MINUTES: The minutes of the March 2 meeting were considered. Fereday moved to approve the minutes. Anderson seconded and the motion carried. III. STATUS REPORTS: Staff reported no congressional action to date on approval of the FAA 1994 budget. Staff noted delivery of the rotary snowplow. Painting the equipment yellow or red was recommended with a checkerboard on the roof. IV. REQUEST FOR QUALIFICATIONS, AIRPORT PLANNER: ++++++++++++ Staff reported that this had been reviewed by the FAA and others. Anderson, Tucker, Schmidt and Sundby will visit with Mr. Larson in Seattle on April 20 for a pre -advertisement conference to ensure that FAA understands the possible relocation issue and other details of the proposal. After discussion and review, Fereday moved to recommend to the City Council that the City approve the RFQ and advertise for an airport planner for a 1995 AIP for a Master Plan Update though holding any advertisement until after the preplanning conference on April 20. Anderson seconded and the motion carried unanimously. V. NEW LEASE; SOUTH COAST LUMBER CO. +++++++++++++ The Committee reviewed the proposed lease. The numbering has been changed and this lot is referenced on the final plat of the airport as Lot 6A, not A and B as had been earlier planned. Fereday moved to recommend approval of the lease to the City Council with the amendment to the numbering noted. Anderson seconded and the motion carried unanimously. VI. MEMBER APPOINTMENT POLICY DISCUSSION: The Committee discussed, at the Council's request, the recently adopted policy. The Committee opined that the majority of the committee should be pilots or aviation professionals. The policy involves the committee and they felt that reappointments could be handled the same as new appointments. The Committee endorses the policy as written. VII. MANAGEMENT FEE INCREASE REQUEST, PIONEER AVIATION: A letter from Pioneer was discussed. Another letter from MATCO/Wilderness Air was also considered. The Committee asked to review the existing agreement at the next meeting and believed that, if technical problems can be overcome, both FBO's should periodically bid on the management fee. The history of the issue was discussed. Committee asked staff to review the technical issues of relocation of the AWOS with the staff of Radio Communications Inc. which maintains the equipment. Anderson moved to table the matter to the May agenda. Tucker seconded and the motion carried. VIII. OTHER: Parking limitations were discussed and a copy of the state code and signage would be given to MATCO. Grading of the area on the east of Pioneer Aviation was requested. IX. ADJOURNMENT: Fereday moved to adjourn at 1:50 p.m. Anderson seconded and the motion carried. We think we have enough interest to go ahead with a second building east of our existing one. We intend to build it this summer. It will be very similar to the existing building. We do not feel we will have enough interest to build on the south side of these buildings, so will do whatever is needed to release options we have there. Feel free to use any engineering data or design that Toothman-Orton did for us that pertains to the south side. I was dealing with Denny Price (telephone 888-1465) of A11 American Insurance in the Boise area, concerning the bond. He was going to get back to me with a price and whatever else needed to be done. He did not and I conveniently forgot about it. I have left a message for him to get the whole thing going again. Your patience on this is appreciated. Let me know what you need. Sincer Smith Partner REQUEST FOR QUALIFICATIONS TO PROVIDE AIRPORT PLANNING SERVICES FOR THE CITY OF MCCALL, IDAHO The City of McCall is requesting statements of interest and qualification from qualified consultants to provide airport planning services. The scope of work for the Airport Planning Project may include the following: 1. Study designs to establish the framework and detailed work program. 2. Airport site selection studies. 3. Airport data collection and facility inventories. 4. Aeronautical activity forecasts and demand/capacity analyses. 5. Environmental assessment. 6. Determination of Facilities Requirements. 7. Compatible land use planning in the vicinity of airports. 8. Airport development schedules and cost estimates. 9. Airport financial planning. 10. Participation in public information programs and/or public hearings relating to airport development and planning projects. 11. Airport Layout Plan. 12. Report Printing. Responses must include: 1. Firm's legal name, address and telephone number. 2. State in which incorporated. 3. Principal(s) of the firm, and their experience and qualifications. 4. Experience and qualifications of the staff to be assigned to the project. Specify name of Project Manager. 5. Description of the firm's recent prior experience which shall include the following: a. A11 projects relative to airport planning and environmental studies which have been completed by your firm within the last three years. b. A11 current projects related to airport master plan development. c. Identify the starting date and completion date of each of the projects listed above. d. List the sponsor's name, the name of a contact person and telephone number where the project was completed or is currently being performed. e. For each of the projects listed above, identify the original project budget and the actual expenditure on the completed project. 