Attendees: Bill Nicholson, George Reese, Paul Wolff, Jennifer Oetgen, Joe Wilson, Bill
Lovett, Barry Brown, Eddie Crone, Diane Schleicher.
Approve the minutes of the October 23, 2008 Meeting
Paul Wolff moved to approve and Barry Brown seconded.
I. PROPOSED WATER AND SEWER RATES
A. Recommended Rate
1. A new rate classification of Short Term Residential Rental is
added. It is classified the same as a Commercial Single account
with a 3000 gallon monthly allotment with the $4 a month higher
base charge.
2. Residential will increase an average of $9 per month.
3. Residential Senior will have no increase for usage of 3000 gallons
per month.
4. The increases will be phased in.
1st Phase – January 2009
2nd Phase – July 2009
3rd Phase – January 2010
Paul Wolff motions to accept, Barry Brown seconded.
B. Schedule
1. Council Workshop/Public Meeting on December 4, 2008 at 7 pm.
2. City Council – December 11, 2008
II. GROUNDWATER WITHDRAWAL PERMIT
A. Revised Draft Permit
1. Required .916 MGD Monthly average effective March 31, 2010
2. “Eventual Completion and Use of the Selected Alternate Water
Source by March 31, 2010”
3. E-mail to Jeff Larson
a. Bill Lovett emailed Jeff Larson at EPD noting that the
completion and use of Alternate Water Source was not
possible by the date of March 31, 2010.
B. Items Required by EPD to be submitted no later than December 31, 2008
1. Water Conservation Education Program
2. Conservation – Oriented Water Rate Structure
3. Outdoor Watering Schedule
4. Meter Calibration, Repair and Replacement Program
5. Water Loss Control Program
a. Bill Lovett is planning to talk to George Reese about this
after the Infrastructure meeting.
III. 14TH STREET DRAINAGE DESIGN
A. Advertising November 6 and 20
1. 11 Contractors are bidding so far.
B. Pre-Bid Meeting November 18th; 2:00pm
C. Bid Date December 9th; 10:00 AM
D. Recommendation to Council December 11
E. Notice to Proceed – Early January, 2009
F. Permit Status
1. Need to apply for permit to dig into marsh for 2 pipelines and a
bigger headwall.
2. Cost Estimate shows 2 Phases and an Alternate for resurfacing the
road. Both phases will be awarded to the same contractor.
IV. DOT GRANTS
A. Safe Route to Schools – Jones and 8th Street
B. State Aid – 2nd Avenue, Van Horn and Lovell Streets
1. No change in status.
V. FT. SCREVEN WATERLINE
A. Project Status
1. Paving contractor has posed issues resulting in a completion date
to be after the 1st of the year.
VI. TYBEE BEAUTIFICATION ASSOCIATION – MARY ANN MILLER
A. While work is already taking place in the Ft. Screven area, she would like
to request the extension of a shallow well irrigation line from the Guard
House across Van Horne St to the landscaped area at the Ft. Screven
Entrance. She believes this will save money and conserve water. Bill
Lovett says it will not be much work and that they can do it.
VII. WASTEWATER TREATMENT PLANT
A. Grit Removal and Odor Control
1. Bid Date – November 20th; 2:00 P.M.
2. Six Contractors and three suppliers holding plans
B. Watershed Assessment
1. Sampling Continuing
C. WWTP Expansion
1. Antidegradation Review Approved by EPD
2. Still no response from EPD on Phosphorous Limit
3. Design Development Report (DDR) is next step
VIII. CONTROL PANEL AT LIFT STATION #3
A. George Reese explains, this panel has been causing problems and is 11
years old.
B. ITT FLYGT has given a bid to replace priced at $13,225
C. All stations on the island will be complete after this.
1. Paul Wolff recommends that funds come from Georgia’s
Allotment to Contingency. Barry Brown seconded.
