April 30th, 1936.
A special meeting of Council was held at 12 :00 Noon, and was attend -
eutby Mayor Bright, who presided, and Councilmen Cann, Sharpley,_Lovell,
Blumenthal, Logan, Righton and Town Attorney McIntyre. Also by
W. H. Haar, Manager of Tybee Amusement Company.
Mr. Haar petitioned that the Town charge a Distributors license in
connection with the operation of Trade Vending Machines, this license to
cover ,a certain number of machines and any above that be charged so much
p a machine, this license not to interfere with the operator who has his
own machines and uses them in connection with his business. ¥r. Haar
was excused, Council after discussing the matter decided to take no
action at this time.
The matter of requiring insurance on the Taxi Cabs operating on the
Island was discussed but not action was taken at this time.
Thomas Reed was appointed Sanitary Inspector as of May latest a salary
of $75.00 per month. He was given the privilege of living in the old
Town Hall subject. to arrangements to be worked out with Councilmen
Righton.
In, the matter of injury to Carroll Hymes, who contended thru her
Attorney Mr. Jacob Gazan, that her feet were injured by coming in contact
with the hot asphalt on the Parkway last truly was presented and Council
was informed by the Town Attorney that same could be adjusted for an out-
lay of $200.00. On motion made and seconded and passed the Mayor was
authorized to pay this.
The Asseszment Committee mat on March 6th, 1936, for the purpose of
arriving at property valuations for the year commencing May Ist, 1936,
and submits the following reports

It was moved and seconded and passed that the following resolution be
adopted:
RESOLUTION
RESOLVED that the report of the Committee on Assessments of valuations
of Real Estate and Improvements thereon in Savannah Beach, Tybee Island,
Ga., for the year commencing May 1st, 1936, be received and the valuation
as thereon assessed be adopted as the basis of assessment for taxation of
Real Estate and Improvements in said Savannah Beach, Tybee Island, Ga.,
+ for the year ending April 30th, 1937.

It was moved and seconded that the Budget for the year com-
mencing May lst, 1936 be adopted and upon the unanimous agreement of
Council was placed on second reading and passed.
BUDGET ORDINANCE
AN ORDINANCE to be entitled an Ordinance to adopt the Budget
for the fiscal year commencing May lst, 1936, as prepared and eubmitted
by the Finance Committee of the Mayor and. Councilmen of Savannah Beach,
Tybee Island, Ga., and for other purposes.
SECTION 1. Be it ordained by the Mayor and Councilmen of
Savannah Beach, Tybee Island, Ga., in meeting assembled that the at-
tached budget, which is hereby made a part hereof, as prepared by the
Finance Committee of the Mayor and Councilmen of Savannah Beach, Tybee
Island, Ga., for the fiscal year, commencing May lst, 1936, be and the
same is hereby adopted.
SECTION 2. Be it further ordained that all ordinances or
parts of Ordinances thereof in conflict herewith be and the same are
hereby repealed.
It was moved and seconded that an Ordinance for the taxation of
real and personal property and also to provide for the rate of licenses
for doing business in the Town for the year commencing May 1, 1936, be
adopted and by the unanimoun agreement of Council was placed on second
reading and passed.
TAX ORDINANCE
TO PROVIDE for the taxation of real and personal property in
the Town of Savannah Beach, Tybee Island, Ga., for the fiscal year
commencing May 1st, 1936, and to provide for the rate of licenses for
doing business in said. Town of Savannah Beach, Tybee Island, Ga., for
the fiscal year ending April 30, 1937, and for other purposes.
SECTION 1. Be it Ordained by the Mayor and Councilmen of
IIIthe Town of Savannah Beach, Tybee Island, Ga., in Council assembled
and it is hereby ordained by the authority of the same that the rate
of taxation upon real estate and personal property within the limits
of the said Town of Savannah Beach, Tybee Island, Ga., for the fiscal
year commencing May lst, 1936, shall be ONE AND ONE- QUARTER PER CENT
upon the assessed or returned value of same, the value of real estate
and improvements to be ascertained from the returnes of the Committee
on Assessments of said Mayor and Councilmen and the valuation of per-
sonal property to be ascertained from the returns of the owners thereof
in pursuance of the scheme and plan contained in sections One, Two,
Three and Four of the Ordinance to provide for the assessment of tax-
able property in the Town of Savannah Beach, Tybee Island, Ga., and
the mode of valuing such property for taxation and to carry into effect
the provisions of the Act of the General Assembly of the State of
Georgia approved August 19, 1922, Section 21, passed in Council. assembled
Octobet 13, 1922, and it is further ordained that if any person or
persons should refuse or neglect to pay the tax required by this Or-
dinance within THIRTY (30) DAYS after same shall become due, or shall
fail or refuse to pay any DOUBLE TAX assessed as above provided within
THIRTY (30) DAYS after same shall become due, the Clerk of Council as
Ex- officio Treasurer of said Town shall issue execution therefore and
the further sum of ONE DOLLAR ($1.00) for costs, the Chief of Police
and Ex- officio Tax Collector shall proceed with such execution in the
same manner as now provided by the law in such cases of execution lodged
with the Sheriff of Chatham County.
SECTION 2. Be it further ordained that any property, includ-
ing new improvements upon completion and installation, will b ecome
taxable after May 1, 1936, and shall be subject to taxation from the
first day of the month immediately succeeding the time when the same
becomes taxable and the owner or owners shall pay such proportion of the
tax required by this Ordinance as the time left for the taxable year shall
beD r to the whole.
SECTION 3. And every person who shall pay his taxes within
FIFTEEN (15) DAYS after same shall become due shall be entitled to a
deduction of TWENTY (20) PER-CENT on account thereof, and the Clerk of
Council and Ex- officio Treasurer of said Town is hereby authorized to
make such deduction upon receipt of tax. The provision of this sec-
tion .shall not apply to licenses for doing business in said Town, the
,rate for such licenses being NET.
SECTION 4. The licenses for doing business in the Town of
Savannah Beach, Tybee Island, Ga., for the fiscal year ending April 30,
1937, payable on or before commencing of business, shall be as follows;
SECTION 5. In the event any business or calling not speci-
fically mentioned in the above list set forth shall be established in
the Town of Savannah Beach, Tybee Island, Ga., the Mayor and Councilmen
reserve the right to establish a license fee for same by resolution,
which fee is to be of equal dignity as the license specifically men-
tioned in the above section, provided however that such licenses shall
not be less than TWO DOLLARS - FIFTY CENTS and not more than the sum of
ONE HUNDRED DOLLARS.
SECTION 6. This Ordinance shall be subject to alterations or
repeal in whole or in part at any time during the fiscal year begining
May 1, 1936, should it be deemed advisable and no such amendment or
repeal shall be construed to impair the right of Council to assess or
levy tax for the whole of such year whenever made.
SECTION 7. All ordinances or parts of ordinances conflict-
ing with provisions of this ordinance are hereby repealed, providing
nevertheless that so much and such parts of ordinances passed as pro-
vided for the execution for any tax assessment. or part of tax assess-
ment, require by such ordinance and no* remaining unpaid, shall continue
and remain in force so as to authorize the Clerk of Council and Ex-
officio TreaSuterto issue executions and the Chief of Police and. Ex-
officio Tax Collector to collect same, until taxes or assessments shall
be fully paid.
