Mayor Yu called the City Council Regular Meeting to order at 7 :30 p .m . in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: Councilmember-Bium, Chavez, Vizcarra , Sternquist (arri ved at 7:32p.m .), Yu Councilmember-None ALSO PRESENT: City Manager Pulido, City Cle rk Kuo, Administrat ive Serv ices Director Hause, Parks & Recreation Director Bu rrough s, and Community Development Director Masura . 3. INVOCATION Bishop R.A. McKinley from the Golden West Baptist Church provided the Invocation. 4. PLEDGE OF ALLEGIANCE Mayor Yu led those present in the Pledge of Allegiance to the Flag. 5 . CEREMONIAL MATTERS -PRESENTATIONS A. INTRODUCTION OF MISS TEMPLE CITY AND COURT Presentation postponed to the next regular City Council meeting of August 21 51 , 2012 . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Susan Schlaeger, Temple City Librarian Manager, announced upcoming library events for children and teens. All programs and materials are free. Ed Chen , Athens Disposal Services , thanked the City Council and City staff for their support of the second Annual Compost Giveaway event this past Satu rday, July 14, 2012. Mary Kokayko , Temple City resident , expressed that she was upset about the pedestrian crosswalk signal phasing too quickly across Las Tunas Drive. She is City Council Mi nutes July 17, 2012 Page 2 unable to make it across the street before it phases red . She also commented about the animal control ordinance discussed during the July 3rd City Council meeting . J im Clift, Temple City resident, made comments about the Council amending the City's animal control ordinance . 7. CONSENT CALENDAR Councilmember Blum moved to approve the Consent Calendar, seconded by Mayor ProTem Sternquist and unanimously carried . A. APPROVAL OF MINUTES The City Council is requested to review and approve : 1) Minutes of the Regular City Council Meeting of July 3, 2012 2) Minutes of the Special City Council Meeting of July 5 , 2012 Recommended Act ion: approve B . PLANNING COMMISSION ACTIONS MEETING OF JULY 10 ,2012 The City Council is requested to rev iew the Planning Commission Actions oftheirmeeting of July 10,2012 . Recommended Action : receive and file C. PUBLIC SAFETY COMMISSION ACTIONS -MEETING OF JUNE 27 , 2012 The City Council is requested to review actions of the June 27 , 2012 Public Safety Commission meeting . Recommended Action: receive and file D. ADOPTION OF RESOLUTION NO . 12-4840 -AMENDMENT TO RESOLUTION NO . 12-4810, MAYOR'S APPOINTMENT OF LOS ANGELES COUNTY CITY SELECTION COMMITIEE DELEGATE The City Council is requested to consider adoption of a resolution confirming the appointment of Mayo r Pro Tem Sternquist as the delegate to the Los Angeles County City Selection Committee . Recommended Action : adopt resolution designating Mayor Pro Tem Sternquist as the delegate to the City Council Minutes July 17 , 2012 Page 3 Los Angeles County City Selection Committee E. CITY MANAGER AUTHORITY TO NEGOTIATE COMPENSATION FOR EXISTING AT-WILL EMPLOYMENT AGREEMENTS The City Council is requested to grant City Manager the authority to negotiate compensation for existing employment agreements with the Administrative Services Director, Community Services Director and Economic Development Manager/Assistant to the City Manager. Recommended Action : grant City Manager the authority to negotiate compensation for existing at- will employment agreements F. CONSULTANT SERVICES AGREEMENT WITH GRUEN ASSOCIATES- AMENDMENT NO . 8 The City Council is requested to review and approve Amendment No . 8 with Gruen Associates for additional support services related to the Rosemead Boulevard Safety Enhancement and Beautification Project in an effort to finalize the design process for this project. Recommended Action: review and approve Amendment No . 8 in the amount of $50,157 and authorize the City Manager to execute the Amendment with Gruen Associates G . FIRST AMENDMENT TO CONSULTANT SERVICES AGREEMENT WITH ADVANCED AVANT-GARDE FOR THE ROSEMEAD BOULEVARD SAFETY ENHANCEMENT AND BEAUTIFICATION PROJECT The City Council is requested to approve Amendment No. 1 to the Consultant Services Agreement with Advanced Avant-Garde Inc. to provide additional fund management and labor compliance services for the Rosemead Boulevard Safety Enhancement and Beautification Project. Recommended Action: approve Amendment No . 1 to the Consultant Services Agreement with Advanced Avant-Garde Inc in the amount of $16 ,500 City Council Minutes July 17 , 2012 Page 4 H . PETIY CASH AND VISA CARD REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Recommended Action : receive and file I. ADOPTION OF RESOLUTION NO . 12-4838-APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No . 12-4838 authorizing payment of bills . Recommended Action: adopt Resolution No . 