Attendees: Eddie Crone, Bill Lovett, Barry Brown, Joe Wilson, Diane Schleicher, George Reese, Paul Wolff, Jennifer Oetgen, Claire Price Approve the minutes of the October 9th meeting. Paul Wolff approved and Barry Brown seconded. I. HENRY LEVI – Water Sprinkler Issue and Request A. Mr. Levi would like to have a separate meter but the city no longer sells sprinkler meters. A shallow well may be a better option for Mr. Levi. Either way will be costly. Least expensive option is to cap off the line and not use it or hire a plumber to fix the issue. The most expensive option is to place a meter on the line and payback the past four years that have not been paid. Either way it should be cut off immediately then Mr. Levi should let Claire Price or Diane Schleicher know which option he chooses. II. DPW TOPICS A. Electrical Needs at the Strand 1. Joe Wilson explains that the ground fault breaker can trip when too much power is being used or when it rains. 20 amps per outlet is capable and needed to supply the event vendors. The electrical work can be done in house to save costs. Joe Wilson will get the cost specifics by the next Infrastructure meeting. It is discussed that the vendors using electricity could pay $10 more. B. Beach Crossover Bid Review 1. Crossovers are located at Marine Science Center, Tybrisa St and Byers St. The bids were for Marine Science Center and Tybrisa St. Two of the Seven bidders bid the jobs together which is not how the pricing was requested. After reviewing the prices it is decided the work should be done in house. Joe says this time of year our workers will have the time to complete jobs of this size. The committee also discussed using the Brazillian Hardwood on the Tybrisa St. crossover to test its durability in our environment. Paul Wolff moves that all three crossovers be completed in house and Brazillian Hardwood be tested on Tybrisa St. Eddie Crone seconded and Barry Brown agreed. III. PROPOSED WATER AND SEWER RATES A. Discussion Topics 1. Base rate includes 3000 gal consumption. 2. Residential Senior base rate must be 50% of residential base rate. 3. Sprinkler rate – pay for first 1000 gal B. Proposed Rates 1. Vacation rental properties should pay commercial rate. 2. Common meter customers pay base rate per unit – 1st 3000 gal included. Jennifer Oetgen and Claire Price will continue research. C. Schedule 1. Infrastructure Committee November 13 – will have final recommended rates. 2. Council Workshop (Early December) – Paul Wolff does not think another workshop will be necessary. 3. City Council December 11 – Rates will be presented. IV. GROUNDWATER WITHDRAWAL PERMIT A. Methods to Reach .916 MGD 1. Tiered Rates/Conservation 2. Beachside Showers a. Barry Brown plans to make a motion tonight to stop usage. B. Letter to Jeff Larson will include the above topics. V. 14TH STREET DRAINAGE A. Project Status 1. All surveys are completed and it is under design now. Bill Nicholson has been coordinating with Downer Davis. They should be ready to advertise around November 6th. B. Schedule 1. Advertise November 6th 2. Open Bids December 9th 3. Writing Letter of Approval December 10th 4. Recommendation to Council December 11th 5. Notice to Proceed – Early January, 2009 VI. SOUTH END STREETSCAPE PROJECTS A. Tybrisa/Strand Access Improvements 1. Status - On Hold until we get pricing on 14th St. Project DOT Grants B. Tybrisa to Izlar Sidewalk Replacement 1. Status - On Hold until we get pricing on 14th St. Project DOT Grants VII. DOT GRANTS A. Safe Routes to Schools 1. Jones and 8th Streets a. Bill Nicholson is going to a workshop to learn more about Safe Routes to Schools. He does not think we will get the money to resurface the roads, only the bike paths. B. State Aid 1. 2nd Avenue, Van Horn and Lovell Streets VIII. FT. SCREVEN WATERLINES A. Project Status 1. The contractor is still projecting to be completed by the end of the year. The contracted completion date was May 28, 2009. They are currently five months ahead of schedule. IX. WASTEWATER TREATMENT PLANT A. Grit Removal and Odor Control 1. Advertisements a. The first ad is in today’s newspaper the second will run in two weeks. 2. Permit Status a. The finals have been received today from the Soil Conservation Service 3. Bid Date a. November 20, 2008 @ 2:00pm B. Antidegradation Review 1. Approved by EPD C. Watershed Assessment 1. Sampling Continuing D. Phosphorous Study 1. No response from EPD on requirement for Phosphorous limit 2. Discussion with Jeff Larson not encouraging 3. HGBD to prepare DDR proposal to include phosphorous removal X. REVIEW PROPOSED WATER AND SEWER BUDGET AMENDMENTS A. WATER - $61,000 B. SEWER - $107,000 Minutes are respectfully submitted by Jackie Cary.
