I. ATTENDING:

II. 1994 AIRPORT IMPROVEMENT PROGRAM:
Chuck Sundby reported that the Federal legislation funding
the 1994 AIP has been approved. McCall Airport will receive the
entire state allocation for the year of $1,195,900. This is
somewhat less than programmed. The AWOS upgrade is deleted as is
the Manchester/MATCO ramp area. Various alternatives exist to
accommodate most of the work within this allocation. In addition,
a 15% contingency for the grant may be available. It is now
expected that a grant award would be received by the City in
mid -June which would allow construction to begin in mid -July. At
this juncture, rescheduling the work, carrying some parts into
the 1995 season, and resequencing the work may still allow most
of the work to occur this year. The sense of the committee was
to accomplish at least the new taxiway this year which would not
disrupt any airport operations.
III. 1995 AIRPORT IMPROVEMENT PROGRAM/ AIRPORT MASTER PLAN:
Staff reported that 5 proposals were received for the 1995
Master Plan effort. A memo (attached) detailed the response.
After discussion, the Committee determined that accelerating the
selection process from the staff proposed schedule would be
preferable. Tucker moved to conduct a special meeting on June
15, 12 noon, in the usual location, to select a short list of 2
or 3 proponents to interview. The interviews would be conducted
at the regular July meeting date. Fereday seconded and the
motion carried unanimously. The Committee asked that the
selection criteria from the RFQ be presented at that meeting.
In addition, a 1994 AIP update and action on a grant award may be
taken up at that time.
IV. HANGAR LEASE, DARRYL MERRILL: ++++++++++++++
A draft lease for lot 1C and 1D to Darryl Merrill was
presented. Wolf moved to recommend to the City Council the
approval of the lease and authorization for the Mayor to sign.
Tucker seconded and the motion carried.
V. 1995 STATE AIRPORT GRANT PROGRAM: ++++++++++++++++
Staff suggested that the state 50:50 funding be used to
relocate the beacon, estimated cost of $5000 which was removed
from the 1994 AIP. After discussion, Fereday moved to recommend
that the staff prepare a grant application and the Council direct
the Mayor to sign the application for a 1995 State airport grant.
Local funds could come from the Airport fund.
NOTE: APPLICATION IS COMPLETED AND ATTACHED.
VI. RELOCATION OF TELEPHONE CO. POLE YARD:
The VALUED Beautification Committee has contacted members to
try to relocate the pole yard off of the highway, onto the
airport. A location along the Easterly boundary behind the new
hangar line was discussed as were other locations. It was also
noted that, if in the new Master Plan, that area was needed for
airport purposes, FAA would participate in the cost of the
acquisition. A meeting will be scheduled with the phone company
on this matter.

RE: 1995 State Airport Grant
Dear Wayne,
Attached is the City of McCall's application for state funding
assistance for 1995. We are requesting funds to relocate the
airport beacon light to an area that has been the expected
location for some years. In the 1994 FAA Airport Improvement
Program application, this relocation was requested and, as funds
were not available, this item and others were deleted from the
funded project. We are asking the state's assistance to
accomplish this effort in 1995.
As requested, I am enclosing the July 1993 CIP for the McCall
Airport. This only projects projects to 1998. Since the 1995 AIP
project involves a complete Airport Master Plan Update, this
document becomes fairly meaningless after the 1995 year. The
only item on the CIP (after 1995) that is noted in the current
Airport Master Plan is the beacon relocation. This submittal
does not meet your requirements but I trust that under these
circumstances, it is understandable and acceptable. If not, let
me know. We can easily generate a long list of projects, however
u iingless .

The closing date for response to the Request for Qualifications
for Airport Planning Services for the 1995 AIP, was Friday May
27, 1994 at 5 p.m.
By that hour, I had received 5 timely responses from the
following firms:
Carter and, Burgess, Inc., Denver, CO
Coffman Associates, Kansas City, MO
Bucher, Willis and Ratliff, Seattle, WA
Transportation Solutions, Inc., Tampa FL
Marrison-Maierle, Helena, MT
We had perhaps 15 requests for detailed information on the RFQ.
A number of the firms sent representatives to visit the field.
The next step is to interview all or some of the proponents.
The Council designated the Airport Committee to select a
consultant for this process. Rather than interview all five
proponents, I suggest that you reduce the short list to 3 and
invite those firms to interview. In the event that you are
unsatisfied with all of those three, you could then interview the
other two.
I propose that each member take the proposals for the next month
and at the July 6 meeting, determine which to interview. Then,
schedule a date and have the Airport Manager advise the
proponents of the date and time, presumably in late July (or
perhaps your regular August 3 meeting date). At your August
meeting, you can recommend a selection to the City Council for
consideration at their August 11 meeting.

