The new classification provides compensation commensurate with the duties being performed. The proposed classification will serve as lead staff member and perform complex technical functions related to community preservation including: receiving code violation complaints and conducting investigations; notifying property owners of violations and explaining required corrections; preparing and maintaining case documentation for prosecution of violators; and providing testimony in court. • Public Safety and Services Manager The proposed Public Safety and Services Manager classification essentially re- classes the City's existing Community Preservation Supervisor position in the Community Development department. The new classification provides compensation commensurate with the duties being performed. The proposed classification will serve as a manager level staff member and perform duties involved in managing the following Divisions: Maintenance Division; Public Works Division; Animal Control; Community Preservation (i.e., code enforcement); Parking; Facilities; Law Enforcement Contract Administration, assists with developing community safety programs; and coordinating contract law enforcement liaison activities. This position will also provide considerable management support to the Community Development Director. • Maintenance Helper This proposed part-time position is being recommended to supplement existing maintenance staff in performing routine and special maintenance of grounds, streets, traffic signs and striping, medians, facilities and other public works activities. • Management Analyst The proposed Management Analyst classification essentially reclasses the City's six existing intern positions in the Community Development and Management Services departments. The new classification provides compensation commensurate with the duties being performed and allows for possible incumbent cross-trainings among different departments. It also serves as an incentive for incumbents to prolong their tenure, enabling them to work on longer-range projects. City Council July 3, 2012 Page 3 • Park Patrol Officer The primary objective in hiring a Park Patrol Officer is to have an enforcement presence at the parks during peak usage -evenings and weekends. A staff person, in uniform, patrolling the parks with the authority to issue citations immediately if the need arises, will provide a presence of authority, leading to safer, more family friendly parks. In addition to providing patrols at Live Oak Park, the Park Patrol Officer would also provide parking enforcement at the parks, periodically patrol Temple City Park, and inspect other City facilities (i.e., City Hall, Civic Center, Community Room and the City Yard). The Park Patrol Officer would ensure all facilities are properly secured after hours and that users of the Community Room are complying with policies and regulations. CONCLUSION: In order to timely implement the programs proposed in the FY 2012-13 City Budget, it is necessary to add the proposed new classifications and corresponding salary ranges to the City's Personnel Rules and Regulations. FISCAL IMPACT: All proposed salary ranges have been included in the adopted FY 2012-13 City Budget. ATTACHMENT: A. DEFINITION: TEMPLE CITY CLASS SPECIFICATIONS Senior Community Preservation Officer (Full-Time) Exhibit "2" Under direction of the Community Preservation Supervisor, the Senior Community Preservation Officer assists in the enforcement of the City's municipal code pertaining to business licenses, health and sanitation, public safety, public works, public nuisance abatement, building, zoning, and performs other related duties as required. Performs advanced level work involving inspection, regulation, and enforcement of codes and ordinances including nuisance abatement, property maintenance, housing, signs, and noise; and performs related work as required. Serves as lead staff member and performs complex technical functions related to community preservation, including: receiving code violation complaints and conducting investigations; notifying property owners of violations and explaining required corrections; preparing and maintaining case documentation for prosecution of violators; and providing testimony in court. EXAMPLE OF DUTIES: Performs complex field investigations and inspections regarding municipal code violations. Performs code compliance investigations, including: receiving and logging complaints; researching files to locate properties; ensuring code and ordinance compliance; identifying and investigating violations; determining conditions which pose a threat to public safety; meeting with property owners/constituents to discuss code violations; taking photographs of violations; recommending correction(s) needed for compliance; developing and sending follow-up letters to property owners; returning to properties to assure violations have been remedied; maintaining and submitting all records; issuing violation letters, summons and citations; and forwarding case information to legal staff. DEFINITION: TEMPLE CITY CLASS SPECIFICATIONS Public Safety and Services Manager (Full-Time) Exhibit "3" Under general direction of the Community Development Director, the incumbent provides a variety of duties involved in managing the City's: Maintenance Division, Public Works Division, Animal Control, Community Preservation (i.e., code enforcement), Parking, Facilities, and Law Enforcement Contract Administration. Assists with developing community safety programs and coordinates contract law enforcement liaison activities. EXAMPLE OF DUTIES: Manages staff and performs a variety of complex technical and administrative functions related to community preservation, business license operations, and public safety. Functions include: overseeing the delivery of police and related services; managing public safety contracts; working with public safety personnel; developing, implementing and managing code compliance operations and programs; coordinating the City's emergency/disaster preparedness planning; developing and maintaining policies and procedures; preparing and monitoring the budget; and maintaining code compliance data and generating related reports and correspondence. Carries out managerial responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; and addressing complaints and resolving problems. Develops, implements, manages, and evaluates community preservation, business license, and public safety projects; researches, develops, interprets, communicates, and monitors policies, procedures, ordinances, etc.; recommends improvement when necessary and writes/revises same. Prepares and reviews staff reports for city council and various comm1ss1ons; administers and coordinates contract services; and analyzes code compliance data and trends. DEFINITION: TEMPLE CITY CLASS SPECIFICATIONS MANAGEMENT ANALYST (Part-Time) Exhibit "5" Under direction of a City department head or manager, the incumbent performs a variety of research, analytical and administrative duties. This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on department staffing and operational needs. EXAMPLE OF DUTIES: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Perform a wide variety of responsible professional-level research as well as analytical and administrative duties in support of an assigned department 2.
