July 7th, 1936.
The regular meeting of Council was held today at 4:00 p.m., and
was attended by Mayor Bright, who prided, and Councilmen Logan,
Sharpley, Righton, Cann, Lovell and Solomon, Town Attorney McIn-
tire, J "r. Sol Clark, and D.W.Andrews.
=r. Clark, representing LTr. Schaefer, who had recently acquired
the McIntire property, petitioned for allowing of the discounts for
the years 1928 to 1936 on past due taxes. Petition granted.
i Yr. D.W.Andrews, representing an insurance company, submitted a
plan to insure all of the volunt er firemen in case of injury,ect.,
Yr. Andrews was excused. After discussion it was decided that
Council was not interested at this time.
It was moved and seconded Ahd passed that the Town purchase 3
Dinticlut mules at a cost of net over 3 175.00 each, and that 2 old
mules now owned by the Town by given in part payment. Councilman
Logan was apeointed a committee of one to handle the transaction.
It was moved and Aseconded and passed that the Town purchase approx-
imately 10000 bushels of oyster shell at not over 6/ per bushel,
fob.,the bulkhead, Tybee Inlet.
H.L.Thomas, the widow of H.L.Thomas, throug'r. Abrahams, Bouhan,
Atkinson & Lawrence, filed a claim against the Town, butagreeing
that in lieu of settlement tnat she be given trre use of the house
that was furnished her by t Town for a period of time. TCe matter
was taferred to the Mayor and Town Attorney for handling.
It was moved and seconded and passed that the license on Race
Horse machines be reduced from 50.00 to 25.00 per machine.
It was moved and seconded and passed that the siren for the use
of the fire department4 now located on Butler Avenue near 12th -
Street be moved and relocated on the water tower of the Tybee
Waterworks on 2nd Street and Hitler Avenue, the cost to be not
over $ 30.00.
Btreet Paving Bonds and interest totaling $ 10250.00, as follows,
4 bonds due Aug.1,1935, and interst 'g5% to Aug. 1/36; 4 bonds due
Aug.1 /36, and s/a interest to Aug.1 /36. The Clerk was instructed to
pay this amount.
Petition was presehted by 1r. 0.B.Strong that he be allowed the
discount on past due taxes. Petition refused.
The Health Committee reported the new sanitary inspector was doing
a good job, have had no complaints about the garbage disposal- that
places where seafood was sold were in good condition -,that shrimp
pedlers be prhibited from selling their wares on the islandrthat
the fishing camp on the river be condemnedyas there is always an
unsanitary condition existing there,there is 44 people living in
the camp 9n1 it is a fire trapyit is recommended that the buildings
be torn down- a death was reported from diptheria At the Fresh Air
Home: that the coffee weeds growong all over the island should be
pulled up by the roots and disposed of.
The Fire Committee reported that the volinteer firemen should have
some recognition so "that ti:- evet`oi': 1jurie sect. , they wouls se
cared for- something should be done to keep up the interest- that
a dance is to be held on Tybrisa Pavillion on July 30th for the
firemens fund- That a clubhouse be maintained for the use of the
firemen.
The Assessment Committee reported that it had turned down a request
for the operation of a pony corral.
The Finance Committee reported receipt and disbursements for the
months of May and June, receipts 3 24778.82, disbursements $ 8173.70.
The Public Works Committee reported that ditches had been cleaned-
around Estill Station, on Third Avenue on down to 17th street -
along the Strand and at the turntable- numerous loads of cinders
were hauled and placed in rear of bulkhead, 9th street, Fresh Air
Home, and near 18th street- a fence was built at the end of the
parkvv7ay at the head of 18th street.
The Police Committee reporrted that business places on the island
were closed et 2 a.m.- it had been reported to him that some autos
were going inibb the parking space without paying for the privilege
through the using of the ticket that had been sold to the original
purchaser, who after when leaving the parking area would give kis
ticket to someone else who in turn would use it to go into the
parking area- that Officer Moore would discontinue collecting the
rents at the fishing camp.
There being no further business Council adjourned subject to the

The regular meeting of Council was held to -day at 4:00 p.m.,
and was attended by Mayor Bright, who presided, and Councilmen
Cann, Solomon, Sharpley, Logan, Righton and Lovell, and also
by A committee from the local chapter of the American Red Cross,
composed of J.H.Winkers, H.M.Dunn, R.L.Schley, P.S.Moses,Mrs.
J.Mended and George Haines.
+fir. Winkers, as Chairman of the Committee, requested that the
Red Cross be permitted to work with the Town in the interest
of providing better life saving facilities at the island. They
would send any number of expert volunteer life guards when re-
quested,lbhe requirement being that the young men be provided
witti meals and ho.zsing, a list of the anticipated equippent
needed to properly patrol the beach was read, after some dis-
cussion the committee was informed that a committee would be
appointed to go into the matter, the committtee was excused. -
The Mayor appointed Henry M.Buckley, Councilman Righton and
himself a committee to handle the matter.
r. . . Coatsworth petioned that he be permitted to operate
a loud speaker on the island on Tybee Day and on Labor Day,
permission granted for two days only.
