A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING
THE LOS ANGELES PRESCHOOL ADVOCACY INITIATIVE
WHEREAS, the Los Angeles Preschool Advocacy Initiative (LAPAI) strives to increase
access to quality preschool education in underserved communities; and
WHEREAS, this initiative also supports efforts to address the child care and development
needs of children ages 0 -5; and
WHEREAS, the LAPAI is based on nine principles that spur its goals; and
WHEREAS, the first of these principles, Build on the Existing System, will build on the
existing child care and development infrastructure which includes local, state, and federally - funded
programs; private for — profit and non - profit providers; community, home - based, school -based
providers; licensed and license- exempt providers; and
WHEREAS, the second principle, Children with Greatest Need, is focused on providing
access to children and families with the most need. Targeting will be based on multiple factors
including, but not limited to, significant Early Care and Education (ECE)— Preschool program and/or
facilities' shortages within a geographic area, academically low performing schools, family and
community income, and children with special needs; and
WHEREAS, the third principle, Access, focuses on promoting access to high quality ECE -
Preschool programs for children, including diverse racial and ethnic groups and English language
learners; encourage investment and local community -based planning to address the need for
programs and facilities; and support multiple service delivery systems: home, community and
school- based. Additionally, providing high quality, full -day and part-day services and opportunities
for children in license- exempt care to access high - quality would be encouraged; and
WHEREAS, the fourth principle, Quality, ensures that ECE- Preschool programs, curricula,
and environments are culturally, linguistically, socially and developmentally appropriate.
Additionally, enhancing the quality and effectiveness of ECE - Preschool programs and the capacity
of all local providers to meet higher standards through increased resources and training would be
promoted, as well as ensuring compliance with quality indicators such as staff /child ratios, materials
used in the classroom, and screenings for disabilities and linkages to services. This principle also
intends to promote quality indicators that focus on child outcomes (e.g. improved social and
emotional well - being, improved health) and the role of family in preschool; ensure that sufficient
resources for timely monitoring of compliance with licensing regulations; and enhance the skills
and training of license- exempt providers to support the development of children in their care; and
WHEREAS, the fifth principle, Workforce Development, focuses on supporting and
growing a diverse ECE - Preschool workforce that is appropriately trained, educated and culturally
and linguistically competent; supports opportunities for career progression and continuing education
to expand and enhance the competencies of the ECE - Preschool workforce; and improves the quality
of the information related to how to utilize career progression pathways and its dissemination.
Furthermore, this principle intends to promote the availability of financial and academic supports
for students; promote improvements in compensation, which is key to attracting and retaining

qualified staff; and create opportunities for license- exempt workers to enhance their skills and
training; and
WHEREAS, the sixth principle, Family Engagement, focuses on promoting two -way
partnerships between families and ECE- Preschool programs and providers, given their respective
roles in helping children reach desired outcomes in learning and development; and build upon
parents' natural strengths as first teachers by providing learning opportunities and resources that
support their confidence and capacity to effectively foster their children's social, emotional,
physical, and cognitive development; and
WHEREAS, the seventh principle, School Readiness Transition, focuses on ensuring that
ECE- Preschool and K -12 schools are coordinated to support a successful transition from ECE -
Preschool to Kindergarten. Curricula in Kindergarten should build on ECE - Preschool learning
experiences that prepare children to succeed in K -12 and beyond; and
WHEREAS, the eighth principle, Language Development, holds that ECE - Preschool
programs should support language development through research -based best practices as a means
for acquiring Standard English proficiency. Specifically, programs should provide young learners
with environments that foster purposeful language use; build upon a child's home language as this
is a crucial foundation for cognitive development, learning about the world and emerging literacy;
and support language development and inform teaching practices by assessing children in their
home language as well as English; and
WHEREAS, the ninth principle, Data, gauges the impact of child development, educational
programs and investments by supporting the design and implementation of comprehensive
information systems. These systems would connect existing and new information from early
childhood through college and beyond.
NOW, THEREFORE, BE IT RESOLVED, that the city of Carson, California, supports the
Los Angeles Preschool Advocacy Initiative.
