9. Update on Traffic Signal Project - Fernwood Avenue & Bullis Rd. Staff member Elias Saikaly
updated the Commission on the status of this project.
10. Disabled person on- street parking application submitted by Santos Acevedo.
Resident: Mentioned he had trouble - placing trashcans in front of parkway because his
vehicle is blocking. Also mentioned his car blocking his space to exercise.
Commissioner Munguia: Addressed resident regarding the need of disabled parking.
Mentioned he witness resident leave his property with no issue and multiple cars in the
driveway.
Commissioner Becerra: Addressed resident by asking questions in Spanish for better
understanding. Translated resident's answers to staff members.
Commissioner Calleros: Addressed resident about mobility and access to transportation.

Staff Orals
JD Whitaker commented on Public Safety tasks. He will be bringing more issues relating to
animal control, code enforcement and parking enforcement. There is a current plan being
worked on to catch garage conversions. Mentioned amount of cars in Lynwood has doubled
since 1971. Stricter monitoring of owners that abuse animals. More enforcement to bring down
death toll of animals in the City of Lynwood.
Commission Oral Communications
Commissioner Martinez commented on the following items: 4340 Cortland tree is lifting the
sidewalk.
Commissioner Flores commented on Fire Departments training session offered for residence to
better prepare themselves against disasters. Mentioned social media a big issue to spread
awareness.
Commissioner Del Real - Calleros commented on LA ,Care at Plaza Mexico offering free CPR
classes. Commented on the need for ADA ramps at intersections throughout the City.
Commented on residence to be more aware of their surroundings Mentioned better crackdown
on garage conversions.
Chair Becerra commented on the following; Abbott Rd. and Atlantic Ave. traffic intersection
timing. Imperial east of Pine Streetlight out. Street sweeping signs and schedule along Ceaser
Chavez Middle School to be adjusted.
Vice Chair Munguia commented on the following: Information on Staff Member JD Whitaker
position. The need of more enforcement by Sheriff's.

SUBJECT: ON STREET DISABLED PARKING REQUEST

BACKGROUND:
Staff received a request for an on- street disabled parking space from Mrs. Bertha Galindo
of 4330 Cortland Street. Staff reviewed the application and conducted a site inspection
(see attached photos).
ANALYSIS:
The applicant has access to a parking facility that can be accessed through an unpaved
alley way. The resident has no access through the front along Cortland Street. Cortland
Street is wide enough to allow outside parking. In addition, depending on the physical
disability and certain physical limitation, replacing the parkway with concrete walkway
along Cortland Avenue, may not be necessary. However, if the recipient uses a
wheelchair as a mode of transportation, then, a concrete pad leading to the front walkway
of the house may be required.
RECOMMENDATION:
Staff recommends that the Traffic, Parking and Public Safety Commission review this
application and concur with staff's approval of the on- street disabled parking request in
front of 4330 Cortland Street with the condition that if the recipient uses a wheelchair,
then the resident needs to install a concrete pad adjacent to the existing curb on the
parkway.

INSTRUCTIONS
The City of Lynwood does not provide on- street parking for private individuals. It must be emphasized
that even "disabled parking zones" do not constitute "personal reserved parking" and, that any person
with a valid "disabled persons license plates (DP or VT plates) may park in such stalls. Vehicles parked in
such stalls without a DP or V-1 plates may be cited and towed away as resolved by City Council Resolution
No. 77 -89.
Normally, in establishing on- street paring facilities for the disabled, there shall be a reasonable
determination made that the facility will serve more than one disabled person and that the need is of an
on -going nature. The intent is to prevent the proliferation of special parking stalls that may be installed
for a short -term purpose but later are seldom used. Unjustified installation of such parking stalls
unnecessarily increases the City's maintenance and operations costs, reduces available on- street parking
for the general public and detracts from the overall effectiveness of the disabled persons parking
program.
However, exceptions may be made, in special hardship cases, provided all of the following conditions
exist:
1. Applicant (or guardian) must be in possession of a valid disabled person placard for "disabled
persons" or "disabled veterans" issued by the California Department of Motor Vehicle on the
vehicle.
2. The proposed disabled parking space must be in front of the disabled persons place of residence
3. Subject residence must not have off - street parking available or off- street space that maybe
converted into disabled parking
4. Applicant must provide a signed statement from a medical doctor that the disabled person is
unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel
more than 50 feet between his or her home and the automobile without he assistance of a
second person.
5. Applicant must pay an initial fee of $50.00* to cover the cost of field investigation and
presentation to the Traffic & Parking Commission for approval /denial.
6. Applicant must pay an initial fee of $240.20* for installation.
7. Applicant must pay an annual fee of $25.00 after the first year to cover the cost of yearly
inspection, maintenance and future removal to confirm the pres
