ATTENDING: John Wolf Rick Fereday Mike Anderson Merrill Saleen Tom Tucker AIRPORT ADVISORY COMMITTEE NOVEMBER 3, 1993 MINUTES Dan Wiberg and others Bud Schmidt II. STATUS REPORTS: Staff reported on the sale of the CAP Shack for $251 and the impending removal of the building on November 11. The contract schedule for the 1994 AIP was noted and the approval of the DBE Goals by FAA was noted which allows the project to proceed on schedule. III.CORRESPONDENCE: The letter to Jud DeBoer was noted as was the memo from City Council candidates. IV. OTHER BUSINESS: A. MUFFIN: Rick Fereday reported on his research to access the Federal Surplus computer listing of surplus property. He asked staff to secure access cards and other information on the process. B. USE OF AIRPORT FOR WINTER CARNIVAL ACTIVITIES: Dan Wiberg requested approval for use of the airport facilities for the ATV race and a model aircraft airshow during the 1994 McCall Winter Carnival. The Committee inquired about the following issues: --Location of the race course - -Insurance coverage for both events --Radio interference from model aircraft controls - -Snow clearing requirements for the events which may conflict with usual plowing routines --conflict with USFS radio frequencies - -parking and crowd control issues - -UNICOM and AWOS advisories --Airport traffic conflicts --Maximum 400' flightpaths for model aircraft Following discussion, Tucker moved to endorse the concept of use of the airport for both the ATV race and the model airplane airshow, pending approval of an overall plan addressing the issues above. Anderson seconded and the motion carried unanimously. C. NEW MEMBER: Mike Anderson has replaced Gordon Colburn. The Committee asked that staff draft a letter from the Committee thanking Gordon for his service. V. Capitol Blvd. Boise, ID 83702 Dear Jud, About October 1, the City completed its clean-up of your property as you requested at the Airport Advisory Committee in September. It is our understanding that Mr. Ross approved the final work and that our obligation is complete. I regret the deiay in finishing this. You also noted the deterioration of the fence posts along the West side of the runway. We concur that those are of inferior materials. Our recollection is that, in order to accelerate that project, we purchased those particular posts from Payette Lakes Lumber Co. The balance of the materials were furnished by the contractor. We will need to replace the posts. Any ideas In addition, the City Council approved the plans and specifications for the highway crossing and Dienhard Lane water main extensions on October 7. If weather holds, we can get this project in the ground in early November. If not, we will have it under contract for spring 1994 construction. If you have questions, please call. Cordially, rt u J. Sc midt, City administrator McCALL AIRPORT ADVISORY COMMITTEE Minutes of 12/1/93 Meeting WINTER CARNIVAL Dan Wiberg submitted letter of proposal to stage ATV race and R/C aircraft show at the airport during the 1994 Winter Carnival. Insurance certificate presented evidencing $2,500,000.00 liability coverage for Central Idaho Aviators. CIA will present a rider naming City of McCall as additional insured to City Attorney. Committee recommends: ATV race area to be south of Manchester Hangar. ATV staging area to be on old Forest Service ramp. Plowing north portion of east taxi way to enable closing of taxi way from MATCO to runway. Immediate removal of tie down chains within ATV race area. Coordination between CIA and unicorn operator. Race and air show sponsors to be responsible for cleanup and crowd control. Motion passed to accept written proposal subject to above. Rick Feredey to deliver revised site plan to City office. AIRPORT IMPROVEMENT PROJECT Toothman-Orton to evaluate bids and present letter to City Council acknowledging apparent low bidder and recommending that Bud Schmidt be authorized to sign grant application. Kim Allen stated all bidders left pre -bid conference with clear understanding of bid schedule details. Ten percent spread in bids justified by low bidder being local. Committee recommends: Authorize alternative for rubberized asphalt. Add AWOS for approximately $35K. T-O to make request to FAA. Allocate additional $10K to relocate utilities allowing further development of east access road. T-O to re negotiate with low bidder on Schedule F, sewer line (eliminate Davis -Bacon pricing). Tucker and Anderson to meet with Ed Elam regarding relinquishing portion of Manchester leasehold to allow acceptance of Schedule E, paving. Acceptance of bid should be delayed until AIP authorized. OTHER BUSINESS Discussion of Judd Deboer request to purchaser of Everhart property for access easement to Hwy. 55. T-O to present map to Committee when available. Submitted by: Michael Anderson
