Mayor Pro Tern called the City Council Regular Meeting to order at 7:29 p.m. in
the Council Chambers located at 5938 Kauffman Avenue, Temple City.

Councilmember Chavez moved to excuse Mayor Yu for cause, seconded by
Councilmember Vizcarra and unanimously carried .

Pastor Darrel Kelty, Community of Christ Church, presented the Invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop 174 presented colors and led those present in the Pledge of
Allegiance.

Mary Kokayko, Temple City Resident, stated that she disagreed with the article in
the Pasadena Star Newspaper regarding the City Council's compensation. She
supports the increase of Council's monthly compensation.

E. APPROVAL OF FIRST AMENDMENT TO THE AGREEMENT FOR
FUNDING OF IMPROVEMENTS AND JOINT USE OF GYMNASIUM AT
OAK AVENUE INTERMEDIATE SCHOOL
The City Council is requested to consider the payment of one-half the cost
of a new scoreboard (i.e., $3,004.47) for the Oak Avenue Intermediate
School gymnasium.
Recommended Action : approve the First Amendment to the
Agreement for Funding of Improvements and
Joint Use of Gymnasium at Oak Avenue
Intermediate School
F. APPROVAL OF AGREEMENT FOR USE OF FACILITIES WITH THE EL
MONTE CITY SCHOOL DISTRICT
The City Council is requested to review and approve the two-year
Agreement for Use of Facilities with the El Monte School District
Recommended Action : approve the two-year Agreement
G. RELEASE OF SECURITIES FOR PARCEL MAP NO. 066880 FOR ROAD
AND STREET TREE IMPROVEMENTS AT 4851 HELEO
The developer (i.e., John Calvert) submitted a Surety Bond in the amount
of $41,000 to ensure that road and street tree improvements were
completed at Parcel Map No. 066880 . The Los Angeles County
Department of Public Works notified the City that the road improvements
were complete, inspected and found to be in compliance with the
approved plans.
Recommended Action : authorize release of grading security in the
amount of $41,000
H. RELEASE OF SECURITIES FOR PARCEL MAP NO . 065011 FOR
STREET TREE IMPROVEMENTS AT 5720 PRIMROSE
The developer (i.e., Maggie Qiu) submitted a Certific ate of Deposit in the
amount of $1 ,500 to ensure that street tree improvements were completed
at Parcel Map No. 065011 . The Los Angeles County Department of
Public Works notified the City that the street tree improvements were

complete, inspected and found to be in compliance with the approved
plans .
Recommended Action: accept street trees and authorize a release of
securities in the amount of $1,500
I. RELEASE OF GRADING SECURITY FOR PARCEL MAP NO. 70941 AT
10626 AND 10628 OLIVE STREET
The City Council is requested to authorize the release of a grading
security bond in the amount of $37 ,000 for Parcel Map No . 70941. Los
Angeles County Public Works Division has notified the City that the
grading work is completed and in compliance with the approved plans .
Recommended Action : approve the release of grading security bond in
the amount of $37 ,000 for Parcel Map No.
70941
J. CONSIDERATION OF A REQUEST FROM THE AMERICAN CANCER
SOCIETY FOR TEMPLE CITY TO CO-SPONSOR THE RELAY FOR LIFE
OF TEMPLE CITY AT TEMPLE CITY HIGH SCHOOL ON JULY 28-29,
2012
The American Cancer Society has requested the City to consider co-
sponsoring the Relay for Life of Temple City at Temple City High School on
July 28-29, 2012. Council approval is required to waive any and all fees and
deposits for use of the City facilities and for assistance in publiciz ing the
event.
Recommended Action : approve Temple City 's Co-Sponsorship of the
American Cancer Society 's Relay for Life of

K. AUDIT REPORT FOR SPECIAL GAS TAX STREET IMPROVEMENT
FUND AND TRAFFIC CONGESTION RELIEF FUND FROM JULY 1, 2006
THROUGH JUNE 30, 2011
The City Council is requested to receive and file the Audit Report for the
Special Gas Tax Street Improvement Fund and Traffic Congestion Relief
Fund from July 1, 2006 through June 30 , 2011 .

