Members Ruchinskas and Gregoire left the meeting at Spm. Members Kalinick, Hoffman and Bingham left
the meeting at 5:15pm
_Call to Order, Declaration of a Quorum, Meeting Participation Statement, and Recording Statement
Chair Wilcock called the meeting to order at 4:OOpm, a quorum was declared, and each member present was
announced. Chair Wilcock read the meeting and recording statements.
Public Announcements and Comment:
None
Introduction of Reed Hilderbrand Consulting Team &Review of Scope of Work, Project Timeline and Short
Visioning Exercise
Ms. Randall introduced the members from Reed Hilderbrand and the additional entities that will be assisting
throughout the partnership. Ms. Aronson, project manager, reviewed the three-phase process schedule over
the next 13 %months. This includes a discovery and site analysis phase (approximately 2 %months),
visioning phase (approximately 4 months) and concept design and comprehensive plan phase (approximately
7 months). Reed Hilderbrand plans to attend one meeting per month with the Town of Brewster, as well as
hold six public forums. There was some discussion about options on where and how the public forums may
be held. Reed Hilderbrand shared ideas and key opportunities that they see for these properties.
• To create a shared community resource that balances new uses with preservation of legacy.
o What do we want to preserve in terms of culture and meaning for the community and how to
sensitively introduce new uses and not disrupt the legacy.
o Ms. Kalinick added that the Town needs to be open and receptive to what the public have to
say. The underlying piece is that people voted to consider multiple uses on both properties.
The Town has the opportunity to set a legacy for the next 50-100 years for the community
that exists today and the community that will exist in the future.
• The former Sea Camps properties will integrate and reflect the Town of Brewster's vision and values.
• To build understanding of place and make natural systems legible and accessible.
• We will listen and respond to the community throughout the process.
• To balance site opportunities with carrying capacity, now and into the future.

Ms. Aronson introduced an interactive tool, Miro, aweb-based program that allows users to post and share
material. This tool will be used by both committees and track communication between the committees and
Reed Hilderbrand. The link will be shared with the committee after the meeting.
Video
a. Third Cut
Ms. Gregoire shared that the feedback provided by the committee has not been incorporated into
the video as she is still receiving some information. The video was played for the committee. An
email address has been set up that can be posted at the end of the video for the public to provide
comments.
b. Distribution of video
There was discussion on how and when the video should be released. It was suggested to release the
video with the first public forum or at least as a coordinated introduction to the pond parcel just prior
to the public forum.
Short Term Uses of Property
a. _Wayside signs- Possible vote on Layout and Wording
Member Williams shared that the working group will be discussing location and requesting assistance
from the Bay Property Planning Committee in early January. He has been exploring vendors to assist
with production. The process will involve the professional layout, creating the panel and mounting of
the wayside signs. Additionally, the committee will need to work with the building department and
Historic District Committee for approval on the agreed upon locations.
Member Hoffmann moved that the committee approve Mr. Williams and his team to move forward with the
design and layout of the pond parcel wayside sign and forward it to Town staff and the Select Board for
review. Member Williams second. A roll call vote was taken. Member Bingham -yes, Member Hoffmann -yes,
Member Taylor- yes, Member Baran -yes, Member Williams- yes, Member Crocker- yes, Member Ferris -yes,
Chair Wilcock -yes. The vote was 8 -Yes, 0 -No.
b. Spring canoe and kayak trips to property
Member Williams shared the tentative dates for this event, the weekend of June 3 & 4 with a rain
date of June 10 & 11. Beginners would be in the morning session and intermediate paddlers in the
afternoon session with the second day opened to family groups. There will be no cost for the outing.
MA Audubon will be providing the boats and the trip leaders. There is a maximum of 10 people per
trip. Leaving from the landing to the parcel, spending a few minutes on shore and then back to the
landing. Next deadline is February for the recreation department to set up the programming.
Members of the group expressed their desire to have access to the property as a top priority.
Melissa Lowe from Mass Audubon mentioned that dates may not be set in stone and there is going to
be continued discussion on the number of people that can join each session.

Chair Wilcock noted that the committee will need to review the wetland delineation next to the bus
turnaround. Member Taylor added that the Conservation Commission would also need to be
involved in reviewing the whole habitat.
Anticipated Expenses for Activities
Chair Wilcock reviewed the rough estimates provided by each working group and the amount suggested to
set aside for the parcel. There is $50K to be used by both planning committees.
• Wayside exhibits estimated at $8,000
• Promotion of the video estimated at $1,000
• Canoe and Kayak trip estimated at $1,000 (to cover the labor costs)
• Bus turnaround set aside of $10,000
A total of $22,000 to move forward with the projects.

Member Ferris moved to approve the minutes for November 16, 2022. Member Crocker second. A roll call
vote was taken. Member Taylor -yes, Member Baran -yes, Member Williams- yes, Member Crocker- yes,
Member Ferris -yes, Chair Wilcock -yes. The vote was 6 -Yes, 0 -No.
