HomeMy Public PortalAbout20070111WSCommMinutes.pdfWATER SEWER MEETING 5:30pm 1/11/07 Call to Order Members Present were Eddie Crone Wanda Doyle Paul Wolfe Jan Fox George Reese Bill Mitchell Jennifer Oetgen Richard Marlow Approval of Minutes – 1st Doyle, 2nd Wolfe - Unanimous Eddie Crone introduced Bill Mitchell – new Water Sewer Manager Progress report on Hwy 80 – Richard Marlow of IAM Construction All water mains, sewer lines are all in pressure test soon. 99% complete by next week. Change orders #5 and #6. Change order #6 is not being done. That was to pick-up down to 240 feet to the last house before Breeezy Point. The original bid is completed for those service connections. Change Order #5 was to add a manhole and 3 service connections for the homes down the private drive. There is an additional quote for change order #6 to reduce by $11,000. It would still be over $30,000. 890ft from Cason to the closest gravity fed main. This cannot be tied in without the use of grinder pumps. Fox- We do not have money in the budget for this project – the main point was to get the commercial businesses onto the sewer. – we need businesses off of septic. How much are you willing to raise water and sewage rates to accommodate all these little $30,000 and $40,000 jobs. We’ve got aerators, Lift Station #9 and #7. Budget is tight. We need to plan for the extension. ‘ Marlow only $3000-$4000 to remobilize. HGBD 1. Fort Screven - the plans to EPD and then we will get budget cost estimate by the end of May. They will do a take - off from the plans for us. Fort Screven Phase I 2. Ready to bid this summer. Costs are down. Contractors to hold prices for 30 days. Only need council approval and he can lock in price. Crone - Lift Station #9 – progress report Marlow- Lift Station #9 - on Fort Ave is on bypass now. They have the well dry and will inspect tomorrow. Southeast Pipe Survey will coat (line-1 inch thick) the well, all mechanicals installed in 5 days. Marlow will let George know when it is ready for. Crone – Aerators Oetgen - Aerators are in production – they will be out for a site visit next week and will take measurement. Anticipate mid February delivery. Schleicher – About the aerators. I have been talking to Bill and George and also Joe Wilson about Master Plan. Buying aerators now is old technology and would like to find how much additional growth would the Water/Sewer plant (basin) have to grow in order to not have to use that old design? Wolff – Focus the design on maximum build-out which is another 1200 total taps. Another 360,000 gallons. Oetgen – design goes to 1.5. Schleicher – Some communities require rain barrels. Schleicher - When the city upgrades the treatment plant, would that be the time to think about purple pipes down Bay St and also maybe the wetland area and get permits to cut down on our flow of discharge from the treatment plant? Lovett – what will you do with re-use water? If we could get EPD to approve spraying the reuse water on the sand dunes -that would be wonderful. Wolff - Former wetland adjacent to the water treatment plant would absorb a lot of it. Schleicher – Former wetland and condos on Bay St that use city water for landscaping. Wolff – Racquet Club uses a ton of reuse water. Schleicher - Get a grant that would be piggyback to the expansion for purple pipe. Lovett – Great use for the reuse water and it’s the right thing to do. Plan for either storing the water for when it rains for a week and you can’t spray and then spray it when it is not raining. The best option is to have the discharge to the ocean and give the people the opportunity to use that water. Don’t pay sewer fees. More economical than to use city water. Wolff – Do some Incentives for people to use the reuse water. Schleicher – Going in right direction to have these discussions. Lovett – Talked to EPD this week about your waste load allocation. The first step in expanding your waste water treatment plant is to request for a waste load allocation which is they tell you how much poluntants you can discharge into your receiving stream. They were thinking that we would discharge into the Savannah River. Pushing to have EPD to say that we are discharging into the ocean with no local impact to Savannah River. Trying to get permit changed. Crone – Ask Mark Boswell about change order. Boswell - what happened is we didn’t get the survey all the way to the marsh. That strip that we were working on showed one access. It did not show that there four houses down there. Boswell- it is because it is a public utility Doyle – move to approve change order.
