APPROVAL OF MINUTES OF THE PREVIOUS MEETING A. Charlie Brewer motions to approve the previous minutes. Barry Brown seconded. II. REVIEW CAPITOL RECOVER COST ORDINANCE FOR WATER METERS – DR. SUTLIVE REQUEST FOR SECOND METER FOR DUPLEX A. Charlie Brewer motions to approve the meter without the capital recovery costs. Barry Brown seconded the motion. III. PROPOSALS FOR ART TO EXTERIOR OF CITY’S NEW MOBILE RESTROOMS AND FOR WAYFINDING SIGNAGE A. The committee decided they needed to talk with the City Attorney, because he is already working on something like this. This will be looked into at a later date. IV. REQUEST TO REMOVE METER FROM DUPLEX AND CHARGE STRUCTURE AS SINGLE FAMILY WITHOUT REMOVAL OF SECOND KITCHEN IN UPSTAIRS LIVING SPACE – 205 BUTLER AVENUE A. Barry states that the City Attorney would have to look into the legalities of the situation and that they may need a deed restriction. Charlie Brewer motions that the owners need to find a way to pay to remove the kitchen or pay the water fees. Tybee cannot change the ordinance for one homeowner’s situation. Barry Brown seconded the motion. V. STORMWATER ENTERPRISE FUND STUDY A. This issue will be discussed at a later date with proposed fees. The committee does not think this is a pertinent issue. VI. 8TH STREET DRAINAGE A. The committee decides to continue with current surveying plans. The survey should be completed prior to the next meeting. VII. WASTEWATER TREATMENT PLANT A. Grit Removal 1. Construction Status – Should be completed by the end of July. 2. Change Order Requests – Barry Brown motioned to approve these change orders to be paid from Water/Sewer contingency funds. Charlie Brewer seconded. a. Concrete Retaining Wall $3,862.00 b. 20’ DIP 5,537.00 c. Aluminum Access Ladder 2,100.00 d. Relocate Conduits 2,625.00 Total $14,124.00 B. Odor Control 1. Construction Status – Bill Lovett explains the Odor Control system at Pump Station #6 is installed and finished. They will not start the system unless the Manufacturer’s Representative is present due to the warranty. This should be completed and started before July 1, 2009. VIII 14th STREET DRAINAGE A. DNR Permit Status – Bill Lovett says the paperwork is prepared. It will go out for 30 day Public Notice either tomorrow, Friday, June 12, 2009 or the next week. B. Construction Status 1. Tree Removal 2. Georgia Power’s Schedule – Bill Lovett asks the committee if they would like to go ahead with the tree removal so that Georgia Power can get started. The committee responded yes. IX. FT. SCREVEN WATERLINES A. Project Status B. Additional Work – The committee agrees to spend $60,000 for the additional work. Even with the added costs, this job is still $26,000 under the Unit Contracted Price of $1,197,000. X. BUTLER STREET SIDEWALKS – To work on low and high spots in sidewalks and completing the ADA ramps. XI. LAZARETTO CREEK A. Downer Davis explains, one week ago he was contacted by Mike Scarborough about upgrading his septic system. Downer recommended a few systems, but also recommended looking into being added to the City’s sewer system. Mike Scarborough and Paul Burns are willing to add $50,000 each of their own money towards the project. They believe Mr. Matthews would do the same. Grant money may be available for this project and the committee agrees to look into it. Septic tanks can be an environmental hazard, especially in an area like Lazaretto Creek. The committee agrees that the owners should pay for the initial feesability study to show their commitment to the project. Barry Brown motioned to adjourn at 6:09pm. Charlie Brewer seconded.
