CITY COUNCIUBOARD OF EDUCATION SPECIAL JOINT MEETING MINUTES
July 12, 2012
1. CALL TO ORDER
Mayor Yu called the City Council Meeting to order and Vice President Ridley called
the Temple City Unified School District Board Meeting to order at 7:04p.m.

3. PLEDGE OF ALLEGIANCE
Vice President Ridley led those present in the Pledge of Allegiance to the Flag.
4. PUBLIC COMMENT
Stephanie Rodriguez, spoke on behalf of Krista Carlson, local elementary school
teacher, spoke in favor of the school bond measure.
Robert Sparnicht, Temple City resident, spoke in favor of maintaining a healthy
green turf for the schools.
Staci Hazlett, outgoing Temple City High School PTA President, spoke in favor of
initiatives to update school facilities.
Mary Saxon, Temple City resident, spoke in favor of the school bond measure.
Rita Padilla, Temple City resident, reported the housing market trend for City of
Temple City in comparison to surrounding Cities.
5. PRESENTATIONS
A. TCUSD SCHOOL FACILITIES PRIORITIES AND NEEDS
Catherine Lew, President/CEO of Lew Edwards Group, gave a presentation
on the top reasons Temple City residents would support a school bond and
why November is the perfect time to consider a bond.
Jim Kisel, Principal and Director of School Planning with LPA Inc., gave a
presentation on the Temple City Unified School District Facilities Needs
Assessment process and improvement plan.
B. ENERGY EFFICIENCY CLIMATE ACTION PLAN
Tammy Seal, Managing Director of Sustainability and Climate Change
Services for PMC, gave a presentation on how PMC and Southern California
Council of Government can provide tools and opportunities to improve energy
efficiencies for the City of Temple City.
6. NEW BUSINESS
A. PUBLIC PRIVATE PARTNERSHIP OPPORTUNITIES BETWEEN TEMPLE
CITY UNIFIED SCHOOL DISTRICT AND CITY OF TEMPLE CITY
Alberto Lemus, Senior Vice President of Lowe Enterprises Real Estate Group
gave a presentation on Public Private Partnership and explained that the goal
is to complete projects faster and maximize value for the taxpayer.
Armando Gonzalez, Gonzales Goodale Architects, gave a presentation on the
concept of a Civic Center Master Plan. This master plan is a joint use of
facilities combining City Hall, Temple City Library and the School District.
This project would enhance the environment on the north side of Las Tunas
and allow the School District to develop their current property for lease to
generate revenue for the School District.
Scott Wardlaw, Temple City resident, wanted to know the risk of a Public
Private Partnership Project and asked if the joint facility would be a large
multi-story building.
Mayor Yu responded that the vision is to have a joint use building no taller
than two stories.
7. CLOSING COMMENTS
Board member Walker expressed that he did not want the public to confuse the
issues of the school bond measure versus the Public Private Partnership Project.
Board member Knollenberg thanked the City for securing the Safe Route to
School Grant He is looking forward to seeing the improvements outside of the
schools without having to expend any school funds.
Board member Tiet thanked Mayor Yu and City Council for hosting the joint
meeting.
Vice President Ridley stated that the schools are facing challenging times and he
would like to find collaborative opportunities with the City for mutual benefits.
However, he shares the concern about considering a Public Private Partnership
project at the time that they will be expending energy on putting together a
potential school bond measure.
Councilmember Vizcarra stated that he did not feel the Public Private Partnership
Project would affect the school bond issue. He hopes to move forward with the
Civic Center Master Plan.
Councilmember Chavez expressed that he is proud of the fact that everyone is
here discussing projects that may mutually benefit the School District and the
City. He concurred with Councilmember Vizcarra that the bond measure is a
separate issue and he hopes to be able to continue discussion on the joint
projects. Councilmember Chavez announced that the City would be establishing
an Art Commission soon and hoped to be able to accomplish more joint art
projects such as the library mural with the Temple City School students.
Councilmember Blum stated that this Council has been identified to be proactive
rather than reactive. Today's discussion of giving the students a new improved
facility to learn, City energy efficiency and the public private partnership is proof.
Even though there are a couple of things going on, we should not be intimidated.
We should move forward and plant the seed for the next 50 years.
Mayor Pro Tem Sternquist thanked the audience, school board members,
superintendent and parents for attending tonight's meeting. Both the City and
School District have a lot in common: a vested interest in the future; having to
service adults and children; and aging facilities in which to do so. The bond
measure is a great way to update school facilities. She feels the joint facility
improvement project will benefit both the School District and the City. She urged
everyone to think of this as a possibility.
Mayor Yu commented that the mural on the library wall is a great example of a
successful joint project. It was collaboration between the City, School and Los
Angeles County. Without the cooperation of the different bodies, there would
not have been a great mural. Mayor Yu agreed that a seed must be planted for
the future. The City definitely wants to bring revitalization to the east side of
town.
