A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, ESTABLISHING VOLUNTARY WATER CONSERVATION
AND SUSTAINABILITY MEASURES AND RECOMMENDATIONS
WHEREAS, it is in the best interest of the city to establish guidelines for water
conservation; and
WHEREAS, the passage of this Resolution may result in the city being eligible for future
funding to implement water conservation measures; and
WHEREAS, on June 19, 2009, Governor Arnold Schwarzenegger declared a state of
emergency due to the existence of a water shortage and resulting drought within the State of
California; and
WHEREAS, on October 20, 2009, the city of Carson is simultaneously considering an
ordinance regulating the use and consumption of water within the city of Carson; and
NOW THEREFORE, be it resolved that the City Council of the city of Carson,
California, makes the following permanent water conservation recommendations for the
prevention of water waste and hereby determines as follows:
Section 1. The following water conservation recommendations are applicable at all
times and continue, unless rescinded by the action of the City Council. Non - compliance with
this section will be considered waste and an unreasonable use of water.
A. Limits on Watering Hours: Watering or irrigating of lawn, landscape or
other vegetated area with Potable Water should not occur between the
hours of 9:00 a.m. and 5:00 p.m. on any day, except by use of a hand -held
bucket or similar container, a hand -held hose equipped with a positive
self - closing water shut -off nozzle or device, or for very short periods of
time for the express purpose of adjusting or repairing an irrigation system.
B. Watering Duration: Watering or irrigating of lawn, landscape or other
vegetated area with Potable Water should be limited to once within a 24-
hour period.
C. Excessive Water Flow or Runoff: Watering or irrigating of any lawn,
landscape or other vegetated area in a manner that causes or allows
excessive water flow or runoff onto an adjoining sidewalk, driveway,
street, alley, gutter or ditch should be avoided.

D. Washing Down of Hard or Paved Surfaces: Washing down of hard or
paved surfaces, including but not limited to sidewalks, walkways,
driveways, parking areas, tennis courts, patios or alleys, should be avoided
except when necessary to alleviate safety or sanitary hazards, and then
only by use of a hand -held bucket or similar container, a hand -held hose
equipped with a positive self - closing water shut -off device or a low -
volume, high - pressure water efficient water broom ( "Watermiser" or
equivalent brand) type or cleaning machine equipped to recycle any water
used.
E. Repairing of Leaks, Breaks or Malfunctions: Excessive use, loss or escape
of water through breaks, leaks or other malfunctions in the User's
plumbing or distribution system should be repaired as soon as is
reasonably practicable.
F. Limits on Washing Vehicles: Using water to wash or clean a vehicle,
including but not limited to any automobile, truck, van, bus, motorcycle,
boat or trailer, whether motorized or not should be avoided, except by use
of a hand -held bucket or similar container or a hand -held hose equipped
with a positive self - closing water shut -off nozzle or device. This
subsection does not apply to any commercial car washing facility.
G. Drinking Water Served Upon Request Only: Eating or drinking
establishments, including but not limited to a restaurant, hotel, cafe,
cafeteria, bar, club or other public place where food or drinks are sold,
served, or offered for sale, should avoid providing drinking water to any
Person unless expressly requested.
H. Commercial Lodging Establishments Should Provide Option to Not
Launder Linen Daily: Hotels, motels and other commercial lodging
establishments should provide Customers the option of not having towels
and linen laundered daily. Commercial lodging establishments should
prominently display notice of this option in each bathroom using clear and
easily understood language.
I. Restaurants are Encouraged to Use Water Conserving Dish Wash Spray
Valves: Food preparation establishments, such as restaurants or cafes, are
encouraged to use water conserving dish wash spray valves.

Section 2. Based on the foregoing recitals and findings, and in accordance with the
spirit and intent of the Executive order issues on June 19, 2009 by Governor Arnold
Schwarzenegger, the Carson City Council hereby adopts the forgoing water conservation
measures and resolves to encourage and recommend that the residents and businesses within the
city of Carson act to conserve water and eliminate waste. Accordingly, for the reasons stated
above the city of Carson hereby declares the adoption of this resolution.
Section 3. The City Clerk shall certify to the passage and adoption hereof.