OF THE TEMPLE CITY MUNICIPAL CODE
Administrative Services Director Hause stated the City Council, at their
meeting of May 15 , introduced Ordinance No. 12-953 adding a new
Chapter 10 "Budget Reserve Fund Balance Requirements" to Title 2
"Administration" of the Temple City Municipal Code . If adopted, the
ordinance will be in effect thirty days from today .

ADDING CHAPTER 10 (ECONOMIC DEVELOPMENT) TO TITLE 9 OF
THE TEMPLE CITY MUNICIPAL CODE
Assistant to the City Manager Haworth stated the City Council, at their
meeting of May 15, introduced Ordinance No. 12-955 adding Chapter 10
(Economic Development) to Title 9 of the Temple City Municipal Code. If
adopted, the ordinance will be in effect thirty days from today.

9. NEW BUSINESS
A. Gateway Project Update
The Gateway Project Development Team (i.e. Howard Poyourow, Susie
Koos) provided an update on the Gateway Project.
City Manager Pulido stated that he and staff have been actively engaged
with Randy Wang and his development team . They are trying to work with
the City to get the retailers that the City wants.

12. UPDATE FROM CITY MANAGER
City Manager Pulido reported on last week's Budget Study Session with the City
Council. Fiscal Year (FY) 2012-13 Budget Brief is now available on the City's
website . The complete FY 2012-13 budget will be on the City's website
tomorrow.
City Manager Pulido announced that on June 9th, Oak Avenue Intermediate
School Band and Orchestra will be playing in the Temple City Park from 4 p.m . to
6 p .m.; on June 14, the Temple City Sheriff will be conducting a Business Watch
meeting from 7 p.m. to 9 p.m. and on June 15, a Neighborhood Watch meeting
for Area 12 (i.e., Live Oak Ave ., Lower Azusa Rd., Santa Anita Ave . & El Monte
Ave.) will be at Cleminson Elementary School located at 5213 Oaleview Avenue
from 6 p.m. to 8 p.m.

14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS
Councilmember Vizcarra reported on the San Gabriel Valley Council of
Government (SGVCOG) meeting. He expressed concerns about the closure of
Baldwin Avenue in the near future due to an upcoming Metropolitan Transit
Authority project, as it will affect traffic in Temple City .
Councilmember Blum announced that the Commissioner Appointment Ad Hoc
Committee (i.e., Councilmember Chavez & Councilmember Blum) has reviewed
all the commissioner applications . The Ad Hoc Committee will conduct
interviews and bring back recommendations to Council for final selection by July
1st .

B. COUNCILMEMBER CHAVEZ
Discussed that during last year's Summer Concert Series, the Council
gave up their designated parking in front of City Hall for use as
handicapped parking. He asked the Council to consider doing the same
this year. With consensus from Council, Staff was directed to implement
this direction.
C . COUNCILMEMBER VIZCARRA-None
C. MAYOR PROTEM STERNQUIST
Met with students from one of Longden Elementary School's fourth grade
class on Monday, June 41h . The students were given a tour of City Hall
and learned about the inner workings of the different departments.
Students were given an opportunity to conduct a mock meeting in the
Council Chamber to discussif:l§ if an ice skating rink should be built at the
Gateway property.
D. MAYOR YU
Reported that the Budget Ad Hoc Committee (i.e., Mayor Yu and
Councilmember Blum) received a presentation from John Bartel, actuary
consultant, hired by the City, to review employee benefit options.

RANGES FOR COMMUNITY DEVELOPMENT DIRECTOR, PARKS AND
RECREATION DIRECTOR AND CITY CLERK
The City Council is requested to adopt Resolution No . 12-4815 approving
the revised salary ranges for Community Development Director, Parks &
Recreation Director and City Clerk.
Administrative Services Director Hause gave a brief summary of the staff
report.

Ousama Nimri, Temple City Resident , spoke in opposition of a salary
range increase.
Marv Kokayko, Temple City Resident, spoke in opposition of the City
paying for a consultant to do a staff salary survey.

range increase.
