Present in addition to Mr. Crone was Paul Wolff, Wanda Doyle, George Reese, Bill Lovett, Diane Schleicher. Mr. Wolff moved to approve the minutes for May 10, 2007, Ms. Doyle seconded and the vote was unanimous. Mr. Wolff talked about the drought and suggested that Water and Sewer Personnel issue warnings concerning violations of the water restrictions. He said the first violation could be a warning; a second violation would carry a $25 Fine and a third violation would carry a $50 Fine. If there is a fourth violation the fine will be $100. and their water meter will be pulled. Mr. Reese said only the Police department could issue tickets to people. Mr. Wolff said the only exemption is a shallow well. He said we should be at least issuing warnings and possible citations. Ms. Schleicher said all complaints she has received have been on shallow wells. Mr. Wolff said Lighthouse Point is one example of habitual violation. Ms. Doyle said when her daughters business installs sprinklers for landscaping, they set the timers to adhere to drought restrictions. She said most of the time it is a person renting the property that resets the timer and causes the violation. Ms. Schleicher said just sending a warning should address this. Ms. Doyle said it is their company’s responsibility to maintain the properties for absent homeowners and sending the warning to the homeowner would upset them. Mr. Reese said he would call Ms. Doyle before issuing warnings to property owners. Mr. Wolff said the city should also make sure everyone has rain gauges on their irrigation meters as required. Mr. Reese said an advisory should be put on Channel 7 about the drought restrictions. There was discussion about the amount of water used by public showers. Ms. Schleicher said they will determine how much water is being used before taking any of the showers out. 1 Mr. Crone discussed the vandalism at the Public Bathrooms. He said no matter how much we improve the bathrooms the vandals destroy them. Ms. Schleicher said the bathrooms are going to be locked up at 9:00PM nightly to try to curb the vandalism. Mr. Wolff recommended signs being put up to alert people to the bathroom closing earlier. Mr. Crone said the bathroom at JC Park needs to be repaired. He said Mr. Wilson had gotten a price of $15,000. He asked why we would spend that money when the whole bathroom needs replacement. Mr. Wolff said the money has to go to where the people are and that’s the South End. Mr. Reese said the $15,000 is to put new water lines, floors and urinals in. He said there is only one urinal and 2 toilets in the men’s side along with 2 toilets in the woman’s side. Mr. Wolff said we will need to budget for that. Mr. Crone said he understands the South End has to be done first but something has to be done at JC Park before we build a new building. Mr. Wolff recommended having Mr. Wilson take a look and see what is needed to get by until a new one can be budgeted. Mr. Crone said he has received complaints on the roll up door on the concession stand and asked if they want to build it back. He said there is DPW stuff in the concession stand. Ms. Schleicher said she will take a look at the bathroom and concession stand along with Mr. Wilson and Mr. Reese and together they will give an estimate of what’s needed. Mr. Crone said something needs to be done to that bathroom right now to make it presentable. Mr. Wolff said they need to have the water and sewer lines put in. Ms. Doyle asked if we needed a budget adjustment for the repairs. Ms. Schleicher said they will move forward on it and they may need an adjustment. Mr. Reese said he thought they had about $200,000 left in their building maintenance budget. Mr. Lovett said they are still working on the buffer variance they have to get from Carol Couch. He said they have a meeting next week with Jeff Larson of the EPD. He said they will talk to him about the variance and see if he can move it faster. Mr. Wolff asked exactly where the buffer variance was needed. Mr. Lovett said Solomon Ave. Mr. Wolff said I thought we were exempt. Ms. Schleicher said not from the EPD. Mr. Lovett said it is a legitimate authorized activity but you have to request a variance. 2 Mr. Lovett said the Grant money for this project will not be available until September or October meaning we can’t start advertising until July. Mr. Crone said we are looking at December to start. Mr. Lovett said yes. Mr. Lovett asked where we stand on the GEFA loan. Ms. Schleicher said she would ask Ms. Fox about it. Mr. Crone asked that Ms. Schleicher get Mr. Redmond involved. Mr. Lovett said Tybee is required to do a Water Shed Assessment. He said they are coming up with a program to present to EPD. He said the reason is the EPD will tell you to go out and do you’re testing and they will let you know if that’s enough. He said they will present the program and get their approval and then go do it without having to backtrack. Mr. Lovett said they have a meeting scheduled in Atlanta on July 9th and invited anyone that wants to attend. Mr. Wolff asked that Ms. Schleicher contact Integrated Science and Engineering to ask them to make sure the water shed assessment goes into the Master Plan.. Mr. Lovett said during the last meeting he discussed Senate Bill # 146 which he thought was doing two things. He thought it required that the status of all permits be given to all bidders. Also he understood that you could not reject all bids just to waive informalities. He said however the bill that got passed allows you to reject all bids because if it comes in over budget you want that option. He said they will have to put a notice in the plans. Mr. Crone said he thinks we need to contract out putting the 25 people on the new water line. He said it needs to be done before paving is done on South Campbell. Mr. Reese said he will kill the 2 inch line and run a lateral coming off of the 6 inch line. He said they would take it to the meter. Ms. Doyle asked if the W/S management company had started. Ms. Schleicher said no there is a hang up on their contract. She said Bubba is working out the details. Mr. Crone asked Mr. Reese to get prices on hooking up the Water Line on South Campbell. Mr. Lovett asked if Tybee is getting LARP money. Mr. Reese said very little. Mr. Wolff said we need to speak to someone about that. Ms. Doyle moved to adjourn, Mr. Wolff seconded and the vote was unanimous. Respectfully submitted by Vivian woods 3
