Pulido, City Manager By: Peggy Kuo, Deputy City Clerk SUBJECT: APPROVAL OF VARIOUS SERVICE AGREEMENTS FOR FISCAL YEAR (FY) 2012-2013 RECOMMENDATION: The City Council is requested to approve various service agreements effective July 1, 2012, as recommended, and authorize the City Manager to sign. BACKGROUND: 1. On June 29, 2010, during the regular City Council meeting, Council directed staff to review annual contracts for performance and to develop a policy to begin the process of sending Request for Proposals (RFP) out on a staggered basis, each with a maximum term of two years. 2. On June 21, 2011, staff began implementing the process of issuing RFPs for the annual service agreements on a staggered basis. The City Council was presented with a portion of the overall City annual services contract for approval. ANALYSIS : The City contracts for certain services that are administered through agreements subject to renewal. All contract agreements have been revised to the contract format recommended by the City Attorney and are evaluated by staff relative to work performance and cost effectiveness. Consistent with City Council’s direction in 2010, staff issued several Request for Proposals (RFPs) and Request for Qualifications (RFQs). Attached is a summary of the agreements recommended for approval City Council June 19, 2012 Page 2 indicating the service provided, compensation, length of contract and agreements that went out to bid for this Fiscal Year. Copies of the agreements are available for review in the City Clerk’s Office. CONCLUSION: The City Council is requested to review and approve the following contract service agreements for Fiscal year 2012-2013: Vendor Name Service Provided All City Management Services, Inc Crossing Guard Continental Building Maintenance Vinyl floor cleaning-Live Oak Park Community Center Data Ticket, Inc Parking & Administrative Citation Processing Graffiti Control Systems, Inc Graffiti Removal Inland Empire Tours & Transportation Adult Excursions Jan Pro Cleaning Systems Janitorial services for Live Oak Park Community Center, Annex, outdoor restrooms. John L. Hunter & Associate NPDES and Storm Water Consultant LA County Animal Control Animal Control and license services Ontario Refrigeration Service, Inc Maintenance & Repair for HVAC at Live Oak Park Community Center, Annex, City Hall, Community Room, Civic Center & Emergency Operations Center (EOC) Transtech Engineers, Inc. Engineering Woods Maintenance Bus Shelter Maintenance The process of issuing RFPs for the annual service agreements has ensure competitiveness of the service costs and improved quality of service. FISCAL IMPACT : Funding for the proposed agreements is included as part of Fiscal Year (FY) 2012-13 City Budget pending City Council approval. ATTACHMENTS: A. Summary of Annual Service Agreements B. Summary of Services for San Gabriel Valley Humane Society and Los Angeles County Animal Control Attachment B Services San Gabriel Valley Humane Society Los Angeles County Animal Control Sheltering Charged a flat monthly rate regardless of the number of animals sheltered or duration of impound. Animals held for a four (4) day hold period. Humane Society assumes liability and disposition of the animal after four (4) days. Charged for first five (5) days of impound. If animal leaves earlier, City will be charged based upon actual days. If animal is redeemed by owner, redemption fees collected will be credited to the City. County assumes liability and disposition of the animal after five (5) days. Licensing Dog licensing processed by City staff. Animals occasionally released before being licensed (when City Hall is closed) Costs incurred by City: staff time/salary, notices, mailings, licensing program/software, license canvassing. Dog licensing processed by County staff, including license canvassing. Fees collected from licenses credited to the City. Licenses will be required before an animal will be released. Field Services Field services provided by full-time City staff during regular business hours. After hour calls handled by Humane Society as dispatched by the Sheriff’s Department. Costs incurred by City: Staff salary/benefits, liability, vehicle/equipment costs, maintenance of vehicle/equipment. County will provide a 24 hour service, including a dedicated animal control officer five (5) days a week. All animal control calls handled by the County. County will provide Animal Facility Licensing Services. Clinic Two veterinarians on-site for limited hours (3 days a week). Two registered veterinarian technicians on site during business hours (6 days a week). Emergency veterinarian care provided at a contracted facility (after hours). Provides low-cost vaccination clinic and events and micro-chipping. New spay/neuter clinic facility. Provides 24-hour regular and emergency veterinary care. Two full- time veterinarians and twenty registered veterinary technicians on staff. Provides low-cost vaccination clinic and events to residents and free micro-chipping. Office Hours Tues. – Sun.: 10 AM to 4:30 PM (shelter) Tues. – Sun.: 8 AM – 5 PM (office) Closed Mondays and Holidays Mon. – Thurs.: 12 PM to 7 PM Fri., Sat., & Sun.: 10 AM to 5 PM Closed Holidays Adoption Events Monthly adoption events. Adoptable pets posted on Humane Society’s webpage Facebook page and, Pet Finder website. Weekly adoption events. Adoptable pets posted on County’s webpage, Facebook page and Youtube.
