SUBJECT: CONSIDERATION OF A REQUEST FROM EDI MEDIA TO THE CITY TO CONSIDER HOSTING AND CO -SPONSORING THE "2012 FULL MOON HAPPY FAMILY FESTIVAL" ON SEPTEMBER 15 RECOMMENDATION: The City Council is requested to: a) receive a presentation from Eagle Dragon Media Company (EDI Media Inc.) regarding the proposed "2012 Full Moon Happy Family Festival" (Attachment "A"); and b) direct staff on whether or not the City Council would like to host and co-sponsor this event as proposed or modify this proposal as necessary. BACKGROUND: 1. In August 2010, Mayor Yu and City Manager Pulido were interviewed by EDI Media Inc., in an effort to promote the City of Temple City as a business friendly environment for local and global investors. Included as Attachment "B" is a copy of the August 5, 2010 City Manager's Report. 2. On September 17, 2011, EDI Media, Inc., held its "12th Annual Asian American Culture and Art Festival" in the City of Rosemead (Attachment "C"). 3. On May 15, 2012, EDI Media, Inc.'s Deputy General Manager Jack Z. Zhao, during public comments, requested that the City Council consider hosting and co- sponsoring the "Full Moon Happy Family Festival" this year. 4. On June 8, 2012, the City received a formal proposal from EDI Media, Inc. requesting co-sponsorship of the "Full Moon Happy Family Festival" on September City Council June 19, 2012 Page 2 15, 2012. ANALYSIS: The Eagle Dragon Media Company (EDI Inc.) since its establishment in 1993 has been devoted to building a bridge between East and West (i.e., China and the United States). EDI Media, Inc. serves to continue the development of American and Chinese relations. The City received a formal proposal from EDI Inc. requesting co-sponsorship of the "2012 Full Moon Happy Family Festival" on September 15, 2012 from 10 a.m, to 10 p.m. This will be EDI Inc's 12th Festival. Cities that have co-sponsored this event in the past include: EI Monte; La Puente; Walnut; Rosemead; West Covina; and Arcadia. The Moon Festival, also known as the Mid -Autumn Festival, is one of the most important holidays in the Chinese calendar. In rural China, people celebrate a bountiful harvest during the Moon Festival, as the Pilgrims did during the first Thanksgiving. Today, the Chinese celebrate the Moon Festival through customs such as eating moon cakes, match making, carrying brightly lit lanterns, burning incense in reverence to deities, fire dragon dances, and moon rabbit as a traditional icon. The City Council is being requested to consider co -sponsoring EDI Media Inc.'s "2012 Full Moon Happy Family Festival" by providing the following assistance: • Event Set Up The event organizer is requesting permission to set up booths along Las Tunas Drive on Friday night, September 14. • Street Closure The event organizer is requesting closure of Las Tunas Drive between Golden West and Temple City Boulevard for this event and is requesting that the City allow up to 160 booths for vendors along Las Tunas Drive. They are offering 16 booths to be used by local non -profits and at the City's discretion. • Use of Temple City Park The event organizer is requesting to set up a stage in front of the Civic Center Park facing west. • Event Tear Down The event organizer will tear down and clean up after the Festival late Saturday evening, September 15. EDI will handle all public safety and security issues for the duration of the event. This request is being presented to Council because an event of this size will take staff and City Council June 19, 2012 Page 3 EDI Media Inc. at least three months of lead time to properly plan, promote and implement. CONCLUSION: EDI Media, Inc. has requested the City to consider co -sponsoring for the 2012 Full Moon Happy Family Festival on September 15, 2012, from 10 a.m. to 10 a.m. The Festival provides the City an opportunity to celebrate family and cultural diversity in our City and will help promote our local businesses to the surrounding communities. FISCAL IMPACT: Approval of this item would not have an impact on the Fiscal Year 2012-13 City Budget as EDI Media, Inc. has agreed to cover all expenses associated with this special event. However, the cost of this event would not be known until the special event parameters are fully defined based on City Council's input and direction. ATTACHMENTS: A. Proposal to City of Temple City Dear Mr. Pulido, Attachment A Page 1 of 14 Date: June., 13, 2012 In addition to our proposal submitted last month of co -hosting the 2012 Full Moon Happy Family Festival with your Lovely City, here is more information that the City might need to know in order to make the event a total satisfaction. Description of Event: It is going to be an out -door, open to public and free admission event with: On Stage Live Entertainment app. 12 hours Vender Booths Children Activities Other Amusement Location of Event: 160 (40% each for merchandise and service booths, and; 20% for food booths) Jumping Beds and/or inflated castles basketball shooting, darts and balloons The proposed location of event shall be on Las Tunas Dr., between Temple City Blvd. and Golden West Ave. For that we ask the City to block traffic on the three block section. Traffic on Las Tunas beyond Golden West to the east and beyond Temple City Blvd on the west are to remain uninterrupted. We also ask the City to kindly allow curb parking on vertical streets in the square shown on map. Please refer to Attachment #1 as the General 1 EDI MEDIA INC. Layout and Road Block. Date and Hours of Event: Sept., 15 (Sat) , 2012 From 10:00 am 10:00 pm (Net Operation Time) Set-up and Undo: Attachment A Page 2 of 14 To minimize impact, overnight setup and overnight undo are to be adopted. Setup will start 8:00 pm Sept 14 (Friday), finishing 8:00 am Sept., 15 (Sat) ; Undo will start 10:00 pm Sept 15(Sat), finishing 8:00 am Sept 16 (Sun). Cleanins; Preliminary cleaning provided at end of event, and it will go simultaneously with undo until a professional cleaning crew takes over towards finishing by 8:00 a.m., morning of Sept 16 (Sun). In other words, the event area shall by then look like nothing has ever happened. Purpose of Event: To out -reach the community in order to shorten the distance between the community and the City Government in an entertaining manner. For that, Council Members and other City Leader will be invited to appear at the Ribbon Cutting Ceremony, and each Council Member is requested to give his or her own remarks. Credit of Event: City of Temple City and EDI Media for co -hosting. Expenses of Event: All expenses are on EDI account. Facilities and Lighting: 2 Attachment A EDI MEDIA INC. Page 3 of 14 MfWiqPX�� EDI will provide at its own cost for booths, stages, tents, sound system, tables, chairs, toilets, hand wash, trash -bins, generators and all other necessary items; In addition to existing street lighting, additional lighting will be provided for the after -dark hours. For that, the City is kindly asked to give permissions of using additional lighting in the after dark hours. Holed City Harmless: EDI Media will sign an Exclaimer Agreement to Hold City Harmless Agreement. Please refer to a sample as we did last year with City of Rosemead. Attachment 2. Traffic Control Plan: EDI will provide a Traffic Control Plan for city approval, and will be providing volunteers to assist city CSOs. If necessary, we will consider using Digital Signs to direct Please refer to attachment #3 as the Traffic Diverse Plan. Safety and Security: EDI will sign a Safety and Security contract with LA County Sheriff to hire enough officers during he entire length. Please refer to Attachment #4, a contract we signed with LA County Sheriff for the same event last year as a Sample. Parkine Plan: If the City shall allow curbside parking in area shown on map, parking spaces shall be sufficient. Please also refer to Attachment #1. Fire Dept Approval: EDI will apply for and obtain permission from County Fire Dept. Please refer to a sample piece that was the permit for last year's same titled event in Rosemead issued by LA County Fire. Attachment #5. First Aid: cl Attachment A EDI MEDIA INC. Page 4 of 14 First Aid Supplies will be allocated next to the receptionist area for minor occurrence. Food Service: This event does involve food vendors, approximately 20 to 30. Health permit to each will be issued by LA County Health Dept, EDI will make sure that all requirements met; Please refer to permission for last year's event in Rosemead issued by LA County Health DEPT. a sample. Attachment #6. Sanitation: 3 dozens of trash bins are to be allocated on the spot in a manner of 1150 feet, with every -2 -hour removal; contractors' name will be provided and an EDI person in charge. Portable toilets (including 1/3 ADA required) will be provided. Please refer to attachment #7. Insurance: EDI insurance will be extended to cover the City of Temple City as the additionally insured for during the setup, undo and throughout the entire event. Please refer to a sample which is a actual insurance instrument for the same event with City of Rosemead. Attachment #8. Booth Lavout: At this time, plan to layout 160 booths to include 20 plus for food and 120 plus for general merchandise. As time proceeds, we may adjust the ratio to be closer to reality. Pulido, City Manager SUBJECT: CITY MANAGER'S REPORT MEETINGS THIS WEEK Eagle Dragon Media (EDI Media Inc.) -- last Thursday afternoon I was interviewed by Jack Zhao who is the Vice General Manager. Mr. Zhao has a bi-lingual (i.e., English and Chinese) radio show (i.e., Across the Ocean) on KWRM 1370 that provides a detailed and comprehensive source of information on American society to the Chinese community. The main purpose of this radio show is to create a friendly bridge between these two diverse cultures. Specifically for my radio interview, Mr. Zhao covered a whole gamut of questions dealing with the history of Temple City to the State of California and National budget crisis; • Temple City Chamber of Commerce — last Thursday evening, 1 along with the five City Council members had an opportunity to attend my first Chamber installation dinner which turned out to be a great event. It was amazing to see how many long term Chamber business members are in Temple City and the commitment and generosity from the various business owners that supported this event; and Arcadia City Manager — consistent with a pledge we made at the February 2010 City Manager Conference, this week I had an opportunity to finally meet with Don Permian, who is my counterpart at the City of Arcadia to gain a better understanding of what our neighboring city is currently doing to overcome the budgetary issues faced by all cities in California. We also discussed sharing any options that may be made available to our respective cities, if it makes financial sense to do so. On an interesting side note Mr. Penman predated me by 11 years as the City Administrator at the City of San Fernando and we both had 8 year tenures. GENERAL COUNCIL INFORMATION Thank you Plaque On August 3, 2010, the City Council was presented with a thank you plaque from Wynn Property Management, LTC Management, and Golden House Restaurant in appreciation of the City's proactive solution that resolved a two-month project standstill due to a requirement to place an Edison power transformer on their property directly adjacent to an entrance/exit at the rear of the property (i.e., 9608 and 9610 Las Tunas Drive).
