II. STATUS REPORTS;
A. 1994 AIP: The proposed construction continues to be
locked in Congress. The project is now in a critical path and a
decision to build or delay the construction should be reached
within the next 20-30 days. A serious fire season, weather, and
contractor's ability to meet the schedule must be included in the
decision.
B. 1995 AIP/MASTER PLAN UPDATE: Tucker, Anderson and Schmidt
reported on the April 20 meeting with the FAA in Seattle.
III. J.B. SCOTT LETTER:
The Committee discussed with Jim Crawford the wing tip
clearance problems and proposed to review this issue with the
engineers. The Committee recommended that they meet with the
Public Works Director in the fall before the next snowplowing
season.
IV. NEW LEASES: +++++++++++++
The Committee reviewed the two proposed leases, noting that
if construction occurs this year, hangar construction will not
interfere with the AIP project. After discussion, Anderson moved
to recommend approval of the leases to John Wyman and to Richard
and Holly LaSan to the City Council. Saleen seconded and the
motion carried unanimously.
V. AIRPORT MANAGEMENT AGREEMENT: +++++++++++++
The proposal by MATCO to take over the UNICOM, parking
management and other field management issues was discussed. In
the short term, no access to the MATCO hangar for the AWOS phone
line exists. The Committee asked the staff to advise
Toothman-Orton of the wishes to reroute this line along the
Parallel Taxiway to locate the AWOS computer in the old Tanker
base building, and to determine if a change order to the existing
project could be utilized. Fereday so moved, Wolf seconded and
the motion carried.
After further discussion, Tucker moved to recommend to the
city council that the agreement with Pioneer Air be extended for
one year at the current rate. Fereday seconded and the motion
carried unanimously Mr. Braun agreed to accept these terms and
conditions.
VI. OTHER BUSINESS:
The Committee thanked Tucker and Anderson for their efforts
in coordinating the 1995 project with the FAA.
VII. ADJOURNMENT:
At 1:20 p.m. the meeting adjourned.

This lease is made and entered into this day of May,
1994, by and between the City of McCall, a municipal
corporation of the State of Idaho, hereinafter called the
Lessor and Richard and Holly LaSan , hereinafter called the
Lessee,
WITNESSETH:
WHEREAS, the McCall Municipal Airport has vacant land to
rent and lease and
WHEREAS, this asset, whenever possible, should be made to
produce income for the Airport Fund and
WHEREAS, the uses must be compatible, or at least not
interfere with, the mission of the fund to provide safe air
transportation and aircraft ground activity for pilots,
aircraft, and the public,
NOW THEREFORE, in consideration of the mutual covenants and
conditions hereinafter set forth, it is hereby agreed as
follows:
SECTION I: DESCRIPTION, RIGHTS AND PRIVILEGES OF LESSEE,
RENEWAL, AND RENT

Description of premises: An undescribed parcel
measuring 95' X 150', totaling 14,250 sq.ft, on the
McCall Municipal Airport together with ingress and
egress to and from the leased area. The area leased
is depicted on Exhibit C and is identified as Lot 6B
(lot B, Block 6)
Rights and Privileges: The Lessee shall have the
exclusive rights and privileges following to wit:
The use of the land as a tenant for the lease term.
Term: The term of this lease shall be for twenty (20)
years, commencing June 1, 1994, to May 31, 2014.

Renewal: This lease is renewable under the same terms
and conditions for up to 40 years.

Rent: The annual rental rate of 7.5 cents per square
foot for bare ground and 15 cents for land covered by
buildings and structures totaling $ 1,068.75 is
due and payable in advance upon execution of this
lease. This payment is calculated for the entire site
at the bare ground rate. When a hanger is constructed
the lease rate will be amended to impose the .15 per
square foot rate on the building area. City Council
Resolution 10-90 governs rental rates and rate
adjustments which is attached as Exhibit "D". The
lease rate shall be adjusted by an annual CPI
adjustment. It is agreed that there will be no
adjustment to the base rate until and unless the city
further improves the lease areas with a paved street
and parking areas similar to that shown on the AIRPORT
LAYOUT PLAN prepared be Toothman-Orton Engineering
Company dated January 17, 1990, and with water, sewer,
and electrical services
SECTION II. GENERAL CONDITIONS AND MINIMUM STANDARDS:
The lessee shall be subject to and governed by the General
Conditions for airport leases adopted and approved on June
23, 1988, attached as Exhibit "A".
The lessee shall also be subject to the "Minimum Standards
for Private Uses on Commercial Operations" as adopted by
the McCall City Council on June 28, 1990, and attached
hereto as Exhibit "C", insofar as they do not conflict with
the "General Conditions for Airport Leases", Exhibit "A".
IN WITNESS WHEREOF: The parties hereunto set their hands