12-4838 8. UNFINISHED BUSINESS -None 9. NEW BUSINESS A. PUBLIC HEARING : COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR FISCAL YEAR (FY) 2012-13 The City Council is requested to hold a public hearing regarding the increased allocation of CDBG funds for Fiscal Year (FY) 2012-13 and approve the CDBG-funded programs for FY 2012-13. Community Development Director Masura, Associate Planner Gulick , and the City's CDBG Consultant, Patrick Goode of Wildan Engineering, gave a brief summary of the staff report. Mayor Yu opened public comments. Jerry Jambazian , Temple City business owner, asked questions about the City 's CDBG Program. He asked if the north east corner of Sultana and Las Tunas Drive was identified as a possible ADA improvement location. Jim Clift, Temple City resident , asked how the ADA ramps will affect the Traffic Calming Plan . Mayor Yu closed public comments . Councilmember Blum moved to adopt the revised CDBG funding for FY 2012-13, seconded by Mayor Pro Tern Sternquist and unanimously carried . 10. COMMUNICATIONS-None C ity Council M inutes July 17, 2012 Page 5 11. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY A. ADOPTION OF RESOLUTION NO . 12-4839-SA -APPROVAL OF PAYMENT OF BILLS The City Council, as successor agency to the Temple City Community Redevelopment Agency, is requested to adopt Resolution No. 12-4839-SA authorizing payment of bills. Councilmember Blum moved to adopt Resolution No . 12-4839SA authorizing payment of bills, seconded by Mayor Pro Tern Sternquist and unanimously carried . 12. UPDATE FROM CITY MANAGER City Manager Pulido announced upcoming City events : Concert in the Park , Wednesday, July 18 at 7 :30 p .m. featuring "Elvis Impersonator"; Neighborhood Watch Meeting, Friday, July 20 at 6:00 p.m . for Area 4 (i.e ., areas between Las Tunas Drive, Encinita Avenue , Rail Road Track and Rosemead Boulevard) at the First Lutheran Church located at 9123 Broadway ; Concert in the Park , Wednesday , July 25 at 7:30 pm, "Uptown , Bump Town , Dance Tunes Through the Decades"; Free Senior Bingo , Thursday, July 26 from 1-3 p .m. at th e Live Oak Park ; Special Joint Meeting of City Council and Planning Commission on Thursday , July 26 from 7 to 9 p .m . at the Historical Society Building located at 5954 Kauffman Avenue to unveil the Historical Resources Survey to the public . The City's Historical Resources consultant will help guide the City to figure out if the City wants to d evelop a Historical Preservation Ordinance or a Historical Preservation Program in the future ; Concert in the Park, Wednesday , August 1 "Neil Diamond Tribute". 13. MATTERS FROM CITY OFFICIALS -None 14. COUNCIL REPORTS REGARDING AD HOC OR COMMISSION MEETINGS- None 15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER BLUM-None B . COUNCILMEMBER CHAVEZ Wished the six T e mple City High School students chosen to participate in the City sponsored Australian Exchange Student Program a safe trip . City Council Minutes July 17, 2012 Page 6 Councilmember Chavez , as the liaison to the City 's Australia Sister Cities Association , presented to Council a request from the group expressing interest in purchasing and installing a bronze plaque in Temp le City Park to honor the C ity's Sister City of Hawkesbury, Australia . There currently is a similar plaque commemo rating the City 's relationship with its Magdalena , Mexico Sister City under the tree in front of the Library. Councilmember Chavez requested staff to bring this item back on a future agenda for Council consideration. Councilmember Chavez commented on the joint meeting of the City Council and the Temple City School Board . He thanked staff and volunteers for a job well done at the Rab ies Clinic , Friday , July 13. C. COUNCILMEMBER VIZCARRA Commended staff and Athens on a great job at the Compost Giveaway event this past Saturday, July 141h. D. MAYOR PROTEM STERNQUIST Reported on her meeting with the owner of Beta's Grill . Mayor Pro Tern Sternquist also reported on her meeting with the Superintendent of Mt. SAC and the Foothill Transit CEO about the possibility of a transit station to take students from the Santa Anita Station to Mt. SAC campus free of charge. D . MAYOR YU Complimented staff and Athens Services for a successful Compost G iveaway event. 16 . REIMBURSEMENTS OF EXPENSES PAID TO OFFICIALS FOR CONDUCT OF CITY BUSINESS Mayor Pro Tern Sternquist asked Administrative Services D irector Hause to revise the wording regarding Council reimbursements to reflect the actual amount Councilmembers rece ived . Recommended Action : Approve the re imbursement of expenses paid to officials for conduct of City business . 17. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Je rry Jambazian , Temple City business owner, made announcements about upcoming Chambe r, C ity and Kiwanis events . CLOSED SESSION The City Council recessed to a closed session at 8 :30 p .m. CLOSED SESSION STATEMENT City Attorney Vail reported that he provided Council with a status update and briefing about the existing litigation and that he was directed by Council as to further proceedings with the case ; and the City Attorney evaluation was completed .
