The rest of my day is shot so I should have this finished by tonight or early tomorrow. Maybe after you review it, we could talk. (Phone tomorrow or Thursday morning or I will be in McCall Friday and Monday) If we decide to revise the EA as a final: How to inform the public of the final EA and how to describe what was included and not included in the revision? Or maybe we don’t revise it, just add the comments as an addendum and just let the burden be placed on the prospective applicant to respond to what they feels is relevant? Meredith sent Bonnie the comments yesterday. With a few exceptions the comments are very valid and thoughtful. The biggest challenge is communicating that the EA was not an assessment of a specific development. There are a lot of questions about the impacts of 500 units, etc. The comments also bring up larger issues. Many people see this project as a watershed in a new era of development and change in the city. Very understandable. And there are the existing conditions which are a manifestation of poor planning in the past that the comments expect to be resolved by this development. To the extent that the site development should not exacerbate those conditions is valid, but I don’t think it is fair for the EA to spend a lot of time analyzing the existing problems and resolution of those issues, which some of the comments suggest. Which ever way we go, we should probably discuss next steps. The burden is on the prospective applicant to finish the EA, but we should probably get from them a general idea of when that would be so we could communicate that to the public. And then we don’t release it until we feel it is adequate and I agree with a lot of the comments that more time for public review is important, a minimum 30 days. Soo, let me know when we can talk.
