HomeMy Public PortalAbout03-11-2013 COW Minutes Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on March 11, 2013 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Trustee Rippy, Trustee Bonuchi, Trustee Fay, Trustee Lamb, Trustee Peck and Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Doug Kissel, Wastewater Superintendent; and Traci Pleckham, Management Services Director. There were approximately 23 persons in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on February 25, 2013. Seconded by Trustee Rippy. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins: • Congratulated the Police Department on being featured in an article by The Municipal magazine regarding Rapid Response and Deployment Training. • Encouraged everyone to attend the 11th Annual St. Patrick’s Day Parade. TRUSTEES COMMENTS Trustee Rippy stated that there was a conviction in the October 2007 murder that happened in Plainfield and commended the Plainfield Police Department. Trustee Bonuchi commented on the Will-Grundy Free Clinic’s 25th Year Anniversary and thanked Trustee Racich for his volunteer service with the organization. Trustee Peck commented on the Fire District’s Annual Pancake Breakfast and thanked everyone involved. PUBLIC COMMENTS None WORKSHOP #1 PLAYA VISTA Mr. Garrigan stated that the applicant is requesting informal reconsideration on their previous request to change Playa Vista from an age restricted community to an age target community. Mr. Garrigan pointed out that the Village Board did not support this request previously. Mr. John Murphy, attorney for the applicant, stated that the applicant is only requesting to remove the age restriction from the community. They are not requesting to lower the standards. Mr. Murphy also pointed out that if the age restriction is removed, the subdivision would be subject to school impact fees. Trustee Fay pointed out that the Village Board previously authorized modifications to the elevations. Minutes Committee of the Whole Workshop – March 11, 2013 Page 2 of 3 Trustee Lamb stated that we have a chance to produce housing that is needed. The size of the units is beneficial. Trustee Lamb pointed out that Hartz has a good reputation and that he supports the idea. Trustee Peck stated the original elevation modifications were based on an age restricted community and inquired as to whether or not we can go back to the original materials. Mr. John Murphy stated that there is nothing to gain and that it is not a reasonable trade. Trustee Rippy stated that the developer took a risk, the market crashed, and then the developer is asking the Village Board to save his investment. The Village is not investors. While he wants development, he does not want to bring in something just to bring in something. The Village does not have to rush into anything. He does not support removing the age restriction. Trustee Lamb stated that he agrees with Trustee Rippy about not changing for the worse, but in this case houses houses and the footprints are the same. Trustee Rippy stated that the difference is we are creating stock that we already have. If we chip away one rule at a time, why even bother doing the Comprehensive Plan? Trustee Racich pointed out that this is an informational meeting and that the Village Board will not vote on the concept tonight. Administrator Murphy stated that staff will talk with Hartz on the next steps. #2 VISION FOR DIVISION Mr. Zack Border, Civic ArtWorks gave a presentation with the results of the Vision for Division Study. Mr. Border explained the process. Civic ArtWorks built on resident suggestions to come up with concepts for the intersections at Main Street, Lockport Street, and Joliet Road. Mr. Border pointed out that 342 people participated on the site, and readers cast 1,227 votes for their favorite concepts. Mr. Ed Arter, resident, expressed concern regarding multiple story buildings. Trustee Rippy stated that he likes a lot of the ideas presented. Trustee Lamb stated that he likes the ideas, but we need to figure out how to implement the vision. Trustee Lamb also pointed out that some of the existing buildings don’t fit this design and stated that the Katrina houses may be too small to fit in. He likes the alley behind the BTD, shielding the parking lot, and the overall concept. He also liked the Joliet Road intersection. Trustee Bonuchi stated that she agrees with Trustee Lamb. Trustee Bonuchi expressed concern regarding the Katrina houses, but thought that the overall concept is wonderful. Trustee Racich expressed concern with the reality of the concept. He felt that money is limited and that some of the ideas were unrealistic from an economic sense. He did felt that the Joliet Road intersection is almost impossible.
