AN ORDINANCE OF THE CITY OF RICHLAND HILLS, TEXAS, AMENDING
THE RICHLAND HILLS CODE OF ORDINANCES CHAPTER 1, GENERAL
PROVISIONS, SECTION 14: PARK BOARD; AND CONTAINING A SEVER-
ABILITY CLAUSE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RICHLAND
HILLS, TEXAS:
That Chapter 1, Section 14, of the Code of Ordinances, City
of Richland Hills, Texas is hereby amended to read as follows:
SECTION 14: PARKS AND BEAUTIFICATION ADVISORY BOARD
A. CREATION, COMPOSITION, AND APPOINTMENTS OF MEMBERS
There is hereby created in and for the City, a Board
which shall be known as the Parks and Beautification
Advisory Board and such Board shall consist of twelve (12)
members who shall be appointed by the City Council.
B. QUALIFICATIONS OF MEMBERS
Each member of the Board shall be a resident citizen of
the City of Richland Hills and each member shall be a
registered voter within the City of Richland Hills on the
date of appointment.
C. TERMS OF MEMBERS
Places on the Board shall be numbered one (1) through
twelve (12) with places 1,2,3,4,5, & 6 being appointed for
one (1) year terms beginning June 1, 1986, and ending May
31,1987. Places 7, 8, 9, 10, 11, & 12, shall be appointed
for two year terms beginning June 1,1986 and ending May 31,
1988. Thereafter, places 1 through 6 will be appointed for
two (2) year terms in odd numbered years and places 7 through
12 will be appointed for two (2) year terms in even numbered
years.
D. FILLING VACANCIES
All vacancies occurring in the membership of the Board shall
be filled by appointment of the City Council, for the length
of the unexpired term. The Board may submit recommendations to
the Council for filling such vacancies.
E. EX-OFFICIO MEMBERS
In addition to the twelve (12) Board members mentioned in
Section 1, one (1) member of the City Council shall serve as
an ex-officio member of the Board and such ex-officio member
shall be appointed by the Mayor. Such person as an ex-officio
member of the Board shall serve for a term of one (1) year and
his successor shall be appointed in like manner annually. As
an ex-officio member of the Board, such person shall not have
the right to vote but shall have the right to participate fully
in all discussions on matters coming before the Board. Such
person shall also be responsible for reporting to and advising
the City Council with regard to matters coming before the
Board and requiring the attention of the City Council.
F. OFFICERS
The officers of the Board shall be a Chairman, Vice-Chairman,
and Secretary, who will be duly elected by the Board each year.

G. MEETINGS
The Board shall hold meetings regularly and at least
once each month and the Board shall designate by majority
vote the time and place of such meetings.
H. MINUTES SUBMITTED TO THE COUNCIL
The Secretary of the Board shall keep the Minutes of the
Board's proceedings and shall submit the same, following
each meeting to the City Administrator. The minutes shall
become a part of the City Council's informational reports.
I. RULES OF PROCEDURE AND QUORUM
The Board shall adopt its own rules of procedure for the
conduct of its meetings. A quorum of the Board shall be
a majority of its appointed members excluding the ex-officio
member thereof.
J. REMOVAL OF MEMBERS
The Board shall recommend to the City Council removal of
any member of the Board who is absent from two (2) conse-
cutive meetings without first notifying the Chairman by
12:00 noon of the meeting date and/or fails to exhibit a
general interest in the Board's endeavors and may recommend
to the Council a person whom they believe will be qualified
to replace such member. The City Council may remove any
member appointed to the Board.
K. SERVICE WITHOUT COMPENSATION
All members of the Board shall serve without compensation.
L. EXPENSES ARE UNAUTHORIZED
No debts of any kind or character shall be made or incurred
by the Board or anyone acting for such Board.
M. POWERS AND DUTIES
The powers and duties of the Board shall be as follows:
A. To act in an advisory capacity on all matters per-
taining to public parks operated by the City, and
general appearance of the City.
B. To assist in the planning of parks, promote commun-
ity appearance and stimulate public interest therein
and to that end, solicit to the fullest extent poss-
ible the cooperation of all civic groups, other pub-
lic authorities and private agencies.
C. To do and perform such other duties as shall be as-
signed to the Board by the City Council.
SAVINGS CLAUSE: If any section, subsection, or sentence, clause
or phrase of this ordinance is for any reason held invalid by a
court of competent jurisdiction, such decision or decisions shall
not affect the validity of the remaining portions of this ordinance.