SPECIAL CONDITIONS
AIRPORT TENANT LEASE

Lot B, Block 6
1. The insurance requirements of the General Conditions,
Exhibit A, is altered to provide owners, landlords and
tenants insurance with a minimum limit of $500,000 CSL
( Combined Single Limit.)
2. The City will not plow from private taxiways and ramps
created by the lease.
3. The Lessee shall secure final site plan approval to
ensure conformance with required airport set-backs, height
restrictions and other aviation issues by Toothman-Orton
Engineering Company, Boise, Idaho.
4. Prior to construction, the tenant shall have prepared a
site plan containing the following items:
a. Site plans shall be compatible with the development
concept identified in the Airport Layout Plan;
b. Site plans shall consider impact to adjacent lease
sites; particularly grading, drainage, and access;
c. Site plan preparation and general criteria for
site development shall be obtained from the City of
McCall airport engineer;
d. Prepare a site grading and drainage plan; 1 foot
contours and spot elevations on airport elevation
datum. Identify lease area dimensions, setbacks,
proposed slopes, drainage features, snow storage
areas, pavement areas, drainage pipe sizes and
locations, and other special features. Scale at 1
inch equals 40 feet or larger.
e. Identify proposed pavement sections on the plan;
namely, thickness and type asphalt, base course
thickness and type, and subgrade preparation.
f. Identify other special services desired or planned
such as telephone, power, water and sewer service,
and site access. Include the floor elevation and
hangar height to the highest point to permit the
city to file the Part 77 filing "Notice of Airport
Construction" to the FAA.
g. Such site plan shall be stamped and approved by
the City's Airport Engineers.
5. The recommended pavement section for the taxiwa¥ apron
area is two inches of asphalt concrete (AC-5 or AC-10)
placed on six inches of 3/4 inch aggregate base course.
The aggregate base course should be place on a suitable,
completed subgrade material(CBR greater or equal to 10).
The natural sandy, silty gravel in the area is normally
suitable for subgrade material.
6. Color: Side panels shall be tan and roof panels and
trim brown, the same or similar to the hangar constructed
on Lot 1A,(Slaton Hangar).
7. Water service is now available to this lot and, if
a restroom is contemplated in the building, must be
connected to this water source. The lessee shall pay all
capital and hook-up charges to the city when the
connection is made, and all monthly service charges
thereafter.
8. Sewer service is not available to this lot. The city is
planning to serve the area in the near future. If a
restroom is contemplated for the building, the lessee
shall install a vault to specifications of the Central
District Health Department, shall pay the sewer connection
fees to the city and the city will pump the tank until
central service is available. When central service is
available, the building will be connected at no further
charge to the lessee. The lessee will pay city service
charges from the time service is rendered.
9. The use of the building is for aircraft storage. No
other future use is contemplated.

Renewal: This lease is renewable under the same terms
and conditions for up to 40 years.

buildings and structures totaling $ 1,350.00 is
due and payable in advance upon execution of this
lease. This payment is calculated for the entire site
at the bare ground rate. When a hanger is constructed
the lease rate will be amended to impose the .15 per
square foot rate on teh building area. City Council
Resolution 10-90 governs rental rates and rate
adjustments which is attached as Exhibit "D". The
lease rate shall be adjusted by an annual CPI

