March 27, 2008
Attendees were Barry Brown, Paul Wolff, Diane Schleicher, Bill Lovett, Joe Wilson,
Eddie Crone
Paul Wolff motioned to approve the minutes for the February 28, 2008 minutes. Barry
Brown Seconded.
I. FT. SCREVEN WATERLINES
A. Bids Summary
a. Bill Lovett explains that they have reviewed the 3 lowest
bidders and have not had a chance to review all bids but so
far he recommends using Southern Champion for the work.
The bids still need to be checked for mathematical errors.
Barry Brown asks what percentage of change orders could
pop up on unforeseen conditions. Bill explains they have
prepared for things like road paving at a per foot cost, it
may be up to 10 or 15% of the total in the end. Paul Wolff
adds that $134,000 in contingency should cover any change
orders. Barry Brown asks if the bids include road patching
and any necessary resurfacing after the work. Bill Lovett
replied yes. Diane says she would like to have this at the
1st monthly public hearing meeting for zoning so we can
get this moving. Paul Wolff motions to accept Southern
Champion’s bid subject to final approval by our city
engineers. Barry Brown seconds. Eddie Crone approves.
B. GEFA Loan Status
a. Paul Wolff noticed the bid is well under the allotted budget.
Bill Lovett points out that $1.9 million was the estimate for
the GEFA loan, however we told GEFA we would put
$1,000,667 of SPLOST money into the project. The excess
SPLOST monies can now be used for change orders and
such on the project and the remainder can now go into
other projects such as water/sewer and drainage.
II. WATER AND SEWER RATE STUDY
A. Scope of Work Clarification
a. Bill says it is hard to give a price without really seeing what
we have and what we need. We need to find out what you
need to generate from water rates. Diane Schleicher says
$300,000 is our gap on water/sewer. Bill explains they will
give 2 or 3 different rate structures to choose from. They
have to be tiered but we can do seasonal as well. You have
to do a conservation rate schedule which means the more
you use the more you pay. We have to then send that into
EPD. Paul Wolff moves to recommend the council
approve this study. Barry Brown seconds. Eddie Crone
agrees.
III. GROUNDWATER WITHDRAWAL PERMIT
A. Special Conditions
a. Bill Lovett says we received a new permit from EPD
sometime within the last few months. The special
conditions have not changed. We will get a fee proposal
for that. Bill Lovett asks Water Conservation & Education
program you’re going to, I assume, do through Jackie
Jackson at MPC. Diane Schleicher replies right, we will
have that on the agenda for the next meeting. Bill Lovett
explains all municipalities are teaming together to create a
position at MPC for someone to meet all requirements and
to go to the schools and that will satisfy your EPD
requirement but there are other things like conservation
oriented rate structure that you have to prepare and submit
to EPD and they have to approve an outdoor watering
schedule or reuse feasibility study, evaluate alternate
sources of water, meter calibration repair program,
ordinances that require people to install purple pipe in new
developments, water loss control program. For all of this
we will put a fee proposal together for you. Bill explains
we are giving Tybee, Pooler and Garden City basically the
same proposal.
IV. BUTLER AVENUE SIDEWALKS – Status
a. Bill Lovett explains that when the new DOT Commissioner
took office she voided all subcontracts with consultants that
were over 3 years old. This will affect our usage of the T-
Grant. Right now we are at a standstill as far as that goes.
But, we should be getting a letter confirming that they will
shift funds from Tybrisa/Strand project to Butler Ave
Sidewalks project.
V. WASTEWATER TREATMENT PLANT
A. Antidegradation Review
1. Submitted to EPD on March 6, 2008
2. Awaiting EPD’s comments
a. Bill Lovett says he is not expecting any more comments.
3. Will require a 30 day public notice and comment period
B. Watershed Assessment
1. EPD has reviewed the Monitoring Plan and City should
receive a letter any day
a. The only comment they will have on the monitoring plan is
that, if there is flow in the stream, they want us to monitor
the flow and tell them the velocity, and if there is no flow
to note that.
C. Phosphorous Study
1. All samples collected, test run and lab reports received
2. Data has been sent to equipment supplier to evaluate how best to
reach phosphorus limit
D. Grit Removal and Odor Control
1. Under Design
a. Should be complete by the end of April
E. Wasteload Allocation
1. HGBD has requested a 1 year extension
2. Also requested written justification for the proposed phosphorus
limit
a. Want to know why we have to have a phosphorus limit
when we’re discharging to the Atlantic Ocean and not to
the Savannah River.
VI. TYBRISA/STRAND UPDATE
a. The have been testing the irrigation. The landscaping will
start Tuesday. The crosswalks are being stamped now and
should be finished Saturday. Georgia Power’s contractor
Coffee Electric has messed up the sidewalk while installing
the ornamental lights. They claim the base will cover what
they messed up. This is the same company that installed
the lights at the Tennis Courts that we’ve been having so
many problems with. Diane Schleicher will be walking
next week with Julia Paford to talk about them fixing, not
patching, the entire area of sidewalk that was messed up.
Some residents have complained that the palm trees are
blocking their view of the ocean. A gentleman that lives on
17th St is now passing out a petition that we take away the
20’ Palm Trees that are partially blocking their view. Paul
says they move to the beach and they don’t want to see
palm trees. Diane Schleicher says they will probably come
to the next city council meeting formally. The residents at
the condos on the Strand initially complained and that’s
why we went with the shorter Palms. The taller Palms
would have been directly in front of their windows. The
gentleman on 17th St claims he bought the water view.
Paul Wolff responds they did not buy it from the city. Joe
Wilson says the Strand residents have parking lot views not
beachfront.
VII. Compactor Locations in Southend Business District
a. Considering behind Sea Breeze and behind Chu’s at Inlet
Ave. These areas have been surveyed. Both of them are on
city right of way. It will be 4-6 weeks before we get that
up and running. Diane Schleicher says we should have a
temporary solution by Monday.
VIII. Diane Schleicher introduces Tom Beatty. He is requesting that the city wave his
sewer tab at 32 Van Horne on behalf of Lynn Hamilton.
a. Tom Beatty explains they were doing the rough in
plumbing trying to tie into the sewer system when the
plumbers discovered that the terra cotta line that runs under
Van Horne is crushed. The supposed reason for that is
under the slab of the burned house that we took out, there
was yet another foundation underneath and God only
knows how old it was. That terra cotta pipe was a part of
that foundation that went into the sewer line under Van
Horne. So my plumbers called John Dowell to have him
take a look at it. It was his advice that we not cut into Van
Horne which, I think, was a good decision. John suggested
that we tie into the line on Solomon because it is all dirt.
At Lynn’s expense she put a new sewer line in; while it was
open the ground works people called in for an inspection.
George came to do the inspection and discovered that there
was no permit to do this work. So Chuck was called and
Chuck called me while I was downtown Savannah at
another jobsite and wanted me to come down and talk to
him about it. So we talked about it and the next day I met
with Diane and George at City Hall and I requested that the
fee be waived since I think we did the proper thing tying
into the line in another location rather than tearing up Van
Horne St. Paul Wolff asks so she still paid for the line
you’re just asking that the fee be waived for you to tap in.
Exactly says Tom Beatty. Joe Wilson tells Tom Beatty if
you want to dig it out until you feel you could cap it off and
call George Reese or myself to come inspect it then that
would be fine with me. Paul Wolff recommends that we go
ahead and waive the fee provided he Cap the old tap and
have it inspected by the City. Barry Brown agrees.
