Attendees: Bill Lovett, Barry Brown, Charlie Brewer, George Reese, Joe Wilson, Diane
Schleicher, Bill Nicholson, Jeff George, and Bubba Hughes.
New Business:
I. Jeff George, Utility Service Company, Perry, Georgia
A. Water Tank Repainting – Power Point Presentation
Utility Service Company has been taking care of the City’s 150,000 gallon
elevated leg tank on Fort St. since 1995. Since then many antennas have
been added causing a problem for maintenance of the tank. Some wires to
the antennas are on the ladder rather than on the inside of the tank’s legs.
This particularly causes a problem when repainting the tank. Also, the
tank has been painted so many times that is would be useless to continue
to paint over the existing paint. Mr. George recommends that the current
paint on the tank should be blasted off, and then using a zinc primer before
painting again. This service is not included in the current contract and
Utility Service Company will charge $105, 000 for the service. Mr.
George says the cost can be added to the contract over a period of 5 years
rather than the city paying all at once. Charlie Brewer asks Mr. George for
a report that specifically describes the safety issues with the tank. The
Committee would like to find out who owns the antennas and look into
their contracts. The Committee also wants to make clear specifications for
installing antennas and wires on the tanks.

B. The well is located in the Ft. Screven area. The Army dug it many years
ago. It is unclear how much it is currently pumping. EPD would have a
hard time permitting this, because they do not have very much information
about the well.
III. OMI Contract – Renew Contractor and/or Hire Class II Plant Operator
A. OMI continues to raise their rates. Currently the city pays OM I to send
one of their employees to do this job at a less than part time rate of
service. George Reese believes it would benefit the City to hire someone
to do this job that would also work full time and be able to help the
department in other aspects as well as training other employees. It would
cost about $70,000 plus benefits to hire this employee. This has already
been budgeted for. OMI only requires 30 days notice to get out of the
contract. Charlie Brewer motions to put on Council Agenda to hire a new
Class II Plant Operator for the Water Department and use the 30 day out
plan for the contract with OMI. Barry Brown seconded the motion.

IV. 14th STREET DRAINAGE
A. DNR Permit Update
1. DNR is concerned there are issues that may surface. The City may
receive the Letter of Approval by next week. HGBD and Bubba
Hughes want to meet with Mr. Hand to discuss changes that may
appeal to DNR.
B. Utility Relocation Schedules
1. Georgia Power – Tomorrow or Monday
2. AT&T – Following Georgia Power
3. Comcast – Following Georgia Power also
II. FT. SCREVEN WATERLINES
A. Change Order # 2
1. To be approved by Council 7/23/09
B. North Campbell Waterline
1. 8” Line - $56,530.00 estimated by the Contractor
2. 12” Line - $76,680.00 estimated by the Contractor
3. The Committee would like a final cost for everything.
C. Coupon Letter
1. Bubba Hughes will prepare a letter to the Contractor requesting a
Five Year Guarantee or Bond with Security.
At 6:25 P.M. Charlie Brewer moved to adjourn the meeting. Barry Brown seconded.
A quorum of City Council Members may be present which would constitute a meeting.
