HomeMy Public PortalAbout2016.082 (04-05-16)RESOLUTION. 2016.082 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD INDICATING ITS SUPPORT FOR THE GATEWAY CITIES STRATEGIC TRANSPORTATION PLAN AND LEADERSHIP SHOWN BY THE GATEWAY CITIES COUNCIL OF GOVERNMENTS WHEREAS, the City experiences transportation and environmental challenges similar to other cities in the Gateway Cities sub - region and Los Angeles County Metropolitan Area; and WHEREAS, the City is a member of the Gateway Cities Council of Governments and desires to work collaboratively with neighboring communities and jurisdictions to resolve subregional transportation and environmental issues; and' WHEREAS, the Gateway Cities Strategic Transportation Plan presents a unified, comprehensive plan for transportation improvements in the Gateway Cities sub - region; and WHEREAS, the Gateway Cities Strategic Transportation Plan aids cities with their own local transportation planning: developing plans, project costs and preliminary design work for arterial corridors and intersections; and providing "smart corridor" intelligent transportation technologies on arterial corridors; and WHEREAS, the Gateway Cities Strategic Transportation Plan aids cities with their own active transportation planning: developing plans and project costs for bikeways and pedestrian projects, and enhancing regional connections by linking active transportation projects with current and future transit and park -and- ride locations; and WHEREAS, the Gateway Cities Strategic Transportation Plan aids cities with their own general plan land use, and infrastructure improvement planning: providing updated demographic analyses, enhanced city maps, and stormwater management strategies; and WHEREAS, the Gateway Cities Strategic Transportation Plan aids cities with their own development project review processes: providing micro -level traffic and air quality models, which cities can use to determine the impacts of proposed development; and, WHEREAS, the Gateway Cities Strategic Transportation Plan encourages interagency coordination and develops freeway improvement plans with local input to reduce impacts on communities; and WHEREAS, the Gateway Cities Strategic Transportation Plan encourages collaboration with the Goods Movement Industry and helps cities identify the local impacts of the goods movement and logistics industries; and, WHEREAS, the Gateway Cities Strategic Transportation Plan identifies current and future federal, state, and local funding sources, and develops new financing mechanisms for local projects; and, WHEREAS, the projects identified within the Gateway Cities Strategic Transportation Plan could provide substantial traffic congestion relief, improved environmental and air quality conditions, health benefits, a stronger economy, and improved quality of life to all residents, businesses and their employees in the City; and WHEREAS, adoption of this resolution in no way binds or otherwise obligates the City to pursue or implement projects within its boundaries identified within the Gateway Cities Strategic Transportation Plan, or to participate in cross - jurisdictional transportation planning or project efforts with neighboring municipalities, unless it so chooses. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: Section 1. That the City indicates its support for the Gateway Cities Strategic Transportation Plan and the leadership shown by Gateway Cities Council of Governments. Section 2. That this resolution shall take effect immediately upon its adoption. Section 3. The City Clerk shall certify as to the adoption of this City Council Resolution.
