CALL TO ORDER Mayor Yu called the Special Joint City Council and Planning Commission meeting to order at 7 :13p.m . 2. ROLL CALL Present: Absent: Also Present: Councilmember Blum, Chavez, Vizcarra , Sternquist, Yu Commissioner-Curran , Leung, O'Leary, Horton (arrived at 7:20p.m.) Commissioner Cordes City Manager Pulido , City Clerk Kuo, Community Development Director Masura , Community Deve lopment Project Manager Deibel. 3. PLEDGE OF ALLEGIANCE Planning Commissioner O'Leary lead those present in the Pledge of Allegiance . 4. PUBLIC COMMENTS-None 5. NEW BUSINESS A. HISTORICAL RESOURCES SURVEY PRESENTATION AND DISCUSSION Community Development Director Masura explained bri efly the purpose of the Historic Resources Survey. He also announced an upcoming joint meeting of the City Council , Planning and Public Safety Commission scheduled for Tuesday , August 14 from 7-9 p .m . to discuss Downtown Parking . Kari Fowler, Senior Preservation Planner of Historic Resources Group, gave a presentation on the results of the Historical Preservation survey. The survey area was defined by the City boundary to potential identify historical buildings , state and national locations . The survey serves as a basis for the consideration of further measures by the City to preserve its historic resources . Christy McAvoy, Founder of Historic Resources Group, discussed the benefits of the Historical Preservation Survey. She explained that the survey puts the buildings in context , tells the stories of the City and shows what the buildings have become . The City could use the survey as a strategic tool and is a necessary first step in the development of a comprehensive local preservation program . Next step , Council can adopt an inventory of Historic Resources and publicize it, adopt a local Historic Preservation Ordinance to protect the characters of the historic buildings , and to develop and add to the existing design guidelines to fit the historical criteria . Ms . McAvoy, Founder of Historic Resources Group , answered Council and Commissioner questions . Mayor Yu opened public comment. Douglas Ward , Temple City Resident, spoke in opposition of the City establishing a Historical Preservation Ordinance . Bryan Brandes, Temple City Resident, spoke in favor of the City establishing a Historical Preservation Ordinance . Franklin Ruedel , County Resident, suggested more outreach to the community regarding the Historical Preservation Ordinance. Watson Gan , local Realtor, spoke in opposition of the City establishing a Historical Preservation Ordinance . Ousama Nimri, Temple City residents , spoke in opposition of the Historical Preservation Designation . Wendy Payne , Temple City resident, spoke in opposition to the City estab l ishing a Historical Preservation Ordinance . . Howard Bucey, Temple City resident , spoke in favor of the City establishing a Historical Preservation Ordinance as long as the Ordinance is not too restrictive . Emily Williams, Temple City res ident, spoke in favor of the City designating a Historical Preservation Ordinance. Frank Ruedel , Temple City resident, made comments about the red cart that used to run on Las Tunas Drive . L.A. McGrath , Temple City resident, spoke in favor of the City estab li shing a Historical Preservation Ordinance. Councilmember Vizcarra left the meeting at 9 :00 p.m . and returned at 9:02 pm Mayor Yu closed public comment. Ms. McAvoy, Founder of Historic Resources Group, answered the public's questions . Mayor Yu assured the public that they will be kept informed should City Council or Planning Commission move forward with an Ordinances or Resolutions regarding H istorical Preservation in the City, 6.
