CITY OF RICHLAND HILLS, TEXAS
• ORDINANCE NO. 558
AN ORDINANCE OF CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS, AMENDING THE PERSONNEL
POLICIES MANUAL OF THE CITY, SPECIFICALLY BY
AMENDING THE POLICY FOR STANDBY DUTY PAY,
INCREASING THE CITY'S CONTRIBUTION FOR EMPLOYEE
RETIREMENT DEPOSITS IN THE TEXAS MUNICIPAL
RETIREMENT SYSTEM AND ALLOWING PARTICIPATION IN
SUCH RETIREMENT SYSTEM TO BEGIN IMMEDIATELY UPON
EMPLOYMENT, AND DELETING ANY REFERENCE TO THE TEXAS
CONSUMER LIFE INSURANCE PLAN; REPEALING CONFLICTING
ORDINANCES; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council adopted a new Personnel Policies
Manual for the City of March 10, 1986 for the purpose of
establishing official policies of the City in regards to
personnel administration;
• WHEREAS, it is necessary to amend such policies in order to
effect certain changes that are more consistent with actual
practices and past policies; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RICHLAND
HILLS, TEXAS:
ARTICLE I
That Section 5 of Chapter 5 be amended as follows:
SECTION 5: STANDBY DUTY AND COMPENSATION
Employees assigned to standby duty shall serve on such
duty from 5:00 p.m. Friday until 5:00 p.m. the following
Friday. The lead standby employee will be paid for fif-
teen hours at time and a half for serving such duty.
The backup standby employee will receive $40.00 for each
tour of standby duty served plus overtime pay for any
actual time worked when called out to work in emergen-
cies. Such employees on standby duty shall be required
to carry an electronic beeper, which shall be furnished
by the city, during such duty.

ARTICLE II
• That Section 2 of Chapter 11 be amended as follows:
SECTION 2: LIFE INSURANCE
The city provides group life insurance coverage for all
regular full time and part time employees that par-
ticipate in the city's life insurance plan. Coverage
shall normally begin after thirty (30) days of
employment. The cost of providing this insurance to
employees is paid by the city. The life insurance is
payable in the event of death of an employee from any
cause at any time or place while he or she is insured,
according to the applicable provisions of the policy.
Payment will be made to the beneficiary designated by
the employee.
ARTICLE III
That Section 7 of Chapter 11 be amended as follows:
• SECTION 7: RETIREMENT
The City of Richland Hills is a member of the Texas
Municipal Retirement System (TMRS). The purpose of this
system is to provide a plan for the retirement and disa-
bility of employees
Participation in the system begins on the date of
employment with the city. The employee will contribute
seven percent (7~) of his or her salary through payroll
deductions into the retirement plan, with the city
contributing matching deposits of two hundred percent
(200$).
Any member , after one (1) year f rom the effective date
of membership, shall be eligible for service retirement
who has attained the age of fifty (50) years
ARTICLE IV
That all ordinances or parts of ordinances in conflict
herewith are, to the extent of such conflict, hereby
repealed.

ARTICLE V
That it is hereby declared to be the intention of the city
council that the sections, paragraphs, sentences, clauses
and phrases of this ordinance are severable and, if any
phrase, clause, sentence, paragraph or section of this ordi-
nance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sec-
tions of this ordinance, since the same would have been
enacted by the city council without the incorporation in
this ordinance of any such unconstitutional phrase, clause,
sentence, paragraph or section.
ARTICLE VI
That this ordinance shall take effect immediately from and
after its passage and the publication of the caption, as the
law in such cases provides.
PASSED AND APPROVED on this the 9th day of June ,
1986, by the City Council of the City of Richland Hills,
Texas.
