SUBJECT: APPROVAL OF VARIOUS SERVICE AGREEMENTS FOR FISCAL YEAR
(FY) 2012-2013
RECOMMENDATION:
The City Council is requested to approve various service agreements effective July 1,
2012, as recommended, and authorize the City Manager to sign.
BACKGROUND:
1. On June 29, 2010, during the regular City Council meeting, Council directed staff to
review annual contracts for performance and to develop a policy to begin the
process of sending Request for Proposals (RFP) out on a staggered basis, each
with a maximum term of two years.
2. On June 21, 2011, staff began implementing the process of issuing RFPs for the
annual service agreements on a staggered basis. The City Council was presented
with a portion of the overall City annual services contract for approval.
ANALYSIS :
The City contracts for certain services that are administered through agreements
subject to renewal. All contract agreements have been revised to the contract format
recommended by the City Attorney and are evaluated by staff relative to work
performance and cost effectiveness. Consistent with City Council’s direction in 2010,
staff issued several Request for Proposals (RFPs) and Request for Qualifications
(RFQs). Attached is a summary of the agreements recommended for approval

indicating the service provided, compensation, length of contract and agreements that
went out to bid for this Fiscal Year. Copies of the agreements are available for review
in the City Clerk’s Office.
CONCLUSION:
The City Council is requested to review and approve the following contract service
agreements for Fiscal year 2012-2013:

The process of issuing RFPs for the annual service agreements has ensure
competitiveness of the service costs and improved quality of service.
FISCAL IMPACT :
Funding for the proposed agreements is included as part of Fiscal Year (FY) 2012-13
City Budget pending City Council approval.

Charged a flat monthly rate
regardless of the number of animals
sheltered or duration of impound.
Animals held for a four (4) day hold

vehicle/equipment costs, maintenance
of vehicle/equipment.
County will provide a 24 hour service,
including a dedicated animal control
officer five (5) days a week.
All animal control calls handled by the
County.
County will provide Animal Facility
Licensing Services.
Clinic
Two veterinarians on-site for limited
hours (3 days a week). Two
registered veterinarian technicians on
site during business hours (6 days a
week).
Emergency veterinarian care provided
at a contracted facility (after hours).
Provides low-cost vaccination clinic
and events and micro-chipping.
New spay/neuter clinic facility.
Provides 24-hour regular and
emergency veterinary care. Two full-
time veterinarians and twenty
registered veterinary technicians on
staff.
