I. 12TH TO 15TH STREET DRAINAGE STUDY A. Review and Comment 1. Study completed and submitted to the city. B. Phasing 1. 14th St with 2 sub phases 2. Tybrisa St 3. 13th St 4. 15th St 5. 12th St Paul Wolff motions to the committee to put out an RFP for Phase 1 with the sub phases together or separate and an alternate. Barry Brown seconded. II. SOUTH END STREETSCAPE PROJECTS A. Tybrisa/Strand Access Improvements a. Two-way traffic – need to widen the road between the roundabout and the Marine Science Center. Paul Wolff moves to recommend that council authorize HGBD to draw plans for this project ASAP. Barry Brown seconded. b. Discuss this location as an possible additional compactor and recycling center – It is decided by the committee to reevaluate this after the surveying of the two-way traffic. B. Tybrisa to Izlar Sidewalk Replacement on Butler with attractive pavers but no loss of parking. III. STATE AID DOT GRANT A. 2nd, Lovell, Jones and Van Horne Streets 1. For resurfacing and bike path 2. Will need 4 separate grant applications B. Applications due December 31, 2008 IV. GROUNDWATER WITHDRAWAL PERMIT A. Review of Meeting w/Jeff Larson, Assistant Branch Chief, Watershed Protection Branch, EPD 1. Discussed alternate sources of water 2. Need to write a plan with a schedule to Jeff Larson within a month B. Groundwater Withdrawal Summary 1. .957MGD is the average usage for the past 12 months reviewed. 2. .96MGD is the current permitted amount 3. .916 MGD is the anticipated permitted amount Replacement amount needed is .041 MGD C. Replacement Alternatives 1. Conservation a. Bill Lovett believes we will see some conservation when the new rates kick in but not enough to help in the long haul. b. Diane has agreed to look into the meter readings on the public beach showers to determine if they should be removed to help conserve water. 2. Lower Floridian a. It is believed that there is leakage from the Upper Floridian (which is what we currently use) into the Lower Floridian, so it may not be our best source. The overall estimated cost of implementing such a well including the test well is about $2,000,000 for a system that may or may not work. 3. Water from Savannah a. Bill Lovett estimates it would cost about $4,000,000 to run a line from Wilmington Island plus we will have to pay Savannah for our water usage. D. Schedule to get to .916 MGD V. FT. SCREVEN WATERLINES A. Project Status - Good B. Meddin Drive Line Relocation 1. The line was made straight without harming any vegetation and saved some money on the project. C. GEFA Loan Status 1. First Loan Draw ($490,833.02) made August 20th VI. WASTEWATER TREATMENT PLANT A. Grit Removal and Odor Control 1. Approved by EPD a. Second Pump not included in this project – will be considered with the plant expansion. 2. City and In-House Review Underway 3. Begin Advertising B. Antidegradation Review 1. Public Notice Period Began September 8th, 2008 2. Comments Received from Public C. Watershed Assessment 1. Sampling Continuing D. Phosphorous Study 1. No response from EPD on requirement for Phosphorous limit 2. Discussion with Jeff Larson not encouraging a. He basically stated that everyone will have a limit 3.
