City Compactor on Lovell Avenue –Sound Proofing Issues A. Meredith (the homeowner’s lawyer) thinks the notice that the City sent to the businesses is good but does not completely fix the issue of the noise made when trash is thrown into the compactor. She would like to see a concrete wall with landscaping such as Ivy put up around the compactor. B. Tybee Island Public Works Department has sound proofed the doors to the compactor and are working on making a doghouse around the hydraulic pump to drown out some of the noise coming from the motor. This should be completed next week. C. The city is aggressively researching glass recycling. When it is implemented this will stop the noise from glass bottles being thrown into the compactor. II. Update on Portable Bathrooms for both 14th Street, 16th Street Parking Lot on the South End, Chatham Avenue Parking Lot, End of Pier and North Beach Parking Lot with Price List on Different Models. A. Diane Schleicher said she has discussed the portable restroom placement with the Assistant Director of Savannah Public Works and that he is against this location. Charlie Brewer says Diane Schleicher should speak to someone above the Assistant Director. The Committee agrees that deciding this location should be put on the back burner for now because it will not be purchased until the fall. B. The restrooms for 14th and 17th Streets will cost about $100,000. There is $83,500 remaining in the South End Business Budget. The remainder of the costs can come from contingency funds. Barry Brown motioned to proceed with the purchase of the first two restrooms. Charlie Brewer seconded. C. Power Flush specs will be looked into for the future purchases, but the 14th St. and 17th St. portable restrooms will be purchased now as decided. III. Fort Screven Water Line Project – Potential Extra Work A. Bill Lovett from HGBD recommends using GEFA loan monies to pay for the location of the valves. Bill Lovett also says that HGBD can do the work using Ground Penetrating Radar (GPR) for $150 per hour. B. The contractor has priced this work at $250 per hour. C. The Committee agreed that using HGBD would be a better choice. They can start work next week and have results back to the Committee at the next meeting. IV. 14th Street Drainage Project: A. Bid alternate for resurfacing 14th Street from Venetian Way to 2nd Street a. Overlay 4,000 sq. yards @ $8.00/yd = $32,000.00 b. Leveling 250 tons @ $95.00/ton = $23,750.00 ___________ TOTAL $55,750.00 B. This was not included in the contract because it had not been fully discussed. Bill Lovett (HGBD) wants to know if the City wants to add this to the contract. The committee agreed that this would be a good idea and that the residents would benefit from a new road surface after the construction. Charlie Brewer motions to recommend this go to the City Council for ultimate decision. Barry Brown seconded. V. Grit Separator Project – WWTP - Effluent redirection piping at the WWTP: A. Revised price using 4' diameter manholes and 20" PVC pipe -$43,950.00. B. Bill Lovett (HGBD) recommends using a 6’ diameter manhole for $2,800 more. This will bring the price to $46,750 which is still a savings of $9,557 from the original price of $56,307. C. Charlie Brewer motions to accept the HGBD recommendation. Barry Brown seconds his motion. Barry Brown moved to adjourn. Paul Wolff seconded. These minutes were respectfully submitted by Jackie Cary. A quorum of City Council Members may be present which would constitute a meeting of the City Council.
