Also attending were Fox, Williams and Lovett. Ms. Doyle moved to approve the minutes from September 14, 2006, Mr. Wolff seconded and the vote was unanimous. Ms. Doyle said she wanted to clarify statements made in the last meeting regarding water and sewer tap fees for Highway 80. Ms. Doyle said everyone will have a sewer tap in fee and everyone will have a cost recovery fee. Ms. Fox said people that have participated in the Engineering have been forgiven any capitol cost recovery fees. Ms. Fox said we need to have a list of all people participating in the Engineering expenses submitted to us in a letter. Mr. Wolff suggested that Mr. Keitzman send the letter listing the contributors to the Engineering. He said once that letter is received we need to send a letter out to each contributor to let them know what to expect. Ms. Fox said we need to know where the lay down yard is on the Hwy 80 job. Mr. Williams responded that Mr. Marlowe said he was working with Carrie Effird on using their property. Ms. Fox asked Mr. Williams what reports can they expect to receive from the Design Engineer to let us know its being built to his specifications. Mr. Lovett said there should be a letter saying it was built in accordance with the approved plans and specifications. Mr. Williams said Mr. Boswell will be out there with one of his representatives but quantities will be very hard to keep up with. Mr. Williams said he can keep up with quality of work but quantities will be hard to keep up with because you have to measure everything and he doesn’t have the time or manpower to do it. Ms. Fox said we could request invoices as a starting point and then we have the lay down yard and what’s being used that we could inventory. Mr. Lovett said he should do as builts and the city could do a take off of the as builts to know how much sewer line has been put in. He said with a lump sum contract you do not need to worry about quantities. Ms. Fox said the Hwy 80 project is a go tomorrow and the Bond is on her desk. Mr. Lovett said to make sure the Bond Company has a license to work in the State of Georgia. Mr. Crone said Wachovia Bank purchased the company that 1 IAM Construction used to get bonds with and that’s why it took so long to get his bond this time. Mr. Wolff moved to adjourn, Ms. Doyle seconded and the vote was unanimous. Respectfully submitted by Vivian Woods 2
