The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret, preceding the Regular Meeting December 30, 2019, was held
December 12, 2019, 6:00 pan. in the Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
The following were noted present: ROLL CALL

Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
Noted Absent was Mayor Daniel J. Reiman.
The Clerk stated that the 2019 Annual Meeting Notice was mailed to STATEMENT OF
The Home New Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE
board on January 2, 2019. Notice was published in The Home News
Tribune and The Star Ledger on January 7, 2019.
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge led by Council President Susan Naples. OF ALLEGIANCE
Council President Naples asked everyone to think of Mayor Reiman
and his family at this time of grief by showing support with friendship
and fellowship due to the passing of the mayor's father.
Upon MMS &C by Councilmembers Krum and Bellino and unanimous APPROVAL
affirmative vote of the frill membership present, the minutes of OF MINUTES
November 18, 2019 were approved as transcribed and engrossed by
the Clerk.

ORDINANCE #19 -26 ORDINANCE 919 -26 was introduced and adopted on First Reading
AMENDING and the Clerk authorized and directed to advertise same for Public
CHAPTER 42, SLEOs Hearing, upon MMS &C, by Councilmembers Diaz and Krum. Upon
individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.
"AMENDING & SUPPLEMENTING §42 -5 OF CHAPTER 42
OF THE CODE OF THE BOROUGH OF CARTERET"
ORDINANCE #19 -27 ORDINANCE #19 -27 was introduced and adopted on First Reading
AMENDING and the Clerk authorized and directed to advertise same for Public
CHAPTER 254, Hearing, upon MMS &C, by Councilmembers Diaz and Johal. Upon
NO PARKING individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.
"AN ORDINANCE AMENDING AND SUPPLEMENTING
CHAPTER 254 ENTITLED `VEHICLES AND TRAFFIC' OF THE
CODE OF THE BOROUGH OF CARTERET"
ORDINANCE #19 -28 was introduced and adopted on First Reading
ORDINANCE #19 -28 and the Clerk authorized and directed to advertise same for Public
APPROVING Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon
APPLICATION individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,

ORDINANCE #19 -13 The Clerk stated that Ordinance #19 -13 was introduced and adopted

RULES & News Tribune on November 30, 2019, with notice that it will be

affirmative vote of the fall membership present.

was finally adopted. Upon individual roll call vote, Councilmembers

affirmative.

Borough Attorney Bergen said it was with regard to 200 Federal Blvd.

prior to the meeting in accordance with the Rules of Council and upon
MMS &C, by Councilmembers Krum and Diaz and unanimous
affirmative vote of the Rill membership present, the meeting was
opened for public input on all Resolutions /Agenda items and new
business.
There being no comments or objections to the Resolutions /Agenda
items or new business, upon MMS &C, by Councilmembers Diaz and
Krum and unanimous affirmative vote of the full membership present,
the public portion of the meeting was closed.

affirmative.

Upon MMS &C, by Councilmembers Diaz and Bellino, and unanimous
affirmative vote of the full membership present, all reports were
ordered to be received and placed on file.
Council President Naples asked the Councilmembers if they had

FIRE & DOMESTIC PREPAREDNESS: Councilmember Irum
reported progress.
POLICE & BOARD OF EDUCATION: Council President Naples

FINANCE & ADMINISTRATION: Councilmember Diaz said he had
nothing at this time.
PARKS, RECREATION & PUBLIC PROPERTY: Councilmember
Bellino said everyone had a good time at the Winter Festival, he said it
was a good time and there were a lot of people there.
