3. In June 2011, AB 118 was approved and the State of California amended
Government Code § 30061 as part of the criminal justice realignment plan. This
provided financing for the COPS program and also replaced the Supplemental
Law Enforcement Services Fund (SLESF) with the Supplemental Law
Enforcement Services Account (SLESA).
4. On December 15, 2011, the County of Los Angeles Chief Executive's Office
notified staff that the City will receive $100,000 from the Supplemental Law
Enforcement Services Account (SLESA) for the Citizens' Option for Public Safety
(COPS) program
5. On February 21, 2012, the City Council approved the appropriation of FY 2011-12
SLESA funds to create a third dedicated deputy position on the City's Special
Assignment Team and for specialized overtime (e.g., patrol saturation operations,
directed traffic enforcement, burglary/theft suppression, etc.).
6. On June 19, 2012, the City Council adopted the Fiscal Year (FY) 2012-13 City
Budget, the status of the COPS grant was unknown therefore the third dedicated
deputy position was not included in the FY 2012-13 adopted budget.
7. On June 20, 2012, City and Sheriff's Department staff met to discuss the
expenditure of future COPS grant funding.
8. On June 28, 2012, Administrative Services Director Hause received notification
that funding for the SLESA/COPS Program was included in the FY 2012-13 State
Budget.
9. On July 30 and August 6, 2012, the Notice of Public Hearing was published in the
Temple City Tribune.
ANALYSIS:
The Supplemental Law Enforcement Services Account (SLESA) for the Citizens' Option
for Public Safety (COPS) program, otherwise known as the COPS grant, provides cities
with annual funding to supplement their front line law enforcement services. The COPS
grant is administered by the County of Los Angeles Chief Executive Office and the City
is slated to receive $100,000 in FY 2012-13.
City and Sheriffs Department personnel met to discuss the expenditure of the COPS
grant and recommend that the funds be utilized to offset the funding for a third
dedicated deputy position for the Temple City Team. The Sheriffs Department is
providing the City with a dedicated deputy position at a reduced grant rate of $175,303
per year, compared to the regular rate of $231,463 because $100,000 in grant funds are
being used to partially fund the position.

The duties of the third dedicated deputy will remain unchanged from last year and
include the following:
• The new deputy will become familiar with the concept of Community Oriented
Policing, by interacting with the community to build a foundation of trust. This
will be established through programs such as the Neighborhood Watch and
Business Watch meetings. Community Oriented Policing works with all
community members to address quality of life issues in the City.
• Implementation of the "Community Safety Plan." The Community Safety Plan
is a program designed to engage the community in one on one discussion with
deputies regarding any issues the community member may have. The deputy
will obtain information from the community member (i.e., name of reporting
party and issues of concern) and will document the final disposition and any
action taken. The deputy will notify the reporting party once the issues of
concern have been addressed. If the issue is not handled immediately and
requires an in-depth investigation, the deputy will notify the reporting party of
the on-going investigation(s).
• The new deputy will serve as the Emergency Disaster Liaison Coordinator with
City staff. The deputy will work with City staff to coordinate an integrated
response between local agencies. The deputy will be trained in the Incident
Command System (ICS) in accordance with Standardized Emergency
Management System (SEMS) and National Incident Management System
(NIMS) standards.
• The new deputy will assist the team in specialized surveillance and saturation
operations (e.g., burglary suppression, probation/parole checks, wanted
persons/warrant checks, etc.).
The City is required to hold a public hearing, apart from its usual budget hearings, to
consider the written request from the Chief of Police (i.e ., Los Angeles County Sheriff's
Department Captain Christopher Nee) for use of the funds. The public hearing has
been noticed as required and community members are encouraged to attend to offer
alternate suggestions for use of the grant funds.
CONCLUSION:
By maintaining the third dedicated deputy position on the special assignment team, the
Sheriff's Department will have additional resources to continue improving overall
policing service needs and quality of life issues in Temple City.
Each year the COPS grant program, if funded, is included in the State's Budget. Staff
recommends that the City Council review the status of the third dedicated deputy position

annually to determine if the position should be eliminated or maintained, depending on
the availability of future COPS grant funds.
FISCAL IMPACT:
The COPS grant will provide $100,000 to partially fund the dedicated deputy position and
$75,303 in General Funds will be used to fund the remaining portion.
The City Council is requested to approve an amendment to the City's budget for the
COPS Grant revenue account ( 13-830-34-3402) in the amount of $100,000 to reflect an
increase in revenue for funds received from the COPS Grant and the Law Enforcement -
General Law expenditure account (01-950-61-4710) in the amount of $175,303 for the
addition of the third dedicated deputy position.

Temple Station personnel have reviewed the annual request regarding the expenditures
of supplemental law enforcement services accounts (SLESA) funds established by SB
823 (Poochigian). It is recommended the available SB 823 funds be utilized to offset
the funding for a third dedicated deputy for the Temple City Team for 2012-2013 fiscal
year.
