In attendance were committee members Doyle, Wolff, Lovett, Williams and Fox. Also present was John Major. Mr. Wolff moved to approve the minutes with correction, Doyle seconded and the motion carried. Mr. Crone asked about the accounts still on Septic Systems. Mr. Williams said the list had been turned into Finance. Ms. Fox said there were 30 properties on septic. Mr. Williams said these have to be addressed on a case by case basis because some of them do not have access yet. Mr. Crone said we need to keep working on it. Mr. Williams said they will. Ms. Fox said there were nine properties that they weren’t sure of on the list. Mr. Williams said they will have to go to the doors and knock. Mr. Major asked if those included Horsepen Point. Mr. Williams said all of Horsepen Point is on septic systems. Mr. Crone said they can’t get off of septic systems until we get the line down to the gate. Mr. Williams said that is a long stretch beyond the gate. Mr. Crone asked that Mr. Williams give a monthly update on these properties at each meeting. Mr. Williams said by the next W/S meeting the low pressure system should be complete and they will start working on the other thirty and then the other nine on the list. Ms. Doyle asked if all nine properties were in one location. Ms. Fox said they are scattered. Mr. Crone asked Mr. Williams about the Hwy 80 project. Mr. Williams said DOT has the plans and also the EPD. He said Mr. Boswell had not heard from the DOT but he didn’t believe there would be any problems with the plans. He said he believes EPD will pass them as well but he hasn’t heard from them. Mr. Lovett said it takes from 60 to 90 days to get the review from the EPD and he believes EPD should be supportive on getting people off of septic systems. Ms. Fox said she was told not to send out the bid until the approvals came in. Mr. Lovett said you can bid it out and sign the contract but you cannot start the job without those approvals. Mr. Wolff asked if the bid documents would have to say pending EPD approval just in case the plans have to be changed. Mr. Lovett said with Mr. Boswell as the Engineer there shouldn’t be significant changes. Mr. Wolff said to go ahead and put the bid out. Ms. Fox asked if that was the problem with the Butler Ave, waterline project, the DOT changed the specs. Mr. Lovett said yes but if they change the specs that can be handled through a change order. Mr. Crone asked if there was anything to be added to the plans submitted. Mr. Williams said everyone on staff and Downer Davis had reviewed them and they were a complete set of plans. Mr. Crone said we are going under the sidewalk because that is what DOT wants. Mr. Williams said DOT has kind of given their blessing on us using a Jack & Boar. Ms. Doyle asked if they could go ahead with the bid. Ms. Fox said she will get that done. Mr. Williams said regarding the 2” Pipe on South Campbell he has submitted a materials list to Ferguson and National to get prices and he thinks the whole job including labor and materials will cost under $2,000. Mr. Wolff asked if that could be paid out of Water Sewer’s budget. Mr. Williams said yes. Mr. Crone asked if Mr. Williams would have to 1 do anything with the pipe when it comes to the manhole. Mr. Williams said yes they will have to core the manhole. Mr. Crone asked what would be done with the old existing pipe. Mr. Williams said they would abandon it. Mr. Crone said he thought it needed to come up. Mr. Lovett said you take it out if you know where it is otherwise you abandon it. Mr. Major asked if the water was on the same side of the street. Mr. Williams said the 6” main on the right hand side going towards Horse Pen and there is a 2” main going to that house on the left hand side, (R.T.s House). Mr. Crone asked if Mr. Williams was going to start on the 2” line. Mr. Williams said yes. Mr. Crone asked if Mr. Williams had talked with the property owners about the grinder pumps belonging to the owners and being their responsibility. Mr. Williams said there were only 4 or 5 owners he had not talked to. He said we are not making any changes to their service they have always know the grinder pumps belonged to them. Mr. Williams said they will probably run the line 2 feet down. Mr. Lovett said as long as it’s a minimum of 2 feet deep that will be fine. Mr. Major asked if it would run under the water line. Mr. Lovett said it has to be separated by 18 inches. Mr. Williams said the EPD said if you are running parallel with their line then you can maintain a 10” separation but there has to be an 18 inch height separation between Water and Sewer lines. Mr. Lovett said normally that is a gravity line and a pressure line. He said if you have two pressure lines you don’t run as much risk of them commingling. Mr. Lovett asked what color the pipe was. Mr. Williams said green. He said they would start on it next week. Mr. Major asked if they would be able to go under cement driveways. Mr. Williams said they would probably have to cut those. Mr. Crone asked about the people still on the old 2” water line being hooked into the 6” line. Mr. Williams said there are about 20 houses still hooked up to that 2” line. He said they do want to get started but they have one other project they want to complete at lift station # 9. He said that is in the budget to be upgraded. He said getting those people hooked up will be an ongoing process and they have to do each house separately because he doesn’t want a bunch of holes down there. He said he would like to do one at the time and have DPW come in and repair the roads properly. Mr. Crone suggested doing that in the fall when the work slacks off. Mr. Williams said they will probably start before that but they want to get the old can lift stations # 7 & 9 done because they are in the budget. Mr. Crone said it all sounds good but we need to make it happen. Mr. Wolff said he has noticed a lot more cuts in the roads where contractors have not repaired them properly. He said he almost broke his wheel on one the other day and asked who is responsible. Mr. Williams said he and Mr. Carpenter and his other foreman at Public Works are trying to stay behind the contractors to repair the roads properly. He said in the past they have said to put the crush and run in there and then pave over it. He said he is trying to implement a DOT standard because of the terrible soil around here. Mr. Crone asked if a letter could be given to the contractors when they get their plans that 2 states the way it is supposed to be and that they will have to come back and do it if it is not right. Mr. Williams said if the city is not right there holding their hands the contractor will try to do it the cheapest way. He said they actually do not award the C/O until the road cuts are done right. Mr. Wolff said in some cases when the crews leave for the day there is a gouge in the road. He said they need some kind of mechanism that says they do not leave that job on that day until the road is safe. He said they can put a metal plate over it or something. Mr. Williams said he will try to make them put the crush and run in there so that it will be passable. Mr. Major asked if Mr. Williams would install elbows to join the existing line from his house to the new line 18” below the surface on South Campbell. Mr. Williams said yes that have taken that into account when they made the materials list. Mr. Major asked if someone has pavers installed at the road should they get a paver contractor to come and remove them and reinstall them. Mr. Williams said that would be up to the homeowner but they would try to reinstall them to the best of their ability. Mr. Wolff asked about the aerators. Mr. Williams said he hasn’t heard anything from ATI. He said he is looking for something that is comparable to what they have so they can get prices on it. Mr. Wolff asked if legal action had been initiated against the company they purchased the faulty aerators from. Mr. Williams said he had talked to Mr. Hughes and told him that is what he would like to do. Mr. Wolff said they should probably hurry before the company goes out of business. Mr. Lovett said they have been unable to contact them. Mr. Wolff motioned to adjourn, Ms. Doyle seconded and the motion carried. Respectfully submitted by Vivian Woods 3
