Savannahs Beach,Tybee Island, Ga.
October 2nd. 1936.
The regular meeting of Council was held to -day at 4:00 p.m. in
the Savannah office, and was attended by Mayor Bright, who pre -
sided, and Councilmen Logan, Righton, Sharpley, Lovell, Solomon
and Cann. Also present was Major Boylan and Captain Ross of the
8th Infantry, Quartermaster Corps, Fort Screven.
Major Boylan petitioned for a strip of land not over 20 feat wide
and running the length of the reservation,that abuts the old right
of way of the CRR, now owned by the Town, to be given to the War
Department, as it is desirous of erecting a fence in this area.
A comittee composed of the Mayor and Councilmen Sharpley and
Logan were appointed to look into the matter. Major Boylan and
Captain Voss were then excused.
The minutes of the meeting of September 4th were read and approved.
Chief of Police A.L.Hildreth tendered his resignation to become
effective November 30th, 1936, he requested that he be granted
a leave of absence beginning October 1st, that he be paid: his
salary for October and November, that he be permitted to occupy
the building he is now using until November 30th, 1936. It was
moved and seconded and pasaidd that the request be granted and
that the Treasurer be instructed to pay to Chief Hildreth salary
for the months of October and November at 115.00 per month.
It was mooted and seconded and passed that the position of Town
Surveyor be tendered to Donald G.Nichols by the Mayor with the
proviso that Mr. Nichols be allowed 60 days in which to consid-
er the matter, if he declines the appointment, then Simone P.
Kehoe will be offered the same.
The mattni of retaining Mr. Thomas. Reed as Sanitary Officer
and Mecha is through the rest of the fiscal year was discussed
but no action was taken.
Councilmaka requested to investigate and report back, the
possibility of the Town getting a mowing machine that would
stand up Under the heavy work required of it.
Councilman Solomon and Mr, W.J.Bryan were appointed a committee
to make a survey of all of the buildings in the Town limits,
showing the estimated value of each building, the lot on which
located and the owner of same and report back to Council when
the work was completed. This is in line with a view of, reducing
taxes. . .
It was movtid• and seconded-and passed that, where a building is
under construction and is completed after May 1st, and not later
than June 30th, taxes be assessed andpro -rated from the time
same was completed, any binding finished from July let through
the remainder of the fiscal year will be exempt from taxes for
the remainder of that year.

Rebuilt walkway on 19th street
from Butler Avenue to Strand - paved Second a>enue from 1st

street to Tilton avenue with asphalt - ditches were opened and
drained - mule stables at convict camp were rebuilti - groin
at Butler avenue and 1st street was extended to a distance of
375 feet.
Health ; The general health condition of the island is good -
in some places weeds are tall and should be cut - the reduction
in the number of mosquits is noted - recent tests have shown
that the condition of the drinking water is excellent.
Assessment,; Licenses and New Buildings; All of business li-
censes collected except a small balance which is being grad-
ually reduced.
Police; Department is now reduced to the off season require-
ments - have had the police car overhauled and a set of new
tires put on - Recommends that the parking area between 14th
and 15th street be blocked off during the winter months to
keep traffic off, but permit the passage on the western side
of the strand to remain open.
The Fire and Finance committees did not report.
T•ere being no further business Council adjourned subject to
e call of t.> Mayor.

A special meeting of Council was held to -day at 4:00 p.r.,
in the offices of Hitch, Denmark and Lovett, and was attended
by Mayor Bright, who presided, and Councilmen Lovell, Sharpley,
Logan, Cann and Solomon. Also present was Messrs. B.O.Sprague,
E.H.Abrahams and A.B.Lovett.

It was moved and seconded and passed that the following res-
olution be adopted:
RESOLUTION.
RESOLVED that an emergency condition exists at
Savannah Beach because of high tides and continued beach
erosion. At some points the water has come entirely over
the sand dunes and inundated the territory immediately in
their rear. That unless immediate steps are taken to correct
this conditionit is entirely possibld that untold damage to
property will result and that the effectiveness of the W.P.A.
Beach Erosion Project will be lost.
RBSOIDV�.ED FURTHER that the Honorable Walter F. George
and the Honorable Richard B. Russell, jr., United States Sen-
ators; and the Honorable Hugh Peterson, jr., Representative,
be apprited.of the situation and urgently requested to secure
Federal assistance.
