Present in addition to Mr. Crone were, Paul Wolff, George Reese, Bill Lovett and Diane Schleicher. Wanda Doyle was out of town. Mr. Wolff moved to approve the minutes for April 12, 2007. Mr. Crone asked Mr. Lovett if we were still on schedule for the Ft. Screven water line. Mr. Lovett said he and Ms. Schleicher were just talking about the water line that runs along Solomon Avenue being within 25 feet of the marsh. He said in order to get EPD approval for the plans we have to have a LDA permit. He said Ms. Schleicher will get that moving. Mr. Lovett said his understanding is the grant that Tybee has applied for won’t be available until September or October and they won’t let us start until that grant is available. He said that puts the project starting in early fall. Mr. Wolff asked if we could go ahead and bid it. Mr. Lovett said they normally don’t bid a project until 30 days out because of price fluctuations on materials. Mr. Lovett said he doesn’t want to do anything to jeopardize the grant. Mr. Crone said he understood the reason we didn’t finish Highway 80 now was because it was such a small amount of work left to do we were going to put it in with the Ft. Screven project. Mr. Lovett asked if they planned to do it as a change order to that project. Mr. Crone said yes. Mr. Lovett said in that case it would be no problem. He asked if it was just a little bit of water line. Mr. Crone said and a little sewer line. Mr. Reese said and also a jack and boar. He said if we have a 2 inch line running across Polk we have to put an 8 inch across the highway. He said we have to bring the 8 inch line back in somewhere. Mr. Lovett said that is more than you want to add at $120 a foot along with digging up five lanes of highway and DOT permits. Mr. Lovett said our construction cost estimates for Ft. Screven are $1,660,000 and by the time you add engineering, legal and admin charges our GEFA loan would be for $2,025,000. Mr. Crone said if we get the grant that would be cut in half. Mr. Wolff said the grant is 55/45 with them paying the 55. Mr. Crone asked if the Sewer line hook ups were complete. Mr. Reese said they are working on it. Mr. Crone asked if the letters had been sent out. Mr. Reese said yes they have letters going out to the people. Mr. Crone stated the Sewer Line was finished about 4 months ago. Mr. Lovett said the GMA Newsletter mentioned both houses of the Senate passed a bill that Municipalities can no longer throw out bids just to waive any 1 irregularities or formalities; and it also said you must put in your advertisement where you stand on all permitting and easements. He said he has the bill in his briefcase and he will make copies for the committee and will review it over the weekend. He said his question would be what if you bid a job and it comes in over budget what do you do. He said from what he understands, someone bid a treatment plant job and the bid was awarded and the municipality or engineer did not have EPD approval for the design of the treatment plant and it took nine months to get it with the contractor sitting on that bid. Ms. Schleicher said two RFP’s were received for the Waste Water Treatment Plant. She said Jennifer Ogden is reviewing the proposals and they will have a recommendation for May 24th council meeting. Mr. Crone said it is looking better over there. Mr. Lovett said the aerators are doing a good job. Ms. Schleicher told Mr. Crone she and Nalene Smith are crafting the letter to go out to the people that are not hooked up to the sewer line She said they will be sent out when they receive the list of properties from Mr. Reese. Ms. Schleicher said there is one property owner that did not participate in the engineering but had a septic system put in a year ago. He is asking for the price of his system to be deducted from the hook up charge. Mr. Wolff moved to adjourn. 2
