In May 2012, participating survey cities were contacted for updated information, and all five cities reported all information on the original survey remained the same. Three cities provided 120 hours of holiday pay or more a year; one city allowed 11 0 hours; and one city allowed 96 hours per year. In line with other cities, it is recommended the City council continue 120 hours per year in employee holiday pay . ANALYSIS: Historically the City holidays have been designated on an annual basis . In order to remain in compliance with the City's Personnel Rules and Regulations, Holidays for the FY 2012-13 must be designated by the City Council. The recommended 12 holidays for FY 2012-13 are as follows: 1. Independence Day (Wednesday, July 4, 2012) 2 . Labor Day (Monday, September 3, 2012) 3. Veterans Day (observed Monday, November 12, 2012) 4. Thanksgiving Day (Thursday, November 22, 2012) 5 . Day after Thanksgiving (Friday, November 23, 2012) 6 . Christmas Day (Tuesday, December 25 , 2012) 7. New Years Day (Tuesday, January 1, 2013) 8 . Martin Luther King , Jr. Day (Monday , January 21, 2013) 9 . Presidents Day (Monday, February 18, 2013) 10. Memorial Day (Monday, May 27, 2013) 11 . Two (2) floating holidays to be used as each employee chooses A calendar outlining the proposed holidays is included in this report as Attachment "C". The two designated ten hour (1 0) floating holidays may be used by employees anytime within the fiscal year in compliance with the City's Personnel Rules and Regulations. If a holiday observed by the City of Temple City falls on an employee's normal day off, that employee will be allotted an extra ten hour (10) floating holiday. Such floating holiday leave in lieu of designated holidays falling on an employee's normal day off cannot be used until after or including the pay period of that holiday. Such holidays may not be used or carried over into the following fiscal year starting in July 1, 2013. CONCLUSION: The City Council is being requested to adopt this Resolution because the designation of Holidays is necessary before July 1, 2012, in order for staff to process payroll for the FY 2012-13 beginning with Independence Day on July 4, 2012 and continuing with the other proposed Holidays. City Council June 19, 2012 Page 3 FISCAL IMPACT: There is no fiscal impact to the Draft 2012-13 City Budget as Holidays are a "soft cost" to the organization as there is no actual cash outlay, rather employees are not providing services on the designated Holidays. FY 2012-13 Calendar (with recommended holidays) ATTACHMENT "A" RESOLUTION NO. 12-4818 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLHISHING HOLIDAYS FOR FISCAL YEAR 2012-2013 THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. If a holiday observed by the City of Temple City falls on an employee's normal day off, that employee will be allotted a ten (1 0) hour floating holiday which may be taken only during or after the pay period of that holiday in the 2012-13 fiscal year. SECTION 3. All floating holidays are to be taken by each employee as they choose, in compliance with the City's Personnel Rules and Regulations. Such holidays may not be used or carried over into the next fiscal year starting July 1, 2013. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