Appropriate contract goals must be included in the Requests
for Proposals (RFP) and bid solicitations for all FAA -
assisted contracts with subcontracting possibilities,
including professional service contracts.
Before the award of an FAA -assisted contract covered by this
overall goal, you must ensure that the contractor has either
met the contract goal with eligible DBE participation or has
made a good faith effort to meet the goal. If the contractor
did not meet the contract goal, you may not award the
contract until this office has provided you an advisory
opinion on the contractor's good faith efforts.
After the award of each contract, fill out and return the
enclosed DBE Participation Statement for all professional
service, construction, and equipment purchase contracts
covered by the FY94 overall goal, including those contracts
in which a specific contract goal was not required because
there were no subcontracting opportunities.

This lease is made and entered into this day of June,
1994, by and between the City of McCall, a municipal
corporation of the State of Idaho, hereinafter called the
Lessor and Darrell K. Merrill, hereinafter called the
Lessee,
WITNESSETH:
WHEREAS, the McCall Municipal Airport has vacant land to
rent and lease and
WHEREAS, this asset, whenever possible, should be made to
produce income for the Airport Fund and
WHEREAS, the uses must be compatible, or at least not
interfere with, the mission of the fund to provide safe air
transportation and aircraft ground activity for pilots,
aircraft, and the public,
NOW THEREFORE, in consideration of the mutual covenants and
conditions hereinafter set forth, it is hereby agreed as
follows:
SECTION I: DESCRIPTION, RIGHTS AND PRIVILEGES OF LESSEE,
RENEWAL, AND RENT
A. Description of premises: An undescribed parcel
measuring 95' X 150', totaling 14,250 sq.ft. on the
McCall Municipal Airport together with ingress and
egress to and from the leased area. The area leased
is depicted on Exhibit C and is identified as Lots 1C
and 1D (lots C & D, Block 1)
B. Rights and Privileges: The Lessee shall have the
exclusive rights and privileges following to wit:
The use of the land as a tenant for the lease term.
C. Term: The term of this lease shall be for twenty (20)
years, commencing June 1, 1994, to May 31, 2014.
D. Renewal: This lease is renewable under the same terms
and conditions for up to 40 years.
E. Rent: The annual rental rate of 7.5 cents per square
foot for bare ground and 15 cents for land covered by
buildings and structures totaling $ 1,068.75 is
due and payable in advance upon execution of this
lease. This payment is calculated for the entire site
at the bare ground rate. When a hanger is constructed
the lease rate will be amended to impose the .15 per
square foot rate on the building area. City Council
Resolution 10-90 governs rental rates and rate
adjustments which is attached as Exhibit "D". The
lease rate shall be adjusted by an annual CPI
adjustment. It is agreed that there will be no
adjustment to the base rate until and unless the city
further improves the lease areas with a paved street
and parking areas similar to that shown on the AIRPORT
LAYOUT PLAN prepared be Toothman-Orton Engineering
Company dated January 17, 1990, and with water, sewer,
and electrical services
SECTION II. GENERAL CONDITIONS AND MINIMUM STANDARDS:
The lessee shall be subject to and governed by the General
Conditions for airport leases adopted and approved on June
23, 1988, attached as Exhibit "A".
The lessee shall also be subject to the "Minimum Standards
for Private Uses on Commercial Operations" as adopted by
the McCall City Council on June 28, 1990, and attached
hereto as Exhibit "C", insofar as they do not conflict with
the "General Conditions for Airport Leases", Exhibit "A".

