A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, CALLING AN
ELECTION TO PRESENT TO THE ELECTORS OF THE
VILLAGE THE CHARTER AMENDMENTS CONCERNING
THE TERM OF OFFICE OF COUNCIL MEMBERS AND THE
ELIMINATION OF PRIMARY ELECTIONS FOR COUNCIL
MEMBERS, AS AUTHORIZED BY CHARTER AMENDMENT
ENABLING ORDINANCES OF THE VILLAGE;
ESTABLISHING TUESDAY, NOVEMBER 1, 2005 AS THE
DATE FOR THE ELECTION AT WHICH THESE VILLAGE
CHARTER AMENDMENTS SHALL BE PRESENTED TO
THE ELECTORS OF THE VILLAGE; PROVIDING FOR
EFFECTIVE DATE.
WHEREAS, pursuant to Ordinance No. 2005-04 and Ordinance No. 2005-
, the Village Council has authorized two proposed Charter Amendments to be submitted to
the electors of the Village; and
WHEREAS, pursuant to Section 4(a) and 8 of each of the above -described Ordinances, the
Village Council hereby determines to hold the Village Charter Amendment election on Tuesday,
November 1, 2005, as described in the Memorandum which accompanies this Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recital Adopted. That each of the above stated recitals is hereby adopted and
confirmed.
Section 2. Election Called. That the Village Charter Amendment election is hereby
called and set for Tuesday, November 1, 2005.
Section 3. Implementation. That the Village Clerk is hereby authorized to take any action
which is necessary to implement this resolution and the Charter Amendment enabling Ordinances
referenced above.
Section 4. Effective Date. That this resolution shall be effective immediately upon
adoption hereof.
PASSED AND ADOPTED this 5th day of July , 2005.

Re Calling Election on Proposed Charter Amendments Eliminating Primary Elections
for Council Members and Revising the Term of Office of Council Members
Recommendation
As authorized by the enabling Ordinances which set forth the proposed Charter
Amendments, we have prepared the enclosed proposed resolution calling the Charter
Amendment election to be held in conjunction with the special Miami -Dade County election
which is expected to be held on November 1, 2005 The signature venfication process for the
County Charter amendment item is in process and may not be fully completed until early August
If the special County election is not held, this Resolution may simply be repealed, if desired by
the Council
Background
By utilizing the special election which is likely to be called by Miami -Dade County on
the proposed amendment to the County Charter, for the purpose of submitting to the Village
electors the two authonzed proposed Amendments to the Village Charter, the Village will
achieve an early determination of the decision of the electors of the Village upon the proposed
Village Charter Amendments, while avoiding the costs of calling a stand-alone special Village
election
