Dennis Graney – Resident Appeal of Water Consumption Bill A. Mr. Graney states that the water consumption was much higher on this particular bill than normal. The committee argues that the meter would not have read that amount unless that is what passed through the meter and there is nothing that they can do to fix this problem because there is no problem with the meter. In the months prior and after were normal readings indicating the meter is working properly. II. Approval of the Minutes of the Previous Meeting – Paul Wolff moves to approve the minutes for May 22, 2008. Barry Brown seconded. III. 14th STREET DRAINAGE Review and Bid Recommendation – Total lowest bid for drainage and road resurfacing - $302,830.00 A. Barry Brown believes that the project should be stopped until properly engineered. The other committee members agree after discussing how the project was engineered. Bill Nicholson with HGBD ask for two weeks to reevaluate the engineering. IV. Bid Number 2008-505 Installation of Electrical Service for 6 New Cabins and Sewer Lift Stations Recommendation – Braddy Electric Company - $23,931.00 A. It is discussed that this bid is within budget. Paul Wolff moves to recommend approval. Barry Brown seconded. V. WATER & SEWER RATE STUDY A. Estimated Operating Expenses and Debt Service 1. Debts include Ft.Screven Waterlines and Treatment Plant Upgrade. B. Operating Revenue 1. Existing 2. Proposed a. Will increase 3% per year b. $300,000.00 per year for maintenance C. Recommended Rates 1. Jennifer Oetgen with HGBD proposes the base rate to increase and there will be tiered consumption rates. Most residential customers will see about $3.80 per month increase which Bill Lovett describes as very minimal. a. 3,000 gallons used will be included in the base rate b. 1st Tier is for 3,000-5,000 gallons c. 2nd Tier is for 5,000-10,000 gallons d. 3rd Tier is for 10,000 and more gallons 2. Paul Wolff thinks the 3rd Tier should be broken down to 10,000-20,000 and then have a 4th Tier for 20,000 and more gallons fearing that many customers will go over 10,000 but not over 20,000 gallons. D. Effective Date 1. Bill Lovett thinks the increase should start after this season so that Condo owners and Hotels whom have already booked through the season should not be affected yet. E. Amnesty Period 1. It is discussed that for anyone not paying a water bill or if it is incorrect, the city will set up a water meter and there will be no penalty. If they do not come forward then they will be penalized. Paul motions to recommend to council tonight to initiate immediately a 30 day amnesty period to anyone who is not paying a water bill but is receiving city water. If they come forward before their water is cut off then they will pay for installing the meter unless they are already paying a water bill, if they do not come forward then the water will be cut off and they may be prosecuted. Barry Brown seconds the motion. VI. FT. SCREVEN WATERLINES A. Construction Schedule 1. Pipe will be delivered and installation will start next week. B. GEFA Loan Status 1. Final documents should arrive next week. C. Landfill Issues 1. The contractor will work around the landfill. VII. WASTEWATER TREATMENT PLANT A. Antidegration Review 1. Comments have been received from EPD and are being addressed B. Watershed Assessment 1. Sampling Continuing C. Phosphorous Study 1. EPD is addressing our written request for justification of a proposed phosphorous limit D. Grit Removal and Odor Control 1. Awaiting EPD approval VIII. GROUNDWATER PERMIT A. Annual Average Permitted Limit 0.960 MGD B. 2007 Annual Average 0.977 MGD C. Response to letter to EPD?? D. Special Conditions Fee Proposal 1. Education is not included. 2. Pooler and Garden City have not yet decided if they will do it. IX. GEFA WATER SUPPLY GRANTS PROGRAM A. Bill Lovett describes this as a very competitive new program worth $40,000,000.00. He suggests applying for the grant before spending any money on engineering. X. TYBRISA STRAND UPDATE A. Electrical Panel Change Order B. Final Change Order 1. Diane Schleicher and Bill Lovett explain that this is a zero cost change order (simply a swap of work) XI. TE GRANT STATUS A. Butler Avenue Sidewalks B. DOT Contract 1.
