HomeMy Public PortalAbout12-058RESOLUTION NO. 12 -058 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING LOS ANGELES COUNTY SUPERVISOR MARK RIDLEY- THOMAS' MOTION TO ASSESS AND IMPROVE THE DELIVERY OF REALIGNMENT SERVICES WHEREAS, on April 5, 2011, Governor Jerry Brown signed Assembly Bill (AB) 109, or the 2011 Public Safety Realignment Act, that went into effect on October 1, 2011. The bill shifted the responsibility for incarcerating and providing post- release supervision to low -risk inmates - non- violent offenders, non- serious offenders, non -sex offenders - from the State to counties; and WHEREAS, in response to this law, the County developed a Realignment Implementation Plan, headed by the Los Angeles County Probation Department, to provide Post - Release Community Supervision (PRCS) for persons recently released from state prison. Working with the Department of Mental Health and the Department of Public Health, the Probation Department would provide services such as mental health care, substance abuse treatment, housing and job placement to Post Supervised Persons (PSPs); and WHEREAS, from October through February, 5,000 PSPs have been released from State prison to the County. The Probation Department referred 60% of these individuals to substance abuse or mental health treatment, but only 15% have received treatment; and WHEREAS, the Probation Department made only 157 referrals for housing, transportation or job readiness /placement. This amount represents only 3% of the PSPs under County supervision; and WHEREAS, both community -based organizations and individual PSPs report that the current Plan is flawed because the Probation Department's intake "HUBS" or centers are not equipped to refer them to needed services; and WHEREAS, in addition, potential service providers either lack basic information from the Probation Department, or are limited by the Department's inability to promptly authorize agencies to receive PSPs; and WHEREAS, as a result, the County is in danger of repeating the State's 65% recidivism rate of persons returning to State prisons within three years; and WHEREAS, in light of these low service rates, Supervisor Mark Ridley - Thomas introduced a motion on April 3, 2012, that directed the Chief Probation Officer to work with the Chief Executive Officer to develop a strategy to assess the current Realignment Plan in order to improve service delivery. Specifically, the revised Plan must: (1) Establish clear performance goals to ensure Departments and /or Agencies make the appropriate referrals for mental health, substance abuse and job placement /housing services, including goals and timetables for ensuring [MORE] RESOLUTION NO. 12 -058 PAGE 2 OF 3 that (a) all PSPs who require services are referred for such services, and (b) all PSPs are monitored for attendance and progress towards their prescribed services. (2) Locate the referring County agencies and /or service providers at the Probation Department's "HUB" facilities. (3) Begin the assessment and referral process prior to the prisoners' release, i.e. at the prison site, and possibly arranging for transportation directly to a service provider. (4) Ensure the broadest and most effective partnership and participation of Community Based Organizations and Faith Based Organizations through robust outreach, and including performance goals in contract terms. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Carson, California, approves supporting Los Angeles County Supervisor Mark Ridley - Thomas' motion to assess and improve the delivery of realignment services. Cruz Approved by David C. iggs Public Services General Manager City Manager I. SUMMARY This item is on the agenda at the request of Councilmember Gipson. On October 1, 2011, Governor Jerry Brown's realignment program began releasing non-serious, non-violent, and non-sexual felons to the supervision of counties throughout California. In response to the Governor's program, the County developed a Realignment Implementation Plan that provides realignment services to persons recently released from prison. Since the plan's implementation, only a small fraction of all Post Supervised Persons (PSPs), as they are called, have received services from the County or from other organizations. In an effort to increase this number, County Supervisor Mark Ridley-Thomas introduced a motion to have the plan assessed in order to improve the delivery of realignment services to PSPs. Tonight, the City Council is asked to support Supervisor Ridley Thomas' motion. II. RECOMMENDATION TAKE the following actions: 1. WAIVE further reading and ADOPT Resolution No. 12-058, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING LOS ANGELES COUNTY SUPERVISOR MARK RIDLEY-THOMAS' MOTION TO ASSESS AND IMPROVE THE DELIVERY OF REALIGNMENT SERVICES." 2. DIRECT staff to transmit the resolution to the Los Angeles County Board of Supervisors. III. ALTERNATIVES TAKE another action the City Council deems appropriate. IV. Staff has learned from representatives of Supervisor Ridley-Thomas' office that a final report will be presented at the Board's regular weekly meeting on June 19, 2012, starting at 9:30 AM. An advanced briefing to initially discuss the report will be held on June 6, 2012, at 10:00 AM, at the Hall of Administration, Room 830, in Los Angeles.
