AN ORDINANCE AMENDING SUBSECTIONS C, F, H AND M
OF SECTION 14, "PARKS AND BEAUTIFICATION ADVLSORY
BOARD", OF CHAPTER 1, "GENERAL PROVISIONS", OF THE
CODE OF ORDINANCES, CITY OF RICHLAND HILLS,
TEXAS, TO PROVIDE FOR APPOINTMENT OF A CHAIRMAN,
SUBMISSION OF MINUTES TO THE CITY SECRETARY, AND
FURTHER DEFINITION OF THE POWERS AND DUTIES OF
SUCH BOARD; AND ADDING NEW SUBSECTIONS "N" AND
"O" TO SUCH SECTION 14 TO CREATE A PARKS AND
BEAUTIFICATION FUND AND TO AUTHORIZE A
VOLUNTARY $lAU MONTHLY CONTRIBUTION TO SUCH
FUND; PROVIDING A SAVINGS CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; AND AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RICHLAND
HILLS, TEXAS:
I.
That Subsection C of Section 14, "Parks and Beautification Advisory Board" of
Chapter 1, "GENERAL PROVISIONS", of the Code of Ordinances, City of Richland
Hills, Texas, as amended, be hereby amended to hereafter be and read as follows:
• C. Terms of Members
Appointments to the board shall be for a two (2) year term, which term
shall be concurrent with the mayor's term of office.
II.
That Subsection F of Sec ion 14, "Parks and Beaut fication Advisory Board", of
Chapter 1, "GENERAL PROVl~IONS", of the Code of C rdinances, City of Richland
Hills, Texas, as amended, be h. ~reby amended to hereafter be and read as follows:
F. Officers
The officers of the Board shall be a Chairman, who shall be appointed by
the Mayor, with the concurrence of the City Council; and a
Vice-Chairman and a Secretary, who shall be duly elected by the Board.

That Subsection H of Section 14, "Parks and Beautification Advisory Board", of
Chapter 1, "GENERAL PROVISIONS", of the Code of Ordinances, City of Richland
Hills, Texas, as amended, be hereby amended to hereafter be and read as follows:
H. Minutes Submitted t:~ the Council
The Secretary of the Board shall keep t :e Minutes of the Board's
proceedings and shall submit the same, following each meeting, to the
City Secretary. The Minutes shall become ~ part of the City Council's
informational reports.
IV.
That Subsection M of Section 14, "Parks and Beautification Advisory Board", of
Chapter 1, "GENERAL PROVISIONS", of the Code of Ordinances, City of Richland
Hills, Texas, as amended, be hereby amended to hereafter be and read as follows:
M. Powers and Duties
The powers and duties of the Board shall be as follows:
(1) To act in an advisory capacity on the ot~eration, layout, planning and
development of parks and outdoor recr~ ^ation facilities operated by
• the City.
(2) To provide guidance and assistance in the form of recommendations
to the City Council for the expenditure of funds out of the Parks and
Beautification Fund for projects which support the beautification
and the general appearance of the City.
(3) To assist in the development of the City's Five Year Capital
Improvements Plan including future acquisition of potential park and
open space lands.
(4) To promote community appearance and to stimulate public interest
therein, and to solicit to the fullest extent possible from all civic
groups, other public agencies and private organizations their
cooperation, ;support and assistance i~r the improvement of park
facilities and the general appearance of the community.
(5) To recommen~ l to the City Council g~ Aneral rules and regulations
governing the ~ use of parks, open spaces and other outdoor
recreational f~.cilities.
(6) To recommend to the City Council in an advisory capacity
beautification and outdoor recreational programs for the citizens of
the City.
(7) When requested by the City Council, initiate and coordinate
• beautification and outdoor recreational programs for the citizens of
the City.

V.
That Section 14, "Parks and Beautification Advisory Board", of Chapter 1,
"GENERAL PROVISIONS", of the Code of Ordinances, City of Richland Hills, Texas,
as amended, be hereby amended to include a new Subsection "N", "Creation of Parks
and Beautification Fund", which Subsection shall hereafter be and read as follows:
N. Creation of Parks and Beautification Fund
There is hereby created a Parks and Beautifi~:ation Fund to receive funds
for the improvement of parks and recreational facilities and for projects
which support the improvement of the general appearance of the City.
VI.
That Section 14, "Parks and Beautification Advisory Board", of Chapter 1,
"GENERAL PROVISIONS", of the Code of Ordinances, City of Richland Hills, Texas,
as amended, be hereby amended to include a Subsection "O", "Voluntary
Contributions to the Parks and Beautification Furd", which subsection shall
hereafter be and read as follows:
O. Voluntary Contributions to the Parks and Beautification Fund
There is hereby established a voluntary contribution of $1.00 to be added
to the monthly statement for water consumption, as an optional payment,
and the proceeds received therefrom shall bE deposited into the Parks and
• Beautification Fund.
VII.
SAVINGS CLAUSE. That Chapter 1 of the Code of Ordinances, City of Richland
Hills, Texas, as amended, shall remain in full force ar. ~ i effect, save and except as
amended by this ordinance.
VIII.
SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the
City Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentencce, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of compe :ant jurisdiction, such invalidity or unconstitutionality
shall not affect any of the i emaining phrases, clause~~, sentences, paragraphs and
sections of this ordinance, since the same would havE been enacted by the City
Council without the incorporation in this ordinan~ a of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
IX.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and
after its passage and publication as provided by the Ri ~hland Hills City Charter and
the laws of the State of Texas