further improves the lease areas with a paved street

Gentlemen:
I would like to draw your attention to a problem we are exper-
iencing with the City of McCall at our hangar location on the
McCall Airport.
The taxiway to our hangar is 40 ft. wide. Since the day we
signed our contract with the City for the lease, we have owned
aircraft with wingspans in excess of 60 ft. We currently own an
aircraft with a wingspan of 67 ft., which leaves us with more
than 10 ft. of wingspan extending beyond the current taxiway on
each side.
The City says they cannot plow wider than the width of the
taxiway in the winter, and plowed snow isn't removed, so it
remains bermed at the edges of the taxiway. For the last three
years, we have had to plow the taxiway out to 80 ft. at our own
expense, so that we could get our aircraft to and from our
hangar.
We have put up with this problem up to now, as we hoped that once
the Airport Master Plan was finalized, this inadequacy of the
taxiway would be acknowledged and corrected. We did not choose
our hangar location, this is where the City placed us. If this
is to be the designated area for corporate aircraft, the City
should maintain a safe and adequate means of ingress and egress.
I hope that we can solicit your support as a Committee, and as
safe and responsible pilots, to help us convince the City to
widen this taxiway.

Dear Mr. Crawford,
I received your letter in the early afternoon of April 6, just
after the Airport Advisory Committee's monthly meeting Shat day.
I will forward your letter to the Committee at their May meeting,
and also to our airport engineers for their comments.
I also wanted to let you know that in the past 2 weeks, the city
has taken delivery on a self-propelled snowblower for use at the
airport. With base closings throughout the country, the Idaho
Air National Guard had an opportunity to secure a new one. The
one they retired which we purchased is in excellent condition.
I cannot tell you precisely how that will alter our snowplowing
efforts at the airport next season, but I believe it address some
of the problems which you are having.
I will let you know the outcome of the May committee meeting and
the subsequent Council action. If you have questions, please
call.

AGENCY AGREEMENT
In consideration of the covenants and agreements herein
contained, the City of McCall, a municipal corporation of the
State of Idaho, P. 0.' Box 1065, McCall, Idaho 83638, hereinafter
called Principal, and Pioneer Air Service, Inc., an Idaho
corporation, P. O. Box ~, McCall, Idaho 83638, hereinafter
called Agent, agree as follows:
1. Agent is hereby employed as the agent of the Principal to
do and perform the following services at the McCall Municipal
Airport:
a. Manage, assign and collect for all transient
aircraft tie-down spaces at rates set by Principal.
b. Manage, assign and collect for all resident ~
aircraft tie-down spaces at rates set by Principal.
c. Operate and manage UNICOM (CTAF), pursuant to
Federal Aviation Administration and Federal
Communication Commission regulations.
d. Monitor AWOS and make emergency broadcasts of
weather and altimeter data in case of AWOS failure.
e. Log all commercial landing at the airport for
assessment of landing fees by the Principal and
submit logs to the City Treasurer by the 10th day
of each month for the preceding month.
f. Report any unsafe conditions, practices or equipment
failure to the airport manager immediately and report
any violations of the city code pertaining to airport
use to the airport manager.
2. Ail funds collected by the Agent shall be accounted for and
paid to the City Treasurer by the 10th day of each month for the
preceding month, during the term hereof.
3. The Principal shall:
a. Pay to Agent the sum of $50.00 for each month during
the term hereof.
b. Maintain and repair, at its expense, the AWOS, UNICOM
and NDB, and to be responsible for such equipment and the
condition thereof except for damage caused by negligence
of the Agent
4. The term of ~his agreement shall commence July 1, 1991 and
end June 30, 1993.
IN WITNESS WHEREOF, the parties have caused this agreement to

LETTER OF AGREEMENT
Effective:
SUBJECT: Persons Authorized to Issue NOTAMs
1. PURPOSE: To maintain a current list of persons authorized
to Issue NOTAMs for the McCall Municipal Airport.
2. SCOPE: The procedures outlined herein are to ensure that
only authorized persons may contact Boise Automated Flight
Service Station to issue NOTAMs for this airport.
3. RESPONSIBILITIES:
a. The Airport Manager is responsible for providing Boise
Automated Flight Service Station with current Information for
Attachment 1, Persons Authorized to Issue NOTAMs. This may be
sent to Boise Automated Flight Service Station, 3975 Rlckenbacker
Street, Boise, Idaho, 83705, Attention: Roberta.
b. The Airport Manager or his representative, may call
Boise Automated Flight Service Station on line 1-800-253-3458 to
issue/cancel a NOTAM.
c. Boise Automated Flight Service Station is responsible
for contacting the Airport Manager if someone other than those
listed on Attachment 1 issues a NOTAM for this airport.
