ANNOUNCEMENT:
Due to McCall’s commitment to stay healthy in response to the COVID-19 Emergency and
ensuring that the City’s Business continues, this will be both an in person and teleconference
meeting. The Legion Hall’s 6-foot social distancing Occupancy Capacity is 11. The Advisory
Committee Members and Staff who are anticipated to be in attendance is 2. The first 9 persons
who appear will be allowed to be present in the meeting location. Masks will be required, and
social distancing will be enforced. All other persons may be in attendance virtually via
Teleconference. Any member of the public can join and listen only to the meeting at 12:00 noon
by calling in as follows:

Meeting Minutes
July 1, 2021

Chairman Jones called the meeting to order at 12:03 p.m.
Public comment: Dr. Weiss mentioned that the Airport Pocket Park is underway. Mrs. Beverly Anderson
is overseeing the project to add exhibits, an aviation radio, and benches to the end of Old Deinhard Lane.
Dr. Weiss asked for any park donations.
Mr. Rezabeck mentioned that he attended the Airport Open House and counted 41 aircraft on the north
ramp. Mr. Rezabeck raised concerns that aircraft are coming and going without a counting methodology
in place.
Approval of Minutes from June 3, 2021, meeting (Action item): Ms. Janiak provided minor corrections
via email. Ms. Scott requested adding her tie-down presentation to the minutes. The committee did not
have a quorum, but both members recommended to staff to put the presentation into the minutes.
Committee members recommended approving the minutes with the above corrections.
Application for American Rescue Plan Grant: Staff described that the FAA announced awards for the $8
billion in airport rescue grants that the agency is making available to airports and eligible
concessionaires through the American Rescue Plan Act (ARPA). The amount appropriated for McCall is
$32,000.
This grant is in addition to the $30,000 CARES Act grant (AIP 29) and the $13,000 CRSSA Act grant (AIP
32). Funds need to be expended in the next 4 years. Funds will be held in reserve until a need is
identified.
Questions were asked of Staff as to the projects that can be funded with the grant. Staff described the
money will be held temporarily to identify projects. Funds could be used for the local share of AIP
grants.
The committee did not have a quorum. However, Committee members recommended to City Council
to approve the grant application.

AIP 28 – Airport Master Plan: Staff described the comments received at the Airport Open House. Public
input is completed. The next step is to complete the Design Alternatives section of the AMP.
Kevin Bissell of T-O Engineers provided an update of the Airport Master Plan.
A discussion occurred about the near-term AIP/CIP projects, including the E-W taxiway, next year’s AIP
asphalt project, and ITD’s possible snow removal grant.
AIP 30 - East-West Taxiway Update: Mr. Bissell provided a quick update on the project. Much of the
information had been provided under the Master Plan agenda item.
Ms. Holm presented Mountain/Canyon Flying Seminars preferred location for their hangar. The location
is northeast of the intersection of proposed Taxilane G, and Taxiway H.
Ms. Holm requested a draft of a land lease. Staff informed that a complete lease cannot be written until
the location is agreed upon and surveyed. Chairman Jones requested that Staff write a draft with available
information and bring to the next meeting.
Chairman Jones made a request to provide drawings showing utility locations.

SUBJECT: Developments in the Airport Influence Area
Due to increased demand for real estate development, Airport Staff has received more requests
from Valley County and the City of McCall Planning & Zoining Committees for comments on
development within the Airport Influence Area.
All of the property south of the airport is located in Valley County, and is subject to County
Planning and Zoning rules and regulations. Airport Staff has responded to one comment request
from VCP&Z, the letter attached will be presented and discussed at the Aug. 12th meeting.
Airport Staff has also started a dialog with Valley County P&Z to enact stricter zoning within 5,000
feet of the approach of Runway 34. Staff recommendation will be to use McCall City Zoning Code
as a template for Valley County.
Property north of the airport is located in the City of McCall. McCall already has airport zoning
regulations (Chapter 6, City Code) in effect.
Airport Staff is working with P&Z Staff to create a Airport Impact Area checksheet where a
construction application will automatically include the airport recommendations and
requirements to the developer. This checksheet will be presented to both Valley County and the
City of McCall Planning & Zoining Committees for adoption.

Airport Staff is requesting the following to minimize incompatible land use around the airport:
• Additional noise insulation to a maximum db standard
• Notice of the Airport to all property owners. This notice will be “attached” to the
deed.
• Request an airpace study from the FAA (Form 7460). Developer will be required to
follow all FAA recommendations.
• Developer to grant an Avigation Easement. Avigation Easement - an agreement
where property owners to cede air rights over their property to the airport. This
agreement restricts owners from building above a specific height and waives their
rights to file a suit against owners and pilots of low-flying aircraft and limits
the liability of aircraft operators for causing a nuisance.
Airport Staff is currently creating all of the necessary documentation and procedures for
strengthening rules and regulations to prevent incompatible land use. These will be presented at
the Sept. meeting for an AAC recommendation to City Council.

Re: C.U.P. 21-15 360° Ranch Subdivision Preliminary Plat
Honorable Commissioners:
In the time that McCall Municipal Airport existed, the land immediately south of the airport
(located in Valley County, outside of McCall city limits) has been open pastureland. This open
land buffer allowed air traffic operations without incompatible land use such as homes, schools,
and businesses.
Now the land is being developed as part of the McCall Ranch Development, including the
proposed 360° Ranch Subdivision Plat.
As more houses are added south of the airport, the airport’s concerns are that public safety will
be compromised, and that undesirable living conditions will result in increasing numbers of
property owner’s complaints.
The City of McCall desires to minimize incompatible land use in this area. To achieve this goal,
the Airport has short-term and long-term recommendations for the Valley County Planning and
Zoning Commission. Please see the ttached Definitions for a description of incompatible land
uses near an airport.
The Airport’s short-term recommendations concerning the 360° Ranch Subdivision are:
1. Require additional soundproofing in the new construction,
2. Require that written notice to homeowners about the airport’s existence, flight
paths, and the possibly of noise generation (please see the attached McCall
Airport Noise Contours for a map showing the noise impact on the McCall Ranch
Development),

3. Require a Form 7460-1 Notice of Proposed Construction or Alteration be
submitted, and Federal Aviation Administration (FAA) findings for incompatible
use be enacted (please see the attached Definitions for the FAA description of
Form 7460-1),
4. Require an Avigation Easement be negotiated with the City of McCall (please see
the attached Definitions for the FAA description of an Avigation Easement).
For the long term, McCall Municipal Airport requests that the Commission consider enacting
zoning restrictions within Valley County in the area within 5,000 feet south of the Runway 34
end. The FAA has a recommended zoning template to assist local governments avoid
incompatible land use near airports. Airport Staff will be available to assist writing zoning
regulations for this area.
The FAA document A/C 150/5190-4B, Airport Land Use Compatibility Planning has detailed
information on the importance of airport working with Planning and Zoning Boards to avoid
incompatible land uses near airports. With your cooperation, we can ensure the safety of the
citizens of Valley County, address public concerns, and ensure the airport’s continued operation.

Kevin of T-O Engineers will provide an update of the East-West taxiway project and the
MacNichol hangar.
Airport Staff has contacted the next 2 names on the Hangar Waiting List and discussed the
possibility of leasing ground space north of the proposed Gregory-Berge hangar. Staff is
awaiting a decision.
