HomeMy Public PortalAbout20080424InfraMins.pdfINFRASTRUCTURE COMMITTEE MEETING MINUTES April 24, 2008 Attendees: Diane Schleicher, Bill Lovett, George Reese, Eddie Crone, Joe Wilson, Barry Brown, Paul Wolff Meeting was called to session at 5:33pm. I. FT. SCREVEN WATERLINES A. Construction Contract Status a. Bill Lovett brought the contract from the contractor. It will have to go to EPD for review. EPD should send it back by the following week and at that time our contract with GEFA should come back. The city will need to submit a copy of the executed contract before making a draw. B. GEFA Loan Status a. There are several items we will have to submit to show we have met the GEFA bidding requirements, such as: a copy of advertisement, the engineers award recommendation, a copy of the Council minutes where they awarded the contract to Southern Champion, a copy of the executed contract, a notice to proceed, a construction schedule from the contractor and an affidavit of non-collusion from the contractor. We will need authorization from the Council for the Mayor to execute the contract and the charter requires the City Attorney to sign as well. C. Landfill Issues a. Bill Lovett reported that Brannyn Allen said that she will asked EPD for their files on the landfill and met with them this week. He did not know if she has it yet. II. WATER AND SEWER RATE STUDY A. Environmental Finance Center a. Paul and Bill went to a GEFA workshop a couple of weeks ago and they talked about Environmental Finance Center in North Carolina. They thought they could come down to Tybee and do the Rate Study at no cost to the City. But the grant is expired. They will come here and talk about why we should meter everybody. III. GEFA GRANTS PROGRAM A. $100,000 Max a. The $100,000 grants are generally to remove septic tanks, Bill explains. Diane shared a septic tank survey she had done a while back that shows the 26 homes that have septic tanks. B. Septic Tank Removal a. Bill Lovett said their cost estimate for putting in a sewer system for the homes on Cason Ave is $400,000. The Pump Station itself will be $100,000. The Committee was hoping to get a lot more accomplished with $100,000. Eddie says he has been trying for 4 years to make this happen and there has never been a solution. He thinks the City should start planning to take action. Eventually it will have to be done, he says. C. Cason Avenue Cost Estimate a. Paul motions that the City will assess the feasibility for the 4 houses on Cason Ave to decide what it would cost, if it could be within $100,000, and speak with the homeowners to see if they would be willing to give up about a 20’ x 20’ easement. Barry seconded. IV. GROUNDWATER WITHDRAWAL PERMIT A. Special Conditions Fee Proposal a. Bill has given the City the proposal. The requirements do not include the already approved $17,000 to pay Chatham County MPC to participate in hiring the employee to do the work, also the Water Sewer Rate Study will cover the tiered rate requirement. Bill discusses some of the guidelines with the Committee. The proposal needs to go to Council. Paul motions and Barry seconds. V. TYBRISA STRAND UPDATE A. Electrical Panel Change Order a. A new backboard for the electrical panel that services the pump station is needed. The estimate the City has received is too high and the committee agrees it should be done in house. B. Summary Change Order a. Bill says he will have the Summary Change Order at the next meeting. VI. TE GRANT STATUS A. Butler Avenue Sidewalks B. DOT Contract is here for the city to execute VII. WASTEWATER TREATMENT PLANT A. Antidegradation Review 1. Comments have been received from EPD and are being addressed a. Comments were made about the GEFA rate being 4.1% and Tybee only pays 3.1%. We responded as Tybee is a water first community. 2. Will require 30-day public notice after EPD concurrence a. Public notice or hearing is required before approval. B. Watershed Assessment 1. Monitoring Plan approved by EPD 2. Joe Richardson issued a Notice to Proceed C. Phosphorous Study 1. Still discussing phosphorous removal with equipment manufacturers 2. EPD is addressing our written request for justification of a proposed phosphorous limit a. Bill stated that it was moved up the ladder. D. Grit Removal and Odor Control 1. Under design 2. EPD Submittal Mid May E. Wasteload Allocation 1. EPD has approved 1 year extension 2. Begin DDR a. Need to make a Design Development Report. HGBD will have a proposal next month. VIII. GROUNDWATER PERMIT A. Annual Average Permitted Limit 0.960 MGD B. 2007 Annual Average 0.977 MGD a. Tybee Island had violated its limit this past year. A response is required. C. Draft Letter to EPD a. Bill has provided a draft response letter but it may be changed however the City feels necessary. Bill says that George could respond because he has the license and is ultimately responsible but he feels it would be better if the Mayor were to sign. D. Test Well for Salt Water Intrusion – (George Reese – Report) a. George explains that there will be 5 wells drilled to check for salt water intrusion. Need to pick a site with the City Manager.
