WATER DEPARTMENT BUDGET AMENDMENT for 500 Extra Automatic Water Meter Reading Firefly Units and additional backup gateway units - $73,226 A. We need 250 more units but want another 250 for backup stock. Additional monies for the budget amendment are coming from an old CD worth more than $300,000.00. Paul Wolff moves to approve. Barry Brown seconded. II. LEEANN MICHAELS/SALT PINES HOA – Asking for refund or credit for water bill for trash and sewer charges for pool meter before January of 2008 A. Paul Wolff moves to approve credit for 4 years prior to January 2008 and credit to be given on a monthly basis. Barry Brown seconded. III. 12TH TO 15TH STREET AREA DRAINAGE STUDY A. Survey Complete B. Building the Electronic Model C. Draft response within two weeks – 1st phase of report IV. GROUNDWATER WITHDRAWAL PERMIT A. Response to letter to EPD B. July pumping rate – 1.376 MGD C. Permit .960 MGD Annual Average, 1.600 MGD Monthly Average D. 2009 Rates (same as 2004) or .916 Annual Average V. WATER AND SEWER RATE STUDY A. GEFA requirements state we need the advertisement to run for 2 days. The affidavit from the paper says it only ran 1 day even though 2 days were requested in writing which Bill Lovett has a copy of. Bill Lovett is going to call the paper tomorrow to find out if it ran the second day or not. He has spoken to GEFA about waiving the 2nd day requirement. They said it probably could because of the circumstances. They will need to be provided a copy of the letter requesting the 2 day service from the paper. 8 bidders responded so the community was aware of the project. VIII. WASTEWATER TREATMENT PLANT A. Antidegradation Review 1. EPD’s comments have been addressed 2. Public Notice information provided to City • Run advertisement for 2 days in the paper • Post on Bulletin Board at City Hall for 1 month • Have Antidegradation Review available for anyone to look at B. Watershed Assessment 1. Sampling Continuing C. Phosphorous Study 1. EPD is addressing our written request for justification of a proposed phosphorous limit 2. We need this before we can prepare the DDR. 3. Discussions with EPD are not encouraging. HGBD think that everyone who discharges into the Savannah River will be affected. Tybee discharges into the ocean not the river, which is why we are questioning our limitations. D. Grit Removal and Odor Control INFRASTRUCTURE COMMITTEE MEETING MI NUTES August 14, 2008 DRAFT Page 3 of 3 1. EPD review is complete and under their in-house review. 2. EPD’s Minor Comments a. Would like to see a second pump at grit station i. HGBD does not think this would be beneficial for the city. Our current grit chamber acts as a backup. b. Wants us to consider oxygen injection as odor control at Pump Station #6. IX. TE GRANT STATUS A. No Change X. TYBRISA A. Contractor fixed small drainage problem near the Christy Department Store 1. Joe Wilson would like for the contractor to fix the dead Palm trees before Pirate’s Festival and reevaluate the Irrigation system. XI. GEFA GRANT A. Concept to Transition Customers from Septic Tanks to City Sewer System 1. This grant would be a revolving grant to reimburse plumbing costs for homeowners that have gravity issues preventing them from normal hook up to the sewer lines. A new ordinance would be made for this. Paul Wolff motions to have the City apply for the grant and Barry Brown seconds. XII. SLUDGE REMOVAL PROPOSALS A. Republic Services has the best bid. They are an existing vendor and the Water/ Sewer Department is pleased with their service. Paul Wolff recommends that we stick with Republic Services and take it to 2nd council meeting this month to get a contract in place. Barry Brown seconds.