6. Proposed schedule for activities and firm's anticipated availability. Respondents will be evaluated according to the following factors: 1. Capability to perform all aspects of project such as planning, environmental evaluations, financial analysis. 2. Recent experience in airport projects comparable to proposed projects. 3. Reputation for personal and professional integrity and competence. 4. Evidence that consultant has established and implemented an Affirmative Action Program. 5. Consultant qualifications. 6. Availability and capacity of consultant. 7. Current workload. 8. Demonstrated ability to met schedules or deadlines. 9. Familiarity with and proximity to the geographic location of the project. 10. Demonstrate an understanding of the project's potential problems and sponsor's special concerns. 11. Degree of interest shown in undertaking the project. 12. Overall quality of response, detail of schedule. 13. Use of existing plans, maps, and reports already purchased by the city. Questions that arise as a result of the Request for Qualifications should be addressed to: Airport Manager, P.O. Box 1065, McCall, ID 83638. Unless an amendment to this RFQ is issued, no discussion with any city staff member or other city representative permits deviation from any of the requirements of this solicitation. Any contract awarded under this Request for Qualifications is expected to be funded in part by the United States Federal Aviation Administration and by the State of Idaho, Bureau of Aeronautics. This procurement will be subject to Federal Aviation Administration Regulations and Attachment "O" of the OMB Circular A-102. The selection process will be guided by FAA Advisory Circular 150/5070-6A, 150/5100-14C, 150/5300-13 and FAA Order 5050.4A as currently are approved or may be amended up to the submission date for FAA approval. The proposed contract will be under and subject to Executive Order 11246 dated 24 September 1965, as amended (Affirmative Action to ensure equal opportunity.) In addition, minimum Disadvantaged Business Enterprise participation shall be required of the selected firm. Responses to the RFQ shall specifically not include any references to costs associated with undertaking this planning project. Responses shall be submitted no later than 5 p.m. to the City Clerk's office, McCall, Idaho on the due date. Fax submissions will not be accepted. Five copies of the proposal shall be submitted. Following the City's evaluation of the Request for Qualifications, the City may interview several firms. You will be notified whether or not your firm has been selected for an interview. The city will select a preferred firm and will then negotiate a contract that firm. If those negotiations are not successful, the city will end those negotiations and enter negotiations with the next highest firm. The City desires to have the scope of services negotiated and the contract approved by the FAA so a notice to proceed may be given shortly after October 1, 1994. Box 1065 McCall, Id. 86368 and: South Coast Lumber Co., an Oregon Corporation P.O. Box 670 Brookings, Oregon 97415 This lease, made and entered into this 1st day of March 1994, by and between the City of McCall, a municipal corporation of the State of Idaho, hereinafter called the Lessor and South Coast Lumber Co. hereinafter called the Lessee, WITNES SETH: WHEREAS, the McCall Municipal Airport has vacant land to rent and lease and WHEREAS, this asset, whenever possible, should be made to produce income for the Airport Fund and WHEREAS, The uses must be compatible, or at least not interfere with, the mission of the fund to provide safe air transportation and aircraft ground activity for pilots, aircraft, and the public, NOW THEREFORE, in consideration of the mutual covenants and conditions hereinafter set forth, it is hereby agreed as follows: SECTION I: DESCRIPTION, RIGHTS AND PRIVILEGES OF LESSEE, RENEWAL, AND RENT A. B. C. D. Description of premises: An undescribed parcel measuring 95' X 150' , totaling 14,250 sq. ft. on the McCall Municipal Airport together with ingress and egress to and from the leased area. The area leased is depicted on Exhibit C and is identified as Lot 6C & 6D (lots C & D, Block 6) Exclusive Rights and Privileges: The Lessee shall have the exclusive rights and privileges following to wit: The use of the land as tenant for the lease term. Term: The term of this lease shall be for twenty (20) years, commencing March 1, 1994, to February 28, 2014. Renewal: This lease is renewable under the same terms and conditions for up to 40 years. Rent: The annual rental rate of 7.5 cents per square foot for bare ground and 15 cents for land covered by buildings and structures totaling $1,488.75 is due and payable in advance upon execution of this lease. City Council Resolution 10-90 governs rental rates and rate adjustments which is attached as Exhibit D. The lease rate shall be adjusted by an annual CPI adjustment. It is agreed that there will be no adjustment to the base rate until and unless the city further improves the lease areas with a paved street and parking areas similar to that shown on the AIRPORT LAYOUT