Chairman Eddie Crone called the meeting to order. In attendance was committee
members Doyle and Wolff, Bill Lovett from Hussey Gay Bell and DeYoung, Mark Williams
Water Sewer Department Director and concerned citizens.
Wanda Doyle motioned to approve the minutes from the March 9th meeting, Paul Wolff
seconded and the minutes were approved.
Bill Lovett then explained the final summary change order for the Butler Avenue Water
Line unit price contract. This change order finalizes the quantities on the bid and will be
change order #4 for the actual installed quantity amounts plus the amounts approved at
the last meeting. He explained that upon agreement with Garney for execution of this
change order and upon receipt of as builts, guarantees and final documentation then
final payment and retainage will be signed off on by the engineers. The final project
amount is $3,476,736.13 and the final change order amount is $428,728.70.
The GEFA Loan extension has been applied for and we will find out shortly after the next
GEFA board meeting at the beginning of May. If approved we will then get our final
loan draw request.
Eddie Crone asked about the contact with The Corps of Engineers on help with funding
the Fort Screven Water Line Project. There was no update.
Mark Williams gave an update on the Southeast Pipe Survey work on slip-lining the
sewer lines. He said they are working on Jones and South Campbell they should be
through and that he will request the last bill from Bud. He would like to keep the
contract open through the year to correct problems that come up from lateral lines. Jan
Fox requested that the work stop until we get estimates on the Cason Avenue project
because of the limited budget.
Mark Boswell’s plans were reviewed for the Hwy 80 Water and Sewer Project and there
was discussion that the project will be 1,500 linear feet and that we want to put in
larger water lines and hydrants when the sewer lines are installed. Eddie Crone
proposed and Wanda Doyle seconded a motion to rebate Capital Cost Recovery Fees to
the property owners who participated in the engineering costs.
Jan Fox said that the Invitation to Bid must be advertised for 15 days.
A question came up about easement requirements came up and Mark Williams asked
that no one should build in the right of way.
Paul Wolff motioned to adjourn. Wanda Doyle seconded. Eddie Crone adjorned the
meeting.
