6 . On May 21 , 2012, while in the process of preparing these salary comparisons, the
Personnel Analyst informed the Administrative Services Director that the City Council
had previously taken action approving a list of 12 survey cities. Staff researched the
item and determined that the last action taken approving a list of survey cities was on
March 7, 2000. The staff report and list of recommended survey cities for salary
comparisons is attached for you information (Attachment "B").
ANALYSIS:
Staff reviewed the list of recommended survey cities for salary comparisons adopted by
the City Council on March 7, 2000, and has determined that it is outdated and is no
longer relevant to current practices. As a result, the City Council is asked to consider
the salary surveys presented and approve the comparison cities for purposes of this
current recommended action. Staff will be completing a comprehensive compensation
study in FY 2012-13, and the comparison cities for salary surveys will be evaluated. A
recommendation to the City Council will be brought forward as part of the compensation
study. However, consistent with City Council's direction, over the past two years, the
City Manager has been gradually assembling a team of new staff members that have
solidified with existing staff members to form a high performance City team. In an effort
to remain competitive and retain high performing, experienced and committed
individuals in the organization , it is important that these adjustments be considered at
this time.
With this objective in mind, staff has completed a salary survey of San Gabriel Valley
cities for the positions of Community Development Director (Attachment "C"), Parks and
Recreation Director (Attachment "D") and City Clerk (Attachment "E"). Staff has focused
specifically on the San Gabriel Valley cities as they represent the agencies that could
be considered as competitors for Temple City's workforce due to proximity . In addition,
these cities very often deal with the same regional issues as Temple City. The
understanding and experience with these type of issues proves beneficial when
recruiting key positions for the organization .
With the retirement of the City Clerk effective June 1, 2012, staff wanted to ensure
parity of salary ranges with other senior management. As a result, staff completed a
salary survey using the same comparable cities used to evaluate the salary ranges for
the Community Development Director and the Parks and Recreation Director. That
survey found the current salary range of the City Clerk was above the comparable city
average by 11% to 13%. As a result, staff is recommending the salary range of the
City Clerk be reduced accordingly. If this revision is approved, anticipated budget
savings in the City Clerk's program is estimated to be approximately $25,000 annually,
plus benefits.
Staff is recommending approval of the revised salary ranges in order to stay competitive
in the market place when hiring Department Directors and other key positions. Below is

a summary of the salary survey for the three positions:
• Community Development Director
Of the San Gabriel Valley cities surveyed, Temple City is currently 11.59% below
the maximum monthly average . The proposed salary range would bring the
Community Development Director's maximum monthly salary to 1.47% above the
survey.
• Parks and Recreation Director
Of the San Gabriel Valley cities surveyed, Temple City is currently 3.44% below
the maximum monthly average. The proposed salary range would bring the
maximum monthly salary to 2.86% above the survey.
• City Clerk
Of the San Gabriel cities surveyed, Temple City is currently 6.42% higher than the
monthly average. The proposed salary range would bring the maximum monthly
salary to 1.8% above the survey .
Staff and the City Attorney are also recommending that the seven step system currently
within the ranges be eliminated and that the new ranges be established with a minimum
and maximum salary range only for contract, at-will employees. This change will
provide the City Manager with more flexibility when conducting evaluations and salary
adjustments based on work performance.
CONCLUSION:
The City of Temple City is committed to continuing enhancement of City services,
increase operational efficiency and strive to become a high performing organization . In
order to meet these goals, City staff must be experienced and highly qualified . It is
imperative that the City's salary and compensation plan be competitive so that the City
can retain and provide staff with opportunities for professional growth and recruit high
performing, experienced and committed individuals to the organization . It is also
important to maintain parity of senior management salary ranges . As a result, it is also
recommended the salary range of the City Clerk also be adjusted to reflect the current
market rate.
FISCAL IMPACT:
Due to staff vacancies, there is sufficient salary savings in each Departmental budget to
City Council

cover the new salary range for the Community Development Director and Parks and
Recreation Director positions for the remainder of FY 2011-12. If approved by the City
Council, funding for the new salary ranges would be included as part of the FY 2012-13
City Budget.