PLAN prepared by Toothman-Orton Engineering Company dated January 17, 1991, and with water and sewer. SECTION II. GENERAL CONDITIONS The lessee shall be subject to and governed by the General Conditions for airport leases adopted and approved on June 23, 1988, attached as Exhibit A. The lessee shall also be subject to the "Minimum Standards for Private Uses on Commercial Operations: as adopted by the McCall City Council on June 28, 1990 insofar as they do not conflict with the "General Conditions for Airport Leases: adopted and approved on June 23, 1988. SECTION III. SPECIAL CONDITIONS The Lessee shall be subject to such Special Conditions as are listed on Exhibit B, attached hereto. Ball, CFO South Coast Lumber Co. EXHIBIT B SPECIAL CONDITIONS AIRPORT TENANT LEASE CITY OF MCCALL, IDAHO SOUTH COAST LUMBER CO. 1. The insurance requirements of the General Conditions, Exhibit A, is altered to provide owners, landlords and tenants insurance with a minimum limit of $500,000 CSL (Combined Single Limit.) 2. The City will not plow from private taxiways and ramps created by the lease. 3. The Lessee shall secure final site plan approval to ensure conformance with required airport set -backs, height restrictions and other aviation issues by Toothman-Orton Engineering Company, Boise, Idaho. 4. Prior to construction, the tenant shall have prepared a site plan containing the following items: a. Site plans shall be compatible with the development concept identified in the Airport Layout Plan; b. Site plans shall consider impact to adjacent lease sites; particularly grading, drainage, and access; c. Site plan preparation and general criteria for site development shall be obtained from the City of McCall airport engineer; d. Prepare a site grading and drainage plan; 1 foot contours and spot elevations on airport elevation datum. Identify lease area dimensions, setbacks, proposed slopes, drainage features, snow storage areas, pavement areas, drainage pipe sizes and locations, and other special features. Scale at 1 inch equals 40 feet or larger. e. Identify proposed pavement sections on the plan; namely, thickness and type asphalt, base course thickness and type, and subgrade preparation. f. Identify other special services desired or planned such as telephone, power, water and sewer service, and site access. g. Such site plan shall be stamped and approved by the City's Airport Engineers. 5. The recommended pavement section for the taxiway apron area is two inches of asphalt concrete (AC-5 or AC-10) placed on six inches of 3/4 inch aggregate base course. The aggregate base course should be place on a suitable, completed subgrade material (CBR greater or equal to 10). The natural sandy, silty gravel in the area is normally suitable for subgrade material. 6. Color: Side panels shall be tan and roll panels and trim brown, the same or similar to the hangar constructed on Lot 1A, (Slaton Hangar). 7. Water service is now available to this lot and, if a restroom is contemplated in the building, must be connected to this water source. The leasee shall pay all capital and hook-up charges to the city when the connection is made, and all monthly service charges thereafter. 8. Sewer service is not available to this lot. The city is planning to serve the area in the near future. If a restroom is contemplated for the building, the leasee shall install a vault to specifications of the Central District Health Department, shall pay the sewer connection fees to the city and the city will pump the tank until central service is available. When central service is available, the building will be connected at no further charge to the leasee. The leasee will pay city service charges from the time service is rendered. 9. This request is to raise the reimbursement from the City to Pioneer from $50.00 per month to $100.00 per month In addition to excecuting the terms of the original agreement, Pioneer sends out notices to resident tie -down aircraft owners every year, with postage and materials paid by Pioneer. We also maintain plowed transient tie - downs all winter, and we easily exceed $50.00 of reim- bursement in labor and equipment costs virtually every month of the year. Pioneer does have a sense of pride in the McCall Airport and a sense of our civic duty, but as a business, we would at least like to approach a break-even point. Box 1065 McCall, ID 83638 McCall Air Taxi would like to take this opportunity to offer the City of McCall - free of charge - the operation of the unicom and weather station on our premises. We believe this would be economically advantageous for our operation. Historically the unicom, used for greeting and directing transient traffic, increases the fuel .business for the FBO operating the unicom. We are also very willing to tag overnight aircraft for the City of McCall at $.25 per aircraft. As we recall, $.25 per aircraft is the current rate; if not, we will retain the current rate. All we ask in return is for the City to provide some extra tie down chains and hooks, as it is a liability to tag an aircraft that is not tied down securely. Having plowed transient parking in front of our location last winter, we found the financial return such that we will continue to so do for that reason alone. Thank you for your consideration.
