedar Lane as treasure trees. There was discussion of creating an ivy education campaign, including a Last Friday’s table and pamphlet. Mrs. MacAulay will give Ms. Trueblood information for a handout on ivy to have available at the May 27th Last Fridays. Mrs. MacAulay and Mr. Yavelak will walk Riverwalk to look for candidates for the tree identification project. Ms. Trueblood explained the priority list is meant to guide staff time and board agendas. The board agreed the tree inventory would be on hold until the following priorities were addressed: 1. May Last Fridays: Invasives, English Ivy (Andrea and Karen) 2. Tree I.D. on Riverwalk (Karen and Greg) 3. Spring 2016 Treasure Tree: Cedar Lane (Liz and preservation volunteer) 4. September Last Fridays: Tree City and Arbor Day Proclamation Page 2 of 2 Ms. Trueblood will look into ordering a portable treasure tree sign that directs people to the Town website for more information. Item 5: Interview Liz Waters for Tree Board vacancy Ms. Waters shared that she has a lot of enthusiasm for trees. Motion: Mr. Ray moved to recommend that the Town Board appoint Liz Waters. Second: Mr. Campbell seconded. Vote: Unanimous Ms. Waters offered to be a liaison to the Alliance, working on the history of Cedar Lane for the Treasure Tree article. Mr. Ray offered to buy a tree to plant on Cedar Lane if that’s possible down the road. Item 6: Updates/Ongoing Business:  Chestnut tree update: George Campbell Mr. Campbell reported that the American Chestnut Foundation had provided 2 trees for town hall, 4 for the Burwell School, and 6 for Ayr Mount. There was brief discussion about who could help plant trees at Burwell School on Friday. The board discussed language for the Chestnut tree sign.  Garden Club update: Andrea Lewis Ms. Lewis will provide Ms. Trueblood with a planting plan for the Bank of America parking lot bed.  Tree Planting update: Staff Ms. Trueblood reported single stem Crepe Myrtles will be planted if Worthington Farms has good specimens available.  Added update: possible staffing changes. Ms. Trueblood informed the board that staff is requesting that the Town Board approve additional positions as part of the budget process. If the positions were approved, a new division focused on parks and public lands would be created under the assistant town manager. A new planner would also be hired to staff the HDC. Item 7: Adjourn Chairman Lewis adjourned the meeting at 11:10 a.m.