SPECIAL CONDITIONS
AIRPORT TENANT LEASE

Lots C & D, Block 1
1. The insurance requirements of the General Conditions,
Exhibit A, is altered to provide owners, landlords and
tenants insurance with a minimum limit of $500,000 CSL
(Combined Single Limit.)
2. The City will not plow from private taxiways and ramps
created by the lease.
3. The Lessee shall secure final site plan approval to
ensure conformance with required airport set -backs, height
restrictions and other aviation issues by Toothman-Orton
Engineering Company, Boise, Idaho.
4. Prior to construction, the tenant shall have prepared a
site plan containing the following items:
a. Site plans shall be compatible with the development
concept identified in the Airport Layout Plan;
b. Site plans shall consider impact to adjacent lease
sites; particularly grading, drainage, and access;
c. Site plan preparation and general criteria for
site development shall be obtained from the City of
McCall airport engineer;
d. Prepare a site grading and drainage plan; 1 foot
contours and spot elevations on airport elevation
datum. Identify lease area dimensions, setbacks,
proposed slopes, drainage features, snow storage
areas, pavement areas, drainage pipe sizes and
locations, and other special features. Scale at 1
inch equals 40 feet or larger.
e. Identify proposed pavement sections on the plan;
namely, thickness and type asphalt, base course
thickness and type, and subgrade preparation.
f. Identify other special services desired or planned
such as telephone, power, water and sewer service,
and site access. Include the floor elevation and
hangar height to the highest point to permit the
city to file the Part 77 filing "Notice of Airport
Construction" to the FAA.
g Such site plan shall be stamped and approved by
the City's Airport Engineers.
5. The recommended pavement section for the taxiway apron
area is two inches of asphalt concrete (AC-5 or AC-10)
placed on six inches of 3/4 inch aggregate base course. The
aggregate base course should be place on a suitable,
completed subgrade material(CBR greater or equal to 10).
The natural sandy, silty gravel in the area is normally
suitable for subgrade material.
6. Color: Side panels shall be tan and roof panels and
trim brown, the same or similar to the hangar constructed
on Lot 1A, (Slaton Hangar).
7. Water service is now available to this lot and, if a
restroom is contemplated in the building, must be connected
to this water source. The lessee shall pay all capital and
hook-up charges to the city when the connection is made,
and all monthly service charges thereafter.
8. Sewer service is not available to this lot. The city is
planning to serve the area in the near future. If a
restroom is contemplated for the building, the lessee shall
install a vault to specifications of the Central District
Health Department, shall pay the sewer connection fees to
the city and the city will pump the tank until central
service is available. When central service is available,
the building will be connected at no further charge to the
lessee. The lessee will pay city service charges from the
time service is rendered.
9. The use of the building is for aircraft storage. No
other future use is contemplated.
10. Merrill shall reimburse staton and/or McGee, lessees
of Lots lA and 1B for taxi way costs prior to issuance of a
building permit.
11. The hangar(s) constructed on this lease shall access
via the internal taxi way and not directly onto the airport
taxi way.

RE: Application for State Airport Improvement Aid
Dear Sir/Madam:
The Idaho Division of Aeronautics is soliciting applications for Airport Improvement Aid for
FY 1996 (July 1, 1995-June 30, 1996). Enclosed is a copy of the "Application to Idaho Airport Aid
Program" to use in submitting your request (Please make photocopies as needed).
In addition this year we are requesting that you submit a year by year listing for Fiscal Years 1997, 98,
99, and 2000 of proposed future projects with an estimate of cost. Please submit this on a separate sheet
of paper. Also, please submit this even if you are not applying for an FY 1995 project.
The application deadline will be August 1, 1994. Review and approval by the Idaho Transportation
Board is scheduled for their September, 1994 meeting. Applicants will be advised as to the results no
later than the end of December, 1994.
Please be thorough in completing your application and listing of future projects. Be sure all sections are
completed on the application form. Failure to do so may result in a lower priority than otherwise entitled.
Idaho Transportation Rule IDAPA39.D.04 (enclosed) calls for each airport receiving financial assistance
through this program to have an approved Master Plan or Airport Layout Plan (Section 4.a) and airport
height limitation zoning (Section 4.d). Observances of these requirements will be mandatory. The
Aeronautics Board has determined that the first $2,000.00 for these work items can be 100% state -
funded with prior approval. Also, our staff stands ready to assist in whatever way we can, but not limited
to, supplying you with copy ordinances.

