The following were noted present: ROLL CALL Council President Susan Naples Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted Absent was Mayor Daniel J. Reiman. The Clerk stated that the 2019 Annual Meeting Notice was mailed to STATEMENT OF The Home New Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge led by Council President Susan Naples. OF ALLEGIANCE Council President Naples asked everyone to think of Mayor Reiman and his family at this time of grief by showing support with friendship and fellowship due to the passing of the mayor's father. Upon MMS &C by Councilmembers Krum and Bellino and unanimous APPROVAL affirmative vote of the frill membership present, the minutes of OF MINUTES November 18, 2019 were approved as transcribed and engrossed by the Clerk. DECEMBER 12, 2019 (continued) ORDINANCE #19 -26 ORDINANCE 919 -26 was introduced and adopted on First Reading AMENDING and the Clerk authorized and directed to advertise same for Public CHAPTER 42, SLEOs Hearing, upon MMS &C, by Councilmembers Diaz and Krum. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. "AMENDING & SUPPLEMENTING §42 -5 OF CHAPTER 42 OF THE CODE OF THE BOROUGH OF CARTERET" ORDINANCE #19 -27 ORDINANCE #19 -27 was introduced and adopted on First Reading AMENDING and the Clerk authorized and directed to advertise same for Public CHAPTER 254, Hearing, upon MMS &C, by Councilmembers Diaz and Johal. Upon NO PARKING individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254 ENTITLED `VEHICLES AND TRAFFIC' OF THE CODE OF THE BOROUGH OF CARTERET" ORDINANCE #19 -28 was introduced and adopted on First Reading ORDINANCE #19 -28 and the Clerk authorized and directed to advertise same for Public APPROVING Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon APPLICATION individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, FOR FINANCIAL Johal, Krum and Naples voted in the affirmative. AGREEMENT "AN ORDINANCE OF THE BOROUGH OF CARTERET APPROVING APPLICA`T'ION FOR FINANCIAL AGREEMENT" ORDINANCE #19 -13 The Clerk stated that Ordinance #19 -13 was introduced and adopted AUTHORIZING on First Reading on May 16, 2019. It was duly published in the Home RULES & News Tribune on November 30, 2019, with notice that it will be REGULATIONS - considered for final passage after Public Hearing to be held on CARTERET MARINA December 12, 2019 at approximately 6:00 p.m. The Ordinance was 2 DECEMBER 12, 2019 (continued) posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, Council President Naples declared the Public Hearing to be open. PUBLIC HEARING There being no continents or objections to the Ordinance, Council HEARING CLOSED President Naples declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the fall membership present. Upon MMS &C, by Councilmembers Diaz and Naples ORDINANCE #19 -13 "AUTHORIZING RULES AND REGULATIONS FOR THE GOVERNANCE OF THE OPERATIONS OF THE CARTERET MARINA" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Drum and Naples voted in the affirmative. Approved and Adopted: December 12, 2019 Introduced: May 16, 2019 Advertised as Adopted on First Reading with notice of Public Hearing: November 30, 2019 Hearing Held: December 12, 2019 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: December 20, 2019 The Clerk stated that Ordinance 419 -20(a) was introduced and adopted on First Reading on August 1, 2019. It was duly published in the Home News Tribune on November 30, 2019, with notice that it will be considered for final passage after Public Hearing to be held on December 12, 2019 at approximately 6:00 p.m. The Ordinance was ADOPTED ORDINANCE #19 -20(a) VACATING PORTION OF IRVING STREET DECEMBER 12, 2019 (continued) posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous PUBLIC HEARING affirmative vote of the full membership present, Council President Naples declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Council President Naples declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #19 -20(a) "VACATING A PORTION OF IRVING STREET IN THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Approved and Adopted: December 12 2019 Introduced: August 1, 201 ORDINANCE #19 -24 AMENDING CHAPTER 207, ESTABLISHMENT OF MUNICIPAL SEWER AUTHORTTY Advertised as Adopted on First Reading with notice of Public Hearing: November 30, 2019 Hearing Held: December 12, 2019 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: December 20, 2019 The Clerk stated that Ordinance #19 -24 was introduced and adopted on First Reading on November 7, 2019. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. PUBLIC HEARING Upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, Council President Naples declared the Public Hearing to be open. Councilmember Diaz asked what project this Ordinance referred to. Borough Attorney Bergen said it was with regard to 200 Federal Blvd. HEARING CLOSED There being no further comments or objections to the Ordinance, Council President Naples declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #19 -25 "AN ORDINANCE AUTHORIZING THE EXECUTION AND DELIVERY OF A FINANCIAL AGREEMENT BY AND BETWEEN THE BOROUGH OF CARTERET AND ESSEX HOMES URBAN RENEWAL, LLC" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, the public portion of the meeting was closed. Inspection of Buildings — November 2019 Upon MMS &C, by Councilmembers Diaz and Bellino, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. Council President Naples asked the Councilmembers if they had anything to report: REPORTS PUBLIC WORKS: Councilmember DiMascio reported progress. STANDING COMMITTEES FIRE & DOMESTIC PREPAREDNESS: Councilmember Irum reported progress. POLICE & BOARD OF EDUCATION: Council President Naples reported progess. FINANCE & ADMINISTRATION: Councilmember Diaz said he had nothing at this time.