IDAHO AIRPORT AID PROGRAM
1. AUTHORITY. The Idaho Transportation Board adopts this rule
under the authority of Sections 21-105 and. 21-111, Idaho
Code. (01/01/90)
2. PURPOSE. This regulation is for the discretionary
allocation of the Idaho Airport Aid Program by the Idaho
Transportation Board. Allocations must meet high priority
needs and achieve maximum benefit and use of available
funds. All aid rrojects may be approved by the Board
subject to restrictions the Board may impose. (01/01/90)
3. ALLOCATION PRIORITIES. The discretionary allocation pro-
grams will be based on six important principles. These

a. Priority will be given to the preservation and acqui-
sition of existing aircraft landing facilities in
danger of being lost. (01/01/90)
b. Priority will be given to projects at existing
aircraft landing facilities where need is demon-
strated. Projects must provide benefits associated
with aircraft landing facility utilization on a

c. Priority will be given to the development of new,
additional aircraft landing facilities in areas of

i. Large geographical areas with no "air accessi-

ii. Additional new sites in urban areas where landing
sites are rapidly becoming non-existent.

4. ALLOCATION CRITERIA, ELIGIBILITY AND LIMITATIONS. The
allocation program is designed to provide the greatest and
best utilization of limited Idaho Aid to Airport Funds.
The primary goal of the allocation program is to further
the proper development of statewide system of airports and
fair distribution of aviation tax money. This policy
requires: (01/01/90)
a. Each city, county, airport authority, political
subdivision or public corporation must have a master
plan or an airport or heliport layout plan to be
eligible for participation in the allocation program.
The plan must be approved by the Bureau of
Aeronautics. (01/01/90)
b. Matching percentages must be determined not to exceed
the following guidelines, subject to the approval of
the Idaho Transportation Board: (01/01/90)
i. Up to 100% of the cost for a minimum standard
airport to serve towns of less than 1,000 popula-
tion which do not have an airport. The community
or county shall provide the land required.
Acceptable assurance of continuing operation and
maintenance over a 20-year period under the
guidance of a Citizen's Advisory Council shall be

ii. For towns of less than 5,000 but more than 1,000
population, a State financial participation grant
of 75% of project cost may be approved.

All other projects, whether new or reconstruction
of existing facilities, may be considered up to
50% state aid for the project. Participation for
any project shall be considered at a maximum of
half the sponsor's share if using Federal aid.
If no Federal participation, each such project
shall be considered on its merit. The amount of
State financial aid will be negotiated in each

c. Labor and equipment contributions may be approved at
face value in force -account financial evaluation as
matching funds. However, allowance will not be made

d. In order to protect the investment of public funds,
the Idaho Transportation Board may require proof of
ownership of all land upon which any project is
proposed, and that the airport be zoned to prevent the
creation or establishment of structures or objects of
natural growth which would constitute hazards or
obstructions to aircraft operating to, from or in the
vicinity of the subject airport. (01/01/90)
e. Each project received for consideration will be pre-
sented in a written application for aid which outlines
economic capability and source of funds. Eligibility
and priority will be determined by an annual revision
of a State allocation program for airport improvement.
Projects deemed by the Board to require special
legislative appropriations will be submitted for
legislative support and considerat ter•. (01/01/90)
f. All projects considered other than the annual alloca-
tion plan will be individually considered and acted
upon at a regular meeting of the Board. All projects
will be resolved by eligibility and priorities esta-
blished by each year's review of the total State need.
The availability of funds, or legislative appropria-
tions, shall always be the final determination of
grant approvals. Consideration of all factors, includ-
ing relative needs and priorities involved in an
airport construction project will be considered.
Attention will be given to effort made at the
sponsor's level to assure availability of continuing
financing and management to keep the airportO1n good
repair.

h. Only public entities are eligible to participate in
the Idaho Airport Aid Program. Any county, as
described in Title 31, Chapter 1, Idaho Code, legal
subdivisions thereof; cities, villages or agencies
designated in Sections 21-105 and 21-142 (10), Idaho
Code, shall be deemed eligible public entities for the
purpose of participation in the Idaho Airport Aid
